In all cases, both for the building itself and for the equipment, with the exception of the pupils desks, the contract was awarded to the lowest bidder. Owing to the fact that only $80,000.00 instead of $90,000.00 was available for the committee at the time the original contracts were awarded for the construction of the building, we were unable to have the building completed according to the specifications originally contemplated, as the matters omitted from the original contract were furnished as extras after the construction had begun. However, the building was completed substantially as originally con- templated, with the exception of the omission of the panelling of the ceiling of the gymnasium, the character of the floor cover, and mak- ing the roof one of asphalt shingles rather than of slate.
The Federal Government has already contributed $8,408.80 to the cost of the project and the committee expects to receive another pay- ment from the Federal Government amounting approximately to $17,789.97. If a final payment of this amount is made, the net cost to the Town of the building will be $63,893.00.
The committee requests that the Town appropriate the sum of $91.47 to cover the overrunning of the appropriation which was made

necessary because of the fact that in putting in the drainage system ledge was encountered, making it necessary to build a larger drainage tank.
During the progress of the work one of the members of the com- mittee, our secretary, Mr. D. Edward Bennett, passed away. He had given unsparingly of his time and energy to the work of the commit- tee and should be recorded in the annals of the Town as one of its most faithful public servants.
From the time the appropriation for the building was made in December, 1933, to this date, the committee has held over eighty meetings. Various members of the committee have made numerous visits to the P. W. A. headquarters in Boston for consultation with the personnel of that Department in order that we might obtain the government grant. Visits have also been made to other schools for the purpose of getting information as to the best method of con- struction and best kinds of equipment so that the school, as complet- ed, might show as nearly as possible one hundred cents value for every dollar spent.

Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in Town affairs, to meet and assemble at Town Hall in said Tewksbury, on Wednesday, the 5th day of February, 1936, at 12 o'clock to act on the following articles :
ART. 1. To choose all necessary Town Officers, to choose by ballot a Moderator, a Town Clerk, three Selectmen, three members of the Board of Public Welfare, three members of the Board of Health, a Town Treasurer, an Auditor, a Collector of Taxes, a Tree Warden and Con- stables, (Three) all to serve one year; one Highway Commissioner to serve three years; one School Commit- tee to serve three years; two Trustees of the Public Library to serve three years; one Park Commissioner to serve three years ; one Assessor to serve three years; one Commissioner of Trust Funds to serve three years. The polls for the election of Town Officers to be opened at 12 noon and close at 8 P. M. And to act on the following articles, commencing at ? P. M.
ART 2. To hear reports of Town Officers and Committees and act thereon.
ART. 3. To see what sums of money the Town will vote to raise by taxation to defray necessary expenses for the current year, and make appropriations for the same.
ART. 4. To see if the Town will vote the money arising from licensing dogs, for the ensuing year, to aid in sup- port of the Public Library.

To see if the town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44, General Laws.
VOTED: That the town treasurer, with the approval of the selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ART. 6. To see what compensation the Town will vote for the collection of taxes, and what rate and from what date interest will be charged on taxes of 1936 unpaid after Nov. 1, 1936 or any other action relative thereto.
ART. 7. To see if the Town will vote to raise and appro- priate the sum of $350.00 for the proper observance of Memorial Day, and appoint a committee to expend the money. Said committee to be taken from members of Spanish War Veterans, American Legion, and Sons of Veterans.
ART. 8. To see if the Town will authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.
ART. 9. To see if the Town will vote to appropriate a sum sufficient to pay the County of Middlesex, as required by law, the town's share of the net cost of the care, main- tenance, and repair of the Middlesex County Tuberculosis Hospital, and for the Town's share of the expense under the provisions of Chapter 331 of the Acts of 1933, which provides for the settlement of certain claims of the Com- monwealth against the Middlesex County Tuberculosis Hospital District, including interest or discount on tem-

porary notes issued therefor, as assessed in accordance with the provisions of Chapter 111 of the General Laws and Acts in amendment thereof and in addition thereto, or take any action in relation thereto.
ART. 10. To see if the Town will vote to authorize the selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some con- venient and public place in the town fourteen days at least before the sale, property taken by the town under tax title procedure provided that the selectmen or whom- soever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto.
ART. 11. To see if the town will authorize the selectmen and treasurer to petition the land court for a foreclosure of tax titles held by the town for more than two years, as provided in Section 65 of Chapter 60, and to see what sum of money the town will raise and appropriate there- for.
ART. 12. To see what regulations the Town will make for the possession, management and sale of land sold for un- paid taxes and for the assignment of tax titles not in- consistent with law or with the right of redemption as provided in Section 52 of Chapter 60 of the General Laws as amended by Section 3 of Chapter 126 of the Acts of 1924.
ART. 13. To see if the Town will raise and appropriate a sum of $35.00 to replace G. A. R. markers on soldiers' graves in Tewksbury cemeteries, or take any action on same.
ART. 14. To see if the Town will vote to increase the salary of the Selectmen one hundred dollars each per annum beginning January 1, 1936, and the salary of the Town Clerk two hundred dollars per annum beginning January 1, 1936, or take any other action relative thereto. and make appropriation for the same.

ART. 15. To see if the Town will vote to raise and ap- propriate the sum of $50.00 for the use of the 4-H Club Chairman to be used in connection with 4-H Club ac- tivities in Tewksbury, or take any other action relative thereto.
ART. 16. To see if the Town will raise and appropriate the sum of $100.00 for maintaining the Legion Quarters.
ART. 17. To see if the Town will raise and appropriate the sum of $1,200.00 to provide heating and sanitary condi- tions at the Legion Quarters.
ART. 18. To see if the Town will petition the Boston & Maine R. R., or any other responsible transportation company, to operate a bus service from Tewksbury to Lowell, or take any other action relative thereto.
ART. 19. To see what sum the Town will vote to raise and appropriate for necessary expenses in conjunction with Works Projects Administration Projects or its succes- sors approved by the Government for the Town of Tewksbury.

