ANNUAL TOWN MEETING, FEBRUARY 9, 1920.
At a legal meeting of the inhabitants of the Town of Westford, Mass., qualified by law to vote in Town affairs, held at the Town House, Monday, February 9, 1920, the following business was transacted :
1. Sherman H. Fletcher was chosen Moderator and was sworn by the Town Clerk.
2. T. Arthur E. Wilson and William O. McDonald appointed Ballot Clerks by the Selectmen, were sworn by the Town Clerk, and received from him the official ballots, and gave their receipts therefor. Alonzo H. Sutherland and John M. Fletcher appointed Tellers by the Selectmen, were sworn by the Town Clerk, and took charge of the ballot box and check list respectively.
The ballot box was opened and found to be empty ; the register was placed at zero.
The polls were declared open at 8 o'clock A. M., and the voters pro- ceeded to bring in their ballots for the officers named in Article 2 of the Warrant, and the following question, "Shall licenses be granted for the sale of intoxicating liquors in this Town?" Upon the order of the Moderator and Town Clerk the ballots were removed from the ballot box before the close of the polls.
It was voted to close the polls at 1.10 P. M. The polls were closed at 1.10 P. M. The register stood at 60. The number of names checked upon the Ballot Clerk's list was: Males, 60; Females, 0; Total, 60.

3. Voted to accept the report of the Finance Committee as printed.
4. Voted that the report of the Selectmen be accepted as printed.
5. Voted to accept the report of the Selectmen on guide boards as printed.
6. Voted to accept the report of the Overseers of the Poor as printed.
7. Voted to accept the report of the School Committee as printed.
8. Voted to accept the report of the Trustees of the Public Library as printed.
Voted that the unexpended balance on hand, together with the receipts from dog licenses, be appropriated, and that an additional sum of $1,300 be raised and appropriated for the support of the Public Library.
9. Voted to accept the report of the Commissioners of Public Burial Grounds as printed. Voted to raise and appropriate the sum of $150, as therein requested.
10. Voted to accept the report of the Auditor as printed.
11. Voted that the compensation of the Tax Collector be one and one-fourth per cent. of the amount collected.

12. Voted to appropriate $3,000 and raise and appropriate $1,200 for the repair of roads and bridges, and that the Selectmen be instructed to adopt the patrol system.
13. Voted to appropriate $29,000 and raise and appropriate $3,000 for Town debts and charges.
14. Voted to appropriate $1,000 and raise and appropriate $2,500 for the support of the poor.
15. Voted to appropriate the unexpended balance of last year and the additional sum of $15,000, and to raise and appropriate $23,500 for the support of the Public Schools, High School purposes, school text-books and supplies, salary of the Superintendent of Schools, repairs and mainte- nance of and miscellaneous expenses incurred in connection with the various school houses and medical inspection.
16. Voted to raise and appropriate $1,100 for destruction of gypsy and brown-tail moths, and elm tree beetles.
17. Voted to raise and appropriate $850 and appropriate the unexpended balance of last year to meet the expenses of the Fire Department and for the purchase of supplies.
18. Voted unanimously that a Committee consisting of the Fire Engineers and the Board of Selectmen be instructed to purchase a double tank motor apparatus, trailers and other necessary equipment for the same, the cost not to exceed $4,500.
Voted unanimously that to meet the indebtedness to be incurred under this article the Town Treasurer be and hereby is authorized, empowered and directed to borrow a sum not exceeding $4,500 at a rate of interest not to exceed 6 per centum per annum, payable semi-annually, and issue therefore five promissory notes each in the same principal sum payable at the expiration of one, two, three, four and five years from the date thereof, each note to be signed by the Treasurer and countersigned by a majority of the Board of Selectmen.
19. Voted that the sum of $550 be appropriated to purchase one electric siren if the same proves satisfactory after being thoroughly tested.
20. Voted that the sum of $750 be raised and appropriated for repairing and painting the cottage house located on the premises at Westford Centre purchased by the Town, of Henry O. Keyes, by deed dated July 21, 1916.
21. Voted that the Town authorize the use of the Lower Town Hall for meetings of the Boys' Club free of charge one evening each week under proper supervision.
22. Voted to rescind the vote passed at the Annual Town Meeting held February 11, 1918, whereby it established the compensation of the members of the Fire Department.
Voted that each member of the Fire Department including the Call Men, shall receive a salary of $1.00 per year. For services attending an alarm of fire : Captain, 65 cents per hour ; Lieutenant. 60 cents per hour ; regular firemen and any Call Men taking part, 55 cents per hour. Time to be reckoned from time of leaving Fire House until dismissed by the Captain. The Steward to receive an annual salary of $25.00 for care of equipment. In case the Steward needs assistance to clean the hose carriage and hose after a fire, he may employ any fireman at the rate of 55 cents

