ANNUAL TOWN MEETING
Town Hall, Tewksbury, Mass., February 18, 1948
Meeting was called to order at 7:30 P. M. by Moderator Melvin G. Rogers and the invocation was offered by Rev. Hugo A. Bourdeau. During the meeting the voters stood in silence out of respect to the memory of the late Jeremiah J. Houlihan, member of the Police Department, who passed away during the past year. The Moderator appointed John Eaton and Branford Brennon as tellers

to act during the meeting. Also Moderator Melvin G. Rogers was given a rising vote of thanks by all present for his forty years of service as Moderator. Mr. Rogers concluded his service in this post at this meeting.

Art. 4. Voted: That the money arising from licensing dogs, for the ensuing year be used to aid in support of the Public Library.
Art. 5. Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the finan- cial year beginning Jan. 1, 1948, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chap. 44, General Laws.
Art. 6. Voted: To raise and appropriate $3,500 for a reserve fund under Sec. 6 Chap. 40 of the General Laws.
Art. 7. Voted: To authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.
Art. 8. Voted: To authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by affidavit of the Commissioner of Corp. and Taxation, any Tax Title held by the Town for more than two years and raise and appropriate $300 for this purpose.
Art. 9. Voted: That the Selectmen be authorized to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town 14 days at least before the sale, property taken by the Town under tax title procedure provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate.
Art. 10. Voted: That the Town Treasurer be authorized with the approval of the Board of Selectmen to sell any parcel or parcels of land acquired by the Town through Tax Title fore- closure proceedings whose Tax Title value is less than $100.00, for whatever sum it may be in their judgment to the best interest of the Town.

Art. 11. Voted: To repeal present by-laws with exception of zoning by-laws and accept new by-laws as assembled by the by-law committee and as shown in this Article in the Town Warrant.

At a meeting of the inhabitants of the Town of. Tewksbury qualified to vote in Town Affairs, held this day at the Town Hall and the Shawsheen School, the following business was transacted. Warrants were duly read by presiding officers and the following officers acted as tellers: Precinct 1-Harry A. Treadwell, Warden; Malcolm D. Buchanan, Deputy Warden; Rose J. Furtado, Clerk; Gladys L. O'Connell, Deputy Clerk; Jessie A. Davis and John B. O'Loughlin, Inspectors. Precinct 2-Jesse J. French, Warden; Gordon L. Jackson, Deputy Warden; William H. In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in Town affairs, to meet and assemble at Town Hall in said Tewksbury,-
ON MONDAY, THE 12th DAY OF APRIL, 1948
at 7:30 o'clock P. M., to act on the following Articles:
ART. 1. To see if the Town will vote to raise and appropriate the sum of $500 for the unpaid bill of the firm of Pearson, Alter and James, architects, for work performed under Article 27 of the annual Town Meeting held on February 19, 1947.

ART. 2. To see what sum of money the Town will raise and appropriate by borrowing or otherwise for the purchase or taking by eminent domain for school purposes the land now owned by William B. ART. 3. To see what action the Town will take on the following proposals concerning the immediate school problems, or take any other action relative thereto.
(a) Add four rooms on the present High School building to accommodate the seventh and eighth grades and therefore be- come the first step in a program to replace the present grade school buildings.
(b) Add two rooms on to the Shawsheen School to provide the additional space necessary for the grade school children. Ralph S. Battles.
ART. 4. To see what sum of money the Town will raise and appro- priate under the previous article for the purpose of obtaining detailed plans and estimates of the proposed construction.

And you are directed to serve this warrant by posting up attested copies thereof, one at the Town Hall, one at each of the Post Offices and at least 500 extra copies shall be left at the Town

Hall and at the Post Offices in said Town, 8 days at least, and over two Sundays, before the time of holding said Meeting.
Hereof fail not and make due returns of this Warrant, with your doings thereon, to the Town Clerk at the time and place of Meeting as aforesaid: 1