ART. 20. To see if the Town will vote to raise and ap- propriate the following sums of unpaid bills of 1935: Highways, $1,520.38; Welfare, $237.06; Incidental, $234.17 ; Collection of Taxes, $299.19 ; Fire Department, $197.67, and Police, $29.05.
ART. 21. To see if the Town will raise and appropriate_the sum of $3,982.13 to reimburse the Town Treasury for money paid by the Treasurer in excess of appropriation under vote of Board of Selectmen declaring an emergency.
ART. 22. To see if the Town will raise and appropriate the sum of $1,536.40 as payment of the sums due on account of Welfare Aid rendered by the City of Lowell, $752.10; the Town of Dracut, $164.88, and the Commonwealth of Massachusetts, $619.42.

To see if the Town will vote to authorize the Board of Public Welfare to set aside a part of their ap- propriation to be used in conjunction with either Federal, State or County funds whenever in their opinion the pledging of such a sum of money will add to the total amount available for Welfare purposes.
ART. 24. To see if the Town will appropriate $91.47 t meet the deficiency in the appropriation for the High School building.
ART. 25. To see if the Town will authorize its Treasurer on behalf of the Town to sign, execute and deliver a deed to Herbert W. Pillsbury of a lot of land belonging to the Town located on the westerly side of Pleasant Street in said Tewksbury, containing about 4429 square feet and being shown as Lot B on a plan entitled "Plan Land in Tewksbury, Mass., A. L. Dutton, Surveyor" dated May 27, 1935, and recorded in Middlesex North District Regis- try of Deeds, Plan Book 59, Plan 38, in return for a deed to the Town from Herbert W. Pillsbury of a lot of land in said Tewksbury situated westerly from but not ad- joining said Pleasant Street, containing about 8459 square feet and being shown as Lot A on said plan.
ART. 26. To see if the Town will vote to install one or more electric lights on Franklin Street and make ap- propriation for same or take any action relative thereto.
ART. 27. To see if the Town will vote to take by right of eminent domain the land necessary to extend Durn Street as laid out on plan of "Lakeview Park Land Co.," re- corded in Middlesex North District Registry of Deeds, Book 27, Plan 16, to South Street, through the land re- corded as the "John P. Flynn Plan" Middlesex North District Registry of Deeds, Book 27, Plan 28, and raise and appropriate two hundred dollars to defray damages for such taking, or take any action relative to same. Plans on file with the Road Commissioners.
ART. 28. To see if the Town will, by by-law prohibit, the keeping or raising of poultry or animals within two hun- dred feet of Main Street from the Wilmington line to the

Shawsheen River ; and five hundred feet from an existing residence thereon, without a permit issued by the Board of Health. Upon application for said permit to Board of Health a public hearing shall be held giving due notice to abutters, whereupon said permit may be issued subject to regulations as set forth by the board, if found not in- jurious to the health of the community.
ART. 29. To see if the Town will vote to raise and appropri- ate the sum of $1200 for gypsy and brown-tail moth work, or take any action relative to same.

ART. 71. To see if the Town will vote to raise and appropri- ate the sum of four thousand dollars ($4,000.00) for the purchase of fire hose as recommended by the Fire Pro- tection Committee under item No. 2 of its report, specific- ally : 2700 feet of 21/2" hose and 3500 feet of 11/2" hose; or to take any other action thereto.
ART. 12. To see if the Town will vote to raise and appropri- ate the sum of fifteen hundred dollars ($1500.00) for the reconditioning of either American Legion Hall, Central Fire Station or the Spaulding School, to provide facilities recommended under item No. 4 of the report by the Fire Protection Committee, or to take any other action thereto.
ART. 13. To see if the Town will vote to raise and appropri- ate the sum of three thousand dollars ($3000.00) for the purchase, installation and testing of fire signalling appa- ratus as recommended under item No. 5 of the report by the Fire Protection Committee, or to take any other ac- tion. thereto.
ART. 14. To see if the Town will vote for and adopt the fol- lowing by-law warrants for Town Meetings, shall be served by a constacle by posting up attested copies there- of, one at each of the Public Meeting Houses, one at the Town Hall, one at each of the Post Offices, and by leav- ing one hundred copies for the use of the Citizens at the Post Offices in said Town, eight days at least and over two Sundays, before the time of holding said Meeting.

REPORT OF THE SCHOOL COMMITTEE
With the opening of the new High School the past year has been a busy one for the School Committee.
Realizing that this, the first year, would probably be the most difficult, the selection of teachers was of utmost importance. The best available were elected and we feel that all have proved satis- factory.
There were 209 pupils in the High School on Oct. 1, 1935. Had all of these been sent to Lowell High School the cost to the town would have been $26,700.00. The estimated cost of running the High School next year is $24,170.00. It is evident that the school is a financial, as well as a social asset.
More equipment could be used to advantage in the school and by adding some each year our school will soon be equipped equal to the best.
The Spaulding and West Schools have been closed and the pupils have been taken care of at the Foster School. The West School has been closed permanently and the Spaulding School until such time as the Foster is overcrowded.
Necessary and minor repairs were made in all school houses and all are in good condition.
Attention of parents is called to a ruling of the School Board, whereby all children enrolling in the 1st grade must show a birth certificate or its equivalent and all pupils enrolling in any other grade which have attended schools other than in Tewksbury must show a certificate from the school last attended. This is to avoid any mis- understanding regarding age or grade.
