REPORT OF ROAD COMMISSIONERS AND .

1

SUPERINTENDENT OF STREETS

Board of Selectmen: Tewksbury, Mass. Gentlemen:

The following is our report for the year ending December 31, 1936.

CHAPTER 81, AND GENERAL HIGHWAY MAINTENANCE

The usual highway maintenance was carried out during the year. All oiled roads were patched where necessary with bituminous material during the summer months. Livingston Street, which was graveled by the W. P. A., received one application of tar, from Main Street to the Bancroft at the State General Hospital. The culvert on Whipple Road, about 600 feet westerly of the ice house, was lengthened six feet. This gave us a chance to widen the road at this point.

Considerable work was done opposite the Johnson residence on Astle Street, where it was found that the Highway was built beyond the Town's boundary line. We had to cut away an embankment about ten feet in width in order to make the road passable. This work also eliminates a very dangerous curve.

The heavy rains of March caused a number of serious washouts, as well as flooded cellars, which we were called upon to help remedy. In this instance we hauled gravel for temporary embankments to keep surface water away from dwellings.

On December 30 we had to close the bridge over the Shawsheen River on Bridge Street, which is in a very dangerous condition. The Mill Street bridge is also in a very unsafe way. We are asking for a $1000 appropriation to rebuild these two bridges.

:

July first we moved our Highway equipment to the Roper garage located at the Center, which we rent from the Lowell Co-operative Bank. At this time we also installed our own gasoline tank. In mak- ing this change there is a saving to the Town of approximately $75.00 per month. Our accounts show that from January 1 to June 30 we spent approximately $2200 for maintaining our Highway equipment,

73

and from July 1 to December 31 expenses for the same were not over $1000.

This year a number of streets were oiled and spread with pea gravel, followed by a thorough honing job. This treatment has proven very satisfactory for smoothing. About 305 ton of pea gravel was purchased for this work. Every load being weighed on Town scales by our sworn weigher Mr. James.

The following tables give the amount of material used on the various streets during the year 1936.

PLEASANT STREET CHAPTER 90

On Pleasant Street we had two contracts for construction. The first extended from the Priestly residence, easterly, a distance of 800 feet. A second allotment, granted by the State and County, made an additional construction of 650 feet. These contracts call for a twenty- four foot gravel road with proper drainage, and covered with a bitu- minous treatment.

MAINTENANCE CHAPTER 90

The usual maintenance of Chapter 90 was carried out under the provisions of this allotment. All of our Chapter 90 highways are in good condition. The shoulders on all macadam roads were maintained in good order during the year.

For a financial report of the department we refer you to the auditor's report of highway expenditures.

In closing our report we want to thank all of our Town, State and County Officials, and engineers for their splendid co-operation and assistance.

Respectfully yours,

THOMAS P. SAWYER, JOHN T. GALE, CHESTER M. ROPER,

Road Commissioners of Tewksbury.

DANIEL STERLING,

Superintendent of Streets.
