The following is our report for the year ending December 31, 1935.


CHAPTER 81, AND GENERAL HIGHWAY MAINTENANCE


The usual highway maintenance was carried out during the year, and all oiled roads were patched where necessary with bituminous material during the spring and summer months, and this procedure was carried out until the late fall. Many streets which were gravelled during 1934 or early 1935 either by the highway department or E. R. A. funds were shaped, rolled and oiled.


On River Road the sluiceway of the old mill dam gave way in April, leaving a gaping hole in the roadway. Upon examination, we found that practically all the large granite covering stones had cracked, and fallen into the water race. Owing to the depth of the fill it was difficult to make repairs without considerable excavation. However, by exercising due care, we salvaged the two retaining walls, and poured a concrete covering over the waterway which is now in reality a culvert. This is well reinforced with steel railroad rails, which provide adequate safety. A stock wire guard fence was then erected on the northerly side of the highway because of the dangerous condition at this point.


We are finally able to report that the drainage condition which existed at Tewksbury Center for a number of years has been elimin- ated. The Massachusetts Department of Public Works constructed a pipe line along the state highway to the brook just beyond Sum- mer Street, and also constructed basins along the state highway at intermediate points between Summer Street and Pleasant Street. Our department built two new basins in front of the Town Hall, which were connected to the state drainage system. During the re-

cent heavy rains, they proved their adequacy to take care of a large volume of water.


A catch basin was also constructed in front of Tremblay's store on East Street, and one across the street near the Wamesit Associa- tion property. Previously, there were no basins at these points. These were connected to the East Street pipe line which empties into the brook on the Spaulding land. The basin near the Post Office has been connected to the line along the state highway. A new pipe line was laid along East Street from Tremblay's to North Street and also across East Street to connect up this system. On this job cor- rugated bituminous coated and paved metal pipe was used, because of the large amount of roots under ground in this area.


The following table gives the amount in gallons of asphalt, oil, or tar used on the highways during the year. The asphalt shown on Andover Street is for Chapter 90 construction. Where tar is shown as delivered to town yard it was to be used in mixing patch.

On East Street, from Tewksbury Center to the State General Hospital, on North Street from the state highway to Kendall Street, and on Pleasant Street from the state highway to the entrance to Flucker and Wilson's plant just beyond the high school, pea stone was used to cover the cut back asphalt, and it has given good non- skid protective coating to these roads.


During 1936 a considerable amount of money will be necessary for oil or tar, owing to the fact that a large number of roads will be gravelled from government funds, in addition to those done by the local department, and it is most wise to protect these with such a binder, once they are gravelled.

ANDOVER STREET CHAPTER 90


On Andover Street we had two contracts for construction. The first one was for the construction from the curve at Meloy's residence to a point about 300 feet west of Trull Street. At the completion of the first section, a contract was drawn to extend our construction to Hood Road or in other words to complete cnstruction to the bot- tom of the long hill. The entire stretch is of penetration asphalt construction 24 feet wide, with a non-skid surface. Proper drainage was installed, catch basins built, and guard rail posts erected. The distance built during the year was 3600 feet, and is a great improve- ment over the old dangerous surface. Further improvement on this highway should be provided from Chapter 90 maintenance funds. This highway is now in good condition.

CHAPMAN STREET CHAPTER 90


Two contracts were also issued on this stretch of roadway. The first one calling for installation of drainage and gravelling, and ap- plying oil or tar from the Billerica line to a point about 500 feet from Whipple Road. Owing to the fact that we encountered considerable ledge, along with a large amount of excavation, we soon found our

funds dwindling, and little progress having been made. The second allotment having been made, we completed our gravelling, installed culverts, built headwalls where necessary, erected guard rail posts, and extended the gravel surface to Whipple Road. A large stone wall, 600 feet long, was moved back to eliminate a curve in the roadway.


A small amount of gravel veneer will be added in the spring, and the roadway will then be shaped and oiled. An additional drainage system will also be installed near Chapman Street if found to be necessary. This street has been surveyed and bounded by the County Engineers.


MAINTENANCE CHAPTER 90


The usual maintenance of Chapter 90 highways was carried out under the provisions of this allotment, and all of our Chapter 90 high- ways are in excellent shape. East Street was given a coat of cut back asphalt and pea stone from Tewksbury Center to the entrance of the State General Hospital, a distance of one half mile. Billerica Road was also given a coat of retread tar to improve the surface. The shoulders on all macadam roads were maintained in good order during the heavy traffic season.


PLEASANT STREET CHAPTER 464


The allotment for this street was $2,850.00, which was issued in the form of a trust fund under what was commonly known as the 'Curley Bond Issue."


It called for the construction of a gravel roadway 24 feet wide from Whipple Road easterly, a distance of 1700 feet. Two new cul- verts were installed to replace old broken down stone structures. The work has been completed the full distance called for in the contract and will be shaped, rolled and oiled in the spring. We have inserted an article in the warrant for $1,000.00 with which to improve this street from the end of the Chapter 464 construction to the new high school, which we hope will be granted. This street has been surveyed and bounded by the County Engineers.

REPORT OF BUILDING COMMITTEE


To the Voters of the Town of Tewksbury:


Your Building Committee has completed the High School Build- ing and obtained the equipment for a total sum of $90,091.47, of which $62,125.23 was paid to the general contractor, Joseph M. Concannon of Milton, Mass .; $15,981.75 to the heating and plumbing contractor, Fred H. Parant of Sanford, Me .; $7,584.26 for equipment to various firms; $1,640.00 for inspection and supervision, and the balance for miscellaneous expenses.


Your Committee employed Miller & Beal, Inc., architects, of Port- land, Me., to design and supervise the erection of the building. Mr. John Haas was the representative of the Federal Government during most of the construction. As local inspector we appointed Mr. John R. Smith. We believe that praise is due to the contractors, the architect, the P. W. A. inspector, and our local inspector for their faithful services.
