The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with cancelled securities and coupons on file. One outstanding coupon was listed and compared with the balance on deposit in the bank for that purpose.


The savings bank books and securities representing the invest- ment of trust and investment funds in the custody of the town treasurer were examined and listed. The income was proved and all transactions were verified.


The records of tax titles held by the town were examined and checked in detail. The amounts added to the tax title account were compared with the collector's records, and the reported redemptions were checked to the treasurer's cash book. The tax titles and tax possessions on hand during the period covered by the audit were listed and checked at the Registry of Deeds, and all recorded transactions were verified.


The books and accounts of the collector of taxes were examined and checked in detail. The taxes outstanding at the time of the previous examination and all subsequent commitments were audited and checked. The recorded collections were checked with the treasurer's books, the abatements, as entered, were verified by comparison with the assessors' records of abatements granted, and the outstanding accounts were listed and proved.


The outstanding tax accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the outstanding accounts, as listed, are correct.


The collector's cash balance on February 17, 1945 was verified by actual count and by reconciliation of the bank balance with a statement furnished by the bank of deposit.


The financial accounts of the town clerk were examined and checked. The recorded receipts on account of licenses, permits, recording fees, etc., were examined and checked in detail, and the payments to the treasurer were verified by comparison with the treasurer's books.


The collections on account of sporting and dog licenses were verified and compared with the recorded payments to the State and town.


The town clerk's cash balance was verified by actual count.

The surety bonds of the various town officials required to file them were examined and found to be in proper form.


The records of departmental accounts receivable were examined. The charges were proved, the payments to the treasurer were verified, the disallowances and abatements were checked, and the outstanding accounts were listed and proved.


The records of licenses and permits issued by the selectmen and by the board of health, of fees collected by the sealer of weights and measures and by the inspector of slaughtering, and of the cash collections by the fire, police, school and library departments were examined, and the recorded collections were checked with the treasurer's records.


Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's, tax collector's, and town clerk's cash, summaries of the tax, tax title, and depart- mental accounts, and schedules showing the conditions and transac- tions of the trust and investment funds.


During the progress of the audit cooperation was extended by the various town officials, for which I wish, on behalf of my assistants and for myself, to express appreciation.

Our automobile accident record for the year shows more in num- ber, but most of them of a minor nature as compared to past years. Route 38 (Main Street) is still our greatest problem. The smooth surface on the curves, should be adjusted to prevent the forming of such slippery conditions when rain falls in freezing weather. Our own Highway Department solved the same problem on Route 133 (Andover Street) and since this adjustment, we have had no accidents in this area.


Our Juvenile Delinquency situation, is again in an excellent con- dition, and I feel that with the proper consideration, it will remain that way. During my term of office, we have yet to send our first Juvenile to an institution for punishment.


I wish to take this opportunity to thank the members of my department, for their cooperation during the year.

REPORT OF THE ROAD COMMISSIONERS AND SUPERINTENDENT OF STREETS


Board of Selectmen, Tewksbury, Mass.


Gentlemen:


The following is our report for the year ending December 31, 1945.


CHAPTER 81, AND GENERAL HIGHWAY MAINTENANCE.


The usual highway maintenance was carried out this year, which included the use of gravel, tar, pea stone, pea gravel, washed sand and. patch on our various streets and those that come under our Chapter 81 contract.


We are glad to report that the Department of Public Works reimbursed us for half the cost of snow removal for the year 1944 and the sum of $2278.30 has been added to the Town Treasury.


Two of our former employees, Francis Brown and Lincoln Ger- rish have returned from duty overseas and are now back again with this department.


Catch Basins have been installed on the following streets this year.

CHAPTER 90 MAINTENANCE


The usual maintenance of Chapter 90 Highways was carried out again this year under the provisions of the contract .. All of our Chapter 90 Streets are in good condition.


For a financial report of this department, we refer you to the Auditor's report of Highway Expenditures.


In closing this report, our appreciation and thanks are extended to our Board of Selectmen, Finance Committee, State and County Officials and Engineers, for their cooperation and untiring assistance.

REPORT OF HEALTH DEPARTMENT


To the Members of the Board of Health. Mr. Greene and Gentlemen,


The following is my report of the health situation during the past year. At my suggestion Mrs. Knox, the school nurse has been made an assistant to your agent. At the suggestion of the State de- partment of Health we are to start this spring a clinic for young mothers with small children. Since this is a health matter it will be placed in Mrs. Knox's hands and the physician in charge will be appointed by the State. All carding and quarantine will be done by the Board of Health nurse. As in the past all contagious cases are to be reported to the agent of the Board of Health.

REPORT OF THE BOARD OF PUBLIC WELFARE BUREAU OF OLD AGE ASSISTANCE AID TO DEPENDENT CHILDREN


General Relief: The expenditures in this category of Welfare have continued high, and have again exceeded those of the year preceding, by nearly $1500. Most of this additional money was paid out in hospital bills, much of it to the State Infirmary for care of persons who failed to meet their obligations, thus making the Town liable. There was also a sizeable increase in aid given by other cities and towns to Tewksbury settled cases.


Assistance granted in Tewksbury has been confined on the whole to those who have been receiving it regularly for the past two or three years-aged persons not eligible for Old Age Assistance and one child supported by the Town. Several new families were aided for temporary periods, but all had out-of-town settlements and Tewksbury will be reimbursed for their expenses. We have three cases confined to hospitals, in addition to transient hospital cases from time to time, and other medical expenses that arise frequently. Quite a sum is also spent annually on fuel for Welfare recipients.


Because this Department was not granted the $8000 appropriation asked for in 1945, either at the Annual or the Special Town Meetings, it was necessary for the Finance Committee to hold a special session in September and transfer an additional $2500 to the Welfare Depart- ment, making a total appropriation of $8500. Of this $479.32 was unexpended, but we are recommending $8300 for 1946 in view of anticipated needs from possible unemployment and an increase in hospital rates from $4 to $5 per day.
