Report of the Committee in charge of the Whitney Playground.
Your committee hereby respectfully submits the following report :
No extensive changes or additions have been required this year, and for that reason your committee has not been called upon to expend as large a sum as usual in caring for the grounds, although the same have been in splendid condition during the entire season.
The deep interest taken by Mrs. Whitney in the Playgrounds is well known, not only to your committee but to the community as well; and she made, late in the fall, her annual contribution of $250 to meet the expenses of maintaining the grounds during the coming year. Since that time Mrs. Whitney has passed away, and her death has been a great loss, not only to the Town of Westford but to the entire community. As evidence of her continued interest, not only in the Town itself but in the Play- grounds, we are privileged to announce that she has left a legacy of $5,000, the income to be used in maintaining the premises. This will guarantee a sufficient fund for the proper maintenance of the same in the future.
There have been no changes in the investments, and the Report of 1914 is referred to for a statement thereof.
Attention is directed to an error in the printed report of last ycar where it is stated under the head of Receipts that interest was collected on four bonds of the American Telephone & Tele- graph Company, four bonds of the Spencer Gas Company, and two bonds of the City of Canton, when in reality there are only two bonds of cach of the first two named and one of the last named Corporation.

Report of Commissioners of Public Burial Grounds.
For 1917 the Commissioners of Public Burial Grounds present the following report :
Under the charge of D. L. Greig & Son, Fairview Cemetery; Charles D. Colburn, Westlawn Cemetery; Wesley O. Hawkes, Hillside Cemetery, have received the usual care.
The Perpetual Care Fund has been increased to $8,070.25, two lots having been added to those under the perpetual care of the Town, one in Fairview, and one in Westlawn.
For the care and improvement of the cemeteries the com- missioners would respectfully recommend that the sum of $250 be raised and appropriated the coming year.

Report of Town Fish and Game Warden.
In making my report for the past year I wish to thank all of the good people who have helped out in feeding game and song birds. Owing to war conditions, grain is very scarce and I hope the people will continue to help through the cold season in any way they can, as there is quite a large number of game birds, and we are liable to lose a lot of them if they are not properly fed. All persons having birds in their vicinity will please notify me and I will do the best I can through the winter months. I would like to call attention at this time to the good work done by the Lowell Fish and Game Association. Too much cannnot be said of President Simon B. Harris, Secretary Willis S. Holt and Mr. E. M. Abbot and other members of the Associa- tion. By their good work we have received the following lot of fish :
August 6th, 50 adult Trout.
September 11th, 2,000 Fingerling Brook Trout.
January 2nd, 1918, 100 adult Brook Trout.
January 3rd, 100 adult Brook Trout.
October 5th, 350 Horn Pout, adults.
October 5th, 12,000 Black Bass.
October 5th, 7,000 Rainbow Trout.
May 22nd, 1,000,000 Smelt Eggs, in Forge Pond and Snake Meadow Brook.
August 3rd, 16 Mallard Ducks, liberated in Stony Brook and Beaver Brook.
Through the kindness of Senator Colburn, I received a flock of eight Quail from the State Hatchery, September 28th. Those were liberated at Graniteville, Massachusetts.
In closing I wish to say I received very few complaints of illegal fishing or hunting, and I find most people willing to obey our game laws.

The Finance Committee elected at the Annual Town Meet- ing of February 12, 1917, have held several meetings and carefully considered the Articles of the Warrant for the meeting to be held February 11, 1918.
Conferences have been held with the officers in charge of the several departments of the Town Government and their requests for appropriations discussed; also consideration has been given to each article of the Warrant wherein an appro- priation of money is asked for. The Committee recommends the various sums set opposite each article as tabulated, be appropriated or raised and appropriated as shown :

ARTICLE 24.
RE-LOCATING AND REPAIRING GRANITEVILLE ROAD.
A similar article was acted upon at the last annual meeting, and at that time your committee recommended that a sufficient sum to cover the expense on the part of the Town be borrowed, payment to be made in five yearly installments practically equal in amount. We would make the same recommendation at this time.
The valuation of the Town as shown by the Assessors' books in the year 1917, was $2,335,605.00, this being a falling off from that of the previous year, owing to a reduction in the personal property which was cared for by the State Income Tax.
The Town has received during the past year a material increase in the income received from the State Treasurer, but this is likely to differ somewhat the coming year.
Basing the valuation same as last year and a receipt of the same income' from the State, the tax rate for 1918 will be about $15.50 per thousand, provided you raise the sum of $36,023.13 as recommended.
The foregoing report we submit to you for your careful consideration.

I have made the usual examination of the books of the Town Officers and as a result of my examination I herewith submit the following report, together with a statement of the financial con- dition of the Town on February 1, 1918.
