Report of the Committee in charge of the Whitney Playground.


Your committee hereby respectfully submits the following report.


The rambler rose bushes have been planted at the north end of the tennis court, and in the course of the coming year, it is anticipated that they will add materially to the beauty of the grounds.


Several complaints have been lodged with your committee by those playing tennis on account of the size of the mesh of the wire at either end of the court, because of which the ball, instead of being stopped, passed through the wire, to be lost in the shrubbery. As this trouble would be increased by the addition of rose bushes, your committee has had additional wire with a smaller mesh placed on both ends of the court.


There also seemed to be occasion for a tool house, as heretofore the mowing machine and tools had to be housed in some of the neighbors' buildings, so that your committee had one erected on the grounds.


A liberal dressing of fertilizer has been placed on the grounds so that all of these improvements have occasioned an unusual amount of expense; nevertheless, your committee have lived within the income.


Mrs. Whitney has again made remittance in the amount of $250 to assist in meeting the expenses of the coming season.


There have been no changes in the investments, and the report of 1914 is referred to for a statement thercof.


Following is a list of receipts accruing and expenditures incurred during the year, although some of these receipts were not actually deposited in the Union National Bank until after January 1st.

Report of Commissioners of Public Burial Grounds.


For 1916 the Commissioners of Public Burial Grounds present the following report:


Under the charge of D. L. Greig & Son, Charles C. Colburn and Wm. H. Pollock, Fairview, Westlawn and Hillside Cemeteries have received the usual care.


The Perpetual Care Fund has been increased to $7,920.25, nine lots having been added to those under the perpetual care of the Town-seven in Fairview and two in Hillside Cemetery .


For the care and improvement of the cemeteries the Com- missioners would respectfully recommend that the sum of $250 be raised and appropriated the coming year.

Report of Town Fish and Game Warden.


During the past year I have at different times patrolled our woods and coves, also our ponds and streams and land adjoining the same. I find no marked increase in small birds, but a large increase in our game birds. I have tried to keep the birds fed through the cold weather. In this work I find I am not alone, as a number of our people feed the birds through the winter months at their own expense. We expect a shipment of game birds, also some snowshoe rabbits the coming Spring. We have received a very few reports from poachers. I have got complaints of brooks that were supposed to have been screened, also from one deer that was badly wounded, also two cases of illegal fishing, all of which were investigated.


I would like to call your attention to the good work done by some of our leading citizens, also the Lowell Fish and Game Association. Through their efforts we have received a larger lot of fish than any other town in the State. I have made one trip to Lowell for some fish that came from the West. The rest came to the different railroad stations, and were planted as directed. Below is a list of the fish, also the time and place planted.

In closing I would like to ask the people of Westford not to treat the poacher and pot hunter as a joke. Remember that this · fish and game has been procured at a lot of work and expense, and the people that go out wilfully and break the game laws, destroy fences and knock down stone walls, etc., for their own pleasure, regardless of the land owner, should be punished. It is up to you to make the complaint.

Westford, Mass., January 22, 1917.


To the Voters and Taxpayers of Westford:


The Finance Committee elected at the Annual Town Meeting of February 14, 1916, has held several meetings and carefully considered the Articles of the Warrant for the Annual Meeting to be held February 12, 1917.


The officers in charge of the several departments of the Town Government have been consulted and their recommendations discussed, also consideration has been given to each article of the warrant wherein an appropriation of money is asked for.

ARTICLE 12. The Board of Selectmen who have charge of the roads and bridges of the Town ask that the sum of sixty-five hundred dollars ($6,500) be given them to be used in the repair of samc.

Results obtained from the oiling of some of the roads during the past few years have shown the advisability of the continuation of the plan, and it is proposed to use about fifteen hundred dollars ($1,500) of the sum above mentioned for this purpose, thus leaving the same sum as raised last year for the general repairs.


Your committee has recommended that the sum asked for be raised and appropriated.


ARTICLE 20. Your committee recommends that the Board of Selectmen be authorized to purchase a piano to be placed in the Town Hall at an expense not to exceed five hundred dollars ($500), and that this sum be appropriated for the purpose.


ARTICLE 23. Repairing of the Old Academy Building for the use of the Fire Department.


Your committee has recommended the raising and appropri- ating of fifteen hundred dollars ($1,500), and in addition thereto we would recommend that, inasmuch as the State Law will allow the Town to borrow a sum sufficient to provide additional floor area, which, in this case, will be the basement, the Town borrow fifteen hundred dollars ($1,500) for this purpose, payment of the loan being made in three annual payments, the first being made in the year 1918.


While it is not probable that the sum of three thousand dollars ($3,000) will complete the repairs on the building, it will go a long way in so doing, and at the same time the Town is not called upon in any one year to raise and appropriate a sum large enough to greatly increase the rate of taxation.


ARTICLE 24. Relocating and repairing of the Graniteville Road. Your committee understands that the approximate cost will be about seventy-five hundred dollars ($7,500), one-third of which must be borne by the Town.


We recommend that a sufficient sum to cover the expense on the part of the Town be borrowed, payment being made in five yearly installments practically equal in amount, the first payment to be made in the year 1918.

. ARTICLE 35. Lighting the road from Westford Depot to Brookside Corner.


Inasmuch as the Town has recently entered into a contract with the Lowell Electric Light Corporation for additional lights and inasmuch as the location of all of these additional lights has not been fixed, it is possible some may be located on the road mentioned. In any event your committee does not recommend any further appropriation than that called for in the contract recently signed.


The valuation of the Town in the year 1916 was $2,469,527. Estimating an average yearly increase in 1917, the tax rate will be about $16 per thousand, provided you raise the sum of $40,284.24, as recommended.


Your committee has based its figures on the State and County tax of 1916, also upon the income received from the State Treasurer, in the same year.


The State'and County tax of 1917 will, undoubtedly, vary somewhat from the figures used, and the income from the State Treasurer may be considerably affected by the new tax law which went into effect January 1st, but it is, however, expected that the result will be of benefit to the Town.


The foregoing report we submit to you for your careful consideration.
