PERSONNEL BOARD George A. McDermott, Chairman
The most significant events that occurred during the past year were the establishment of the Personnel By-Law, the ac- ceptance of the town voters by ballot of certain positions placed under Civil Service Commission authority and the ratification by the voters of the request by regular or permanent members of the police force for tenure of office. Sealer of Weights and Meas- ures, Plumbing Inspector and Municipal Public Welfare positions had already been established under the Civil Service System.
Positions in the following departments are now under State Civil Service Status as amended for towns:
Office of Selectmen Wire Inspector
Water Department
Building Inspector
Highway Department
Tax Collector's Office
Tree Department School Custodial Service
At approximately the same time the Personnel By-Law was being printed, the request for Civil Service Status by the above- mentioned departments had been made without the cognizance of the Personnel Board. It was too late, therefore, to recognize this request and its ultimate effect on the By-Law elements such as job titles, skill levels, retention rights, qualifying examination requirements, salaries, fringe benefits and leave time.
In the past year most of the time and effort has been ex- pended in trying to clarify the relationship of the Personnel Board, the By-Law and the employees with the authority of the Civil Service Commission. After many discussions and con- siderable correspondence the State authority has not clarified current issues. One element that has taken place has been the official assignment of job titles by the Commission to our Civil Service employees together with a directive that they are re- quired to take a qualifying examination before being considred as working within these titles. The results of these examinations could result in a change in the personnel picture of pertinent de- partments. By law, said titles have to be incorporated within our wage schedule at the proper grade level for the skill involved. In some cases this will result in an automatic higher grade level for certain titles-(reference Town Warrant amendment to Section 3 in By-Law).
The whole question of Civil Service application to jobs within a town has a separate significance than that accorded to State Civil Service employees and those of a city. Official forms have to be used for various personnel actions. Prior approval of the Director of Civil Service is required before appointments, pro- motions, reinstatements, transfers, changes in ratings or duties

may be made legally. In each one of these actions it is up to the department head to initiate the formal request. THE STATE CIVIL SERVICE COMMISSION DOES NOT BECOME INVOLVED IN SALARIES. This is the authority of the Personnel Board. All actions and requests going to the Civil Service Commission from the various departments will still be processed by the Personnel Board.
During the past year approximately 30 meetings have been held by the Board in order to implement the By-Law and pro- vide a smooth transition of personnel administration. Individual personnel history files and various control forms have been de- vised to monitor such items as vacation allowances, sick leaves, occupational injuries, overtime worked and salaries paid.
Copies of the Personnel By-Law were distributed to all de- partment heads and town employees supplemented by clarifying letters and meetings to assure fair and equitable treatment of town employees.
Specific requests submitted by the departments throughout the year are as follows:
Fire Department:
Request for a 48 hour week.
Compensation for temporary supervisory responsibility.
Police Department:
Chief requested Civil Service for policemen.
Chief requested establishment of positions for a Cap- tain and a Lieutenant; a combination Policewoman, Matron and Clerk.
Highway Department:
Request for time and one-half pay for overtime spent in snowstorm work.
Insured pay for 10 holidays.
Extended vacation allowance.
Water Department:
Establishment of a working foreman.
Upgrading of Senior Clerk Typist.
Tree Department:
Request for grade 10 level for tree climber.
Office of Selectmen:
Pay increase for custodian to be commensurate with school custodian.
Office of Town Clerk:
Request for full-time assistant to Town Clerk.
Recreation Commission:
Installation of subject of part-time jobs within the authority of the Personnel Board.

Foster, not only for this act but for the many acts of generosity and kindness he has bestowed upon the town and its people during his many years of service in the said Town of Tewks- bury, especially his keen interest in the youth of the com- munity over the same period of years.
NOW THEREFORE BE IT RESOLVED that we, the people of Tewksbury, acting by and through the Board of Selectmen of said town, duly authorized and directed by unanimous vote at said meeting, do hereby extend to