per hour. For the use of a horse, 50 cents per hour, but not less than $1.00 for any alarm; for the use of an automobile, $1.00 for attending each alarm of fire. The Fire Engineers to make such arrangements as are necessary for the care of the motor apparatus.
23. Voted unanimously to dismiss this article which was to see if the Town will raise and appropriate money to meet the expenses of the Board of Health and act in relation to the same.
24. Voted to appropriate $350 to be expended for band concerts at Graniteville, Forge Village and Westford Centre.
25. Voted to accept the report of the Committee as printed and that the unexpended balance in their hands be appropriated for the payment of unpaid bills.
26. Voted that the Town raise and appropriate a sum not exceeding $50 as compensation for a Fish and Game Warden in the event one is' appointed for the Town.
27. Voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1920 and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
28. Voted that the Collector be instructed to collect all taxes according to law and that he be authorized to return, at the expense of the Town, a receipted tax bill when paid.
29. Voted to appropriate the unexpended balance of last year to contribute to the cost of operation and fixed charges in the maintenance of the Branch Line, so called, of the Lowell & Fitchburg Street Railway Company.

31. Voted to raise and appropriate the sum of $150 to commemorate Memorial Day.
32 Voted to appropriate $100 to distribute books from the Public Library in the villages of Graniteville, Forge Village and Parkerville.
33. Voted to rescind the vote passed at the Annual Meeting held March 16, 1908, whereby it established the compensation of election officers.
Voted that the compensation of election officers actually serving at State Elections shall be as follows: Clerks, $7.00; Wardens, $6.00;

Inspectors and all other officers, $5.00 each; except that at the elections at which Presidential Electors are chosen the compensation of each of the above named officers shall be increased $1.00. The compensation of all election officers actually serving at the Annual or any Special Town Meeting shall be $5.00 each except that such officers as are appointed for the purpose of assisting in canvassing ballots shall receive $2.50 each.
34. Voted that the Town appropriate the sum of $100 to be used for military purposes connected with the maintenance of Company H, 11th Infantry, Massachusetts State Guards, located in this Town.
35. Voted to raise and appropriate $300, and appropriate $300 additional ; $200 to be expended in each of the three villages of Graniteville, Forge Village and Westford Centre, for the construction and grading of sidewalks.
36. Voted to appropriate $200, and to elect a director for demonstration work in agriculture and home economics, the money to be expended by, and the director to serve in co-operation with the County Trustees for Aid to Agriculture of the Middlesex County Bureau of Agriculture and Home Economics, under the provisions of Chapter 273, General Acts of 1918; it being understood that $100 of this amount shall be used to provide paid supervision of boys' and girls' club work. W. Otis Day was elected Director by hand vote.
37. Voted that the unexpended balance of last year be appropriated, and the sum of $1,500 be raised and appropriated for the employment of a public health nurse.
38. Voted to appropriate $2,000 for the police work of the Town, and that the Board of Selectmen appoint a police officer to take charge of the police department of the Town.
39. Voted that four additional lights be placed on Bridge Street and that they be installed under the terms of the present contract with the Lowell Electric Light Company.
