Special Town Meeting, November 10, 1916.
At a legal meeting of the inhabitants of the Town of Westford, Mass., qualified by law to vote in Town affairs, held at the Town House, Friday, November 10, 1916, the following business was transacted:
1. Herbert V. Hildreth was chosen Moderator and sworn in by the Town Clerk.
2. Voted: That the report of the committee chosen at the last annual meeting to investigate relative to continuing lighting the streets with electricity be accepted, and that it be placed on file.
3. Voted: Unanimously, that the committee chosen at the last annual meeting to investigate and report relative to continuing lighting the streets with electricity be and hereby are authorized and empowered in the name and behalf of the Town to enter into a contract or contracts with the Lowell Electric Light Corpora- tion whereby the streets, for a period of time not extending later than July 1st next, continue to be lighted with electricity sub- stantially under the terms of the present contract with that corporation, with the addition of such lights as the committee may determine and provide for; and whereby, for a further period of time not exceeding five years thereafter, the streets will continue to be so lighted with not exceeding 195 lights at the rate of $18 per light per year.
The Town, during the term of this contract, shall have the right to have additional lights installed at any time upon any existing poles, now or hereafter to be erected, and further, to have "extensions," so called, made at any time during this period by placing additional lights at a distance from each then existing

light, or light to be established, not exceeding the fourth pole, in each instance the price for such light or lights to be at the rate of $18 each per year.
The committee shall have full power and authority to act in the premises relative to any and all other terms or provisions of the contract or contracts; provided, however, that the Board of Selectmen shall have the authority to determine the location of said lights.
4. Voted: To accept the minutes of the meeting.
5. Voted: To dissolve the meeting.

SOLDIERS' MONUMENT LEGACY OF COL. EDWIN D. METCALF.
On Sept. 6, 1916, the Board of Selectmen received a letter from Mr. Edwin F. Metcalf, son of the late Col. Edwin D. Metcalf, of Auburn, N. Y., notifying the Board that, under the will of his father, a legacy of Two Thousand Dollars ($2,000) had been left to the Town of Westford, the income of which was to be used for the preservation of the Soldiers' Monument and of the lot and curbing in connection with the same.
With this generous gift, there will be ample means to keep the Monument and grounds in excellent condition.
We herewith publish the extract from the will:

GENTLEMEN :
The trust provisions of the will of deceased in relation to the specific legacy of Erie Railroad Bonds to your Corporation are quoted from the will as follows:
"11th. I give and bequeath to the office of, or Board of Selectmen of the Town of Westford, Massachusetts, Two (2) Certain Convertible Four Per Cent. Bonds in the Erie Railroad

Company of the denomination of One Thousand Dollars ($1,000.00) each, in trust, however, to and for the following uses and purposes, viz .: to expend the income to be derived from the same, each year, for the preservation of the Soldiers' Monument erected at Westford, Massachusetts, to the memory of my father, Lieuten- ant William Metcalf, and of the lot and curbing in connection with the same."
"I direct that these Erie Railroad Bonds be held, in each case, in trust to their maturity, and when collected at such time, the proceeds of such collection to be re-invested, so far as practic- able, into other railroad bonds, which will produce, at least, the same amount of income."

PERAMBULATION OF THE BOUNDARY LINES BETWEEN WESTFORD AND THE ADJOINING TOWNS.
Under the Revised Laws, the Selectmen are obliged once in five years to perambulate the boundary lines between the adjoining towns, the Selectmen of the oldest incorporated town to give notice to the adjoining town. The following are the dates when this was done:
Nov. 18, 1916. Tyngsboro and Westford.
Nov. 25, 1916. Acton and Westford.
Nov. 28, 1916. Groton and Westford. The bound on Clay Pit Hill was found broken. Groton and Westford are to replace with a new bound, each town to pay one-half the expense.
Dec. 2, 1916. Littleton and Westford.
Dec. 9, 1916. Carlisle and Westford.
All the bounds were found in good condition except the one noted.
Chelmsford being the oldest incorporated town, no notice was received, and was not perambulated. The last perambulation, according to our town records, was in 1909.
The following are boundary lines of the Town of Westford and of the adjoining towns:
WESTFORD AND CHELMSFORD.
1. Bounds between Chelmsford, Westford and Tyngsboro, in Tyngs Meadow, so called, stone bound marked C. W. T. about } mile north of Dunstable Road.
2. Thence south about 5° east to stone bound marked C. W. on southerly side of Dunstable Road, opposite house of Isaac B. Hall.

3. Thence east about 5° south to stone bound marked W. C. on edge of land owned by John Marinel, formerly of Robert B. Chamberlain, bound being at corner of wall in sprout land close to a large white oak tree.

Beginning at a stone post marked G. W. T. on Millstone Hill, so called, being the corner bound between the Towns of Groton, Westford and Tyngsboro; thence north 652° east 1,500 rods to a stone post marked G. W. T. in Tyngs Meadow, being the corner bound between Chelmsford, Westford and Tyngsboro.
WESTFORD AND GROTON.
Beginning at a stone post marked G. W. T. on Millstone Hill in wall running north and south from George Nutting's to J. W. Blodgett's and at junction of wall running northeast, being the corner bound between Groton, Westford and Tyngsborough; thence south 10° west 186 rods to a stone post marked G. W. near the house of Josiah W. Blodgett; thence south 122° west 386 rods to a stone post marked G. W. on the east side of Clay Pit Hill; thence south 12º west 252 rods to a stone post marked G. W. near the old cellar hole of a house formerly occupied by Elnathan Brown; thence south 10° west 49 rods 20 links to the shore of Forge Pond, and in the same course to a heap of stones in said pond, being the corner bound between the Towns of Groton, Littleton and Westford.

W. at land of Thomas J. Manion and now or formerly owned by Lapham heirs; thence about 175 rods north- westerly to a stone post marked L. W. on side hill by the fence on land now or formerly of John Daily and Varnum Flagg; thence northwesterly about 110 rods to a stone post marked L. W. on the east side of the road about 30 rods from Nashoba Hill, opposite the house of Murphy Brothers; thence running northwesterly over Nashoba Hill to a stone post marked L. W. on the south side of the Littleton and Lowell Road at land now or formerly of Asa Manning and land now or formerly of Asaph B. Cutter; thence northwesterly to a stone post marked L. W. on land now or formerly of Lewis Stone near a white oak tree standing on the corner of the wall; thence northwesterly to a stone post marked L. W. on land of Daniel G. Houghton, opposite to land of Marshall Brown; thence northerly to a stone post marked L. W. on the southerly side of Forge Pond about 1 rod from the shore on land of Charles Dodge; thence westerly across Forge Pond to a pile of stone in said pond near the shore at land of Stony Brook R. R. Co., being the extreme northwesterly bound and marked as by law required, except bound in Forge Pond.
