Report of Commissioners of Public Burial Grounds.


The following report for 1915 is presented by the Com- missioners of Public Burial Grounds.


The usual care has been given the several Cemeteries- Fairview under the charge of D. L. Greig and son, Charles D. Colburn taking charge of Westlawn, and Wm. H. Pollock, Hillside.


Three additional lots have been placed under the perpetual care of the Town-two in Fairview, and one in Hillside Cemetery, making the whole amount of the Perpetual Care Fund, $7,445.25.


The Commissioners would respectfully recommend that the sum of $200 be raised and appropriated for the care and improve- ment of the cemeteries the coming year.

FINANCE COMMITTEE REPORT.


Westford, Mass., January 26, 1916.


To the Voters and Taxpayers of Westford:


The Finance Committee elected at the Annual Town Meeting held February 8, 1915, have held several meetings and carefully considered the various articles of the Warrant for the Annual meeting to be held February 14, 1916.


The officials conducting the several departments of the town government have appeared before the Committee and made statements as to the amount of money their several Boards would require to carry on their work for the coming year in a satisfactory manner.


The Committee has considered each separate request of the officials and has also given careful consideration to the articles of the warrant, wherein an appropriation of money was asked for.


As in the past, it is the aim of your Committee to recommend such appropriations as in their judgment will be sufficient to meet all reasonable requirements and still keep the rate of taxation at as moderate a figure as possible.


The Committee recommends the following sums to be raised and appropriated, action on which will be taken at the Annual Meeting.

With reference to Article 24, relating to the installation of a fire alarm system, the Committee recommends that no favorable action be taken at this time.


The valuation of the Town for the year 1915 was $2,426,079.00 Estimating an average yearly increase for 1916, the tax rate will be about $16.00 per thousand, provided you raise the sum of $39,368.81 as recommended. Should the State and County tax be made considerably more than the sum estimated, from necessity the rate of the Town tax would be increased proportionately.

To the Constable of the Town of Westford, in said County.


Greeting :


You are hereby required in the name of the Commonwealth aforesaid, to notify and warn all the inhabitants of said Town qualified to vote in elections, and also in Town affairs, to meet at the Town House, in said Westford, on Monday, the four- teenth day of February, being the second Monday in said month at 7.45 o'clock a. m. The polls will be opened at eight o'clock a. m., and may be closed at one o'clock p. m .; and they are then and there to act upon the following articles, to wit:


1st. To choose a Moderator.


2nd. To bring in their votes for one Selectman, one Overseer of Poor, one Assessor, two School Committee, one Com- missioner of Public Burial Grounds, one Trustee of the Public Library, all for three years; Town Treasurer; Col- lector of Taxes, one Constable, one Auditor, and one Tree Warden, all for one year; also to vote on the following question: "Shall licenses be granted for the sale of intoxicating liquors in this Town?"


3rd. To hear the report of the Finance Committee, and act in relation to the same.

23rd. To see if the Town will vote to instal an additional hydrant on Maple Street and act in relation to the same.


24th. To hear the report of the Committee chosen to investi- gate and report regarding the installation of a fire alarm system, see if the Town will vote to instal a system, raise and appropriate money therefor and act in relation to the same.


25th. To see what action the Town will take toward securing a site and establishing quarters for the fire department at Westford Centre, and act in relation to the same.


26th. To hear the report of the Committee appointed at the Special Town Meeting held July 15, 1915, to investigate and report concerning the lighting of the Town Hall with

electricity, to see if the Town will vote to so light the Town Hall, raise and appropriate not exceeding $400 therefor and act in relation to the same.


27th. To hear the report of the Selectmen in regard to estab- lishing a public dump, to see what action the town will take toward establishing the same and act in relation thereto.


28th. To see what action the Town will take to continue the lighting of the streets with electricity, and act in relation to the same.


29th. To see if the Town will vote to instal additional electric lights on Union and Main Streets, and act in relation to the same.


30th. To see if the Town will raise and appropriate a sum not exceeding $50 as compensation for a Fish and Game Warden' in the event one is appointed for the Town.


31st. To see if the Town will vote to sell and convey the Minot's Corner Schoolhouse, so called, situated on the southerly side of the Chelmsford Road, together with all the land owned by the Town and appurtenant thereto, estimated to contain about one-half an acre, and act in relation to the same.


32nd. To see if the Town will vote to sell and convey the Nab- nassett Schoolhouse, so called, situated on the easterly side of the Oak Hill Road, and act in relation to the same.


33rd. To see if the Town will raise and appropriate money for the construction and grading of sidewalks in the several villages, and act in relation to the same.


34th. To raise and appropriate money for medical inspection in the Public Schools.

35th. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


36th. To determine the manner of collecting taxes for the en- suing year, also the rate of interest on taxes remaining unpaid at a time to be fixed by vote of the Town, and when and how said taxes shall be paid into the treasury, and act in relation to the same.


37th.


To choose a Finance Committee.


38th To choose all other Town Officers necessary to be chosen by hand vote, and act in relation to the same.


39th. To see if the Town will raise and appropriate money to commemorate Memorial Day, and act in relation to the same.


40th. By request of the citizens of Graniteville, Forge Village, and Parkerville, to see if the Town will appropriate the sum of one hundred ($100) dollars for the purpose of distributing books from the Public Library in these three villages, and act in relation to the same.


And you are directed to serve this Warrant by posting up true and attested copies at the Town House and each Depot in said Westford, eight days at least, before the time of holding said meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of holding the meeting aforesaid.

Arbor Day occurs on the last Saturday in April, and is not a legal holiday.


Flag Day occurs on June 14, and is not a legal holiday. It should be observed by any school then in session.
