Committee on AUTO INSURANCE RATES-FIRE INSURANCE RATES TELEPHONE RATES


To The Voters of the Town of Tewksbury Telephone Rates :-


We have gone over the Telephone situation in the Town very care- fully. We do not think that the Town is receiving just treatment from the Telephone Company and find that the grade of service outside the base area rate is changing rapidly to the cheapest service possible, namely the old Rural Farmer's line. The Telephone company was ask- ed by your committee to make some major changes but they flatly re- fused to do anything. Therefore we have made two major moves.


1. Requested a public hearing in behalf of the Town before the Massachusetts Department of Public Utilities in protest of mileage charges and the high toll rates to adjoining Towns, (including South Tewksbury).


2. We have caused Senator Cotton to file a resolve in the State Senate to the effect that the rate structure and the property of the New England T. & T. Co., be revaluated.


As these two measures are still pending with the probability that the hearing will not be held until after Town meeting we are asking that our Committee be continued another year.


Mileage charges increase as the distance from the central office of the local Telephone Exchange increases. Telephone charges on the better grades of service are more than doubled in the south and east parts of the Town by the mileage charges. This seems particularly hard after the Town has paid to have electric light poles placed on nearly every street in the Town. It should also be noted that mileage charges are not construction charges that are eventually payed off, but are charges that are kept up year in and year out.


Your committee believes that Tewksbury residents all over the Town are entitled to base area rates. We see no true reason why one

section should pay more than another section as Telephone service is mutual service and each phone is dependant on the other phones in the exchange in order to be of any value.


We wonder if all our Townspeople realize that it costs a ten cent toll to complete a telephone call between South Tewksbury and the rest of the Town? This is a condition that should not be tolerated.


AUTO INSURANCE RATES


In regards to Auto Compulsory Insurance rates your committee has held several conferences with Mr. E. S. Cogswell, First Deputy Commis- sioner of Insurance of the Mass. Department of Insurance, 100 Nashua Street, Boston. We also attended the Hearing held before the new rates were set. We went on record as protesting the Farm Truck Rates at this hearing. In regards to the pleasure car rates we have checked lists of all accidents that have been charged to Tewksbury Experience for the years 1931, 1932, 1933, 1934, 1935. The procedure was to scan the lists and note the ones that were illegally registered in Tewksbury. We have succeeded in having removed from the Tewksbury lists over $3,000.00 worth of payments. This should amount to over $4,000.00 worth of savings to the Automobile owners of Tewksbury on their Com- pulsory Insurance. We think that the pleasure car rates are as near correct as possible at the present time. We are not so sure about the truck rate situation as up to date our information on this type of vehicle is not complete.


Compulsory Insurance rates for a Town are based on the cost to the Insurance Companies of the accidents of the cars registered in the Town no matter where the accidents happen in the State. One bad accident can very materially affect the rate in a small Town such as ours.


FIRE INSURANCE RATES


In regards to Fire Insurance Rates Tewksbury is graded as Ninth Class for specifically rated property and grade "E" for minimum rates on dwelling house property. There are ten classes applying to specific- ally rated property from one to tenth class, tenth being a community with very poor or no protection. For dwellings there are six grades of protection from "A" to "F", "F" being a community listed as unpro- tected.


In the application of rates in a community such as Tewksbury, credit for the fire department is allowed within one mile (measured over regularly traversed highways) of an available fire department

station. The only fire department station which is so considered in Tewksbury is that located at East and Main Streets at Jackson Square.


Tewksbury is in a district of its own.


The losses occurring in Tewksbury are not utilized in establishing the rates for that Town. The losses for the State as a whole are utilized for such a determination.


The presence of water holes in a community does not reduce the rate applying to property in the vicinity. In allowing credit for auto- mobile pumping engines in the fire department it is expected the com- munity will make available as many natural bodies of water supply as possible.


2. The next step that would permit a better classification and cor- respondingly lower rates in the Town of Tewksbury as a whole would be the installation of a public water works system. It would be possible for the Town to establish additional fire department stations so that the credit which is now allowed within one mile of the existing fire department could be extended to other areas within one mile of any new established stations.

REPORT OF FIELD LIBRARY ADVISER


Division of Public Libraries


The library was inspected by Miss Jones and a survey made of con- ditions, with recommendations to the trustees for improved service.


An NYA project was submitted to the Administrator and approv- ed, which made it possible to carry out part of the recommendations. Mrs. C. W. Colbath was put in charge of the work under the supervi- sion of Miss Jones, who made frequent visits. Great credit must be given to Mrs. Colbath for her faithful work and for the efficient handl- ing of the project. Because of this a most worthwhile piece of work has been accomplished with no expense to the library except the cost of materials. 8 workers, under 25 years of age have been employed for 32 weeks.


Miss Jones inspected all the books, discarding useless, dilapidated and outmoded books, and put aside 225 volumes in serious need of re- pair. These were repaired by a worker from the Division of Public Li- braries. The children's collection was in such physical condition that the very inadequate collection was greatly depleted. To help build up the collection the Division of Public Libraries gave about sixty books and the trustees have added many volumes and will continue to in- crease this department of the library. The children's collection is out of proportion to the adult collection and does not meet the require- ments of the schools.


Under the NYA project an inventory of the entire library has been taken which means that every book has been checked with the catalog, thus giving an accurate record of the books in the library.


Additional cards have been made when necessary and author, title and subject cards of all non-fiction. These cards have all been ar- ranged in one alphabet, making a dictionary card catalog. Thus a pa- tron may find all books listed in the catalog under author and title, and all books on a given subject under the subject. The old labels have been removed from the backs of the non-fiction and the numbers put on in white ink and the back shellacked.


A new charging system has been installed. This has necessitated pasting pockets and date due slips in each book and writing a card with name of author and title for each book.

All the fiction has been arranged alphabetically on the shelves and the biography rearranged to bring all lives of one person together, arranged alphabetically by the name of the subject of the biography.


After this work had been completed extension of time was allowed and volumes were repaired. Mr. T. D. Bailey of Gaylord Bros. instruct- ed the workers to carry on efficiently. The library is grateful to him for this service. The books are now in excellent physical condition. The catalog has been brought up to the standard of other libraries and it is now possible to know exactly what the resources of the library are.


The need of more room for the library is a very vital matter. In spite of the thorough housecleaning accomplished this year there is little room for additions. It is hoped that a rearrangement of stacks may make possible the erection of new shelves which will provide for about 500 additional books and make the room more inviting. This is only a temporary relief, however, and some definite plan for enlarged quarters should be formulated in the near future.

The following report is respectfully submitted:


The circulation of magazines is increasing. The circulation of books in the districts shows a gain of 451 volumes.


Donations of books have been received from Phyllis Blair, the State Division of Libraries and from one of the patrons.


A number of books have been purchased on request and several have been borrowed from the State Library for patrons.


The library is open on Wednesday Evenings from 7 to 8.30 and on Saturdays from 2 p. m. to 9 p. m. Legal Holidays and the last two Satur- days in August excepted.


The librarians appreciate the co-operation of patrons in returning their books promptly.
