49. Voted that the sum of $6,000 be appropriated to erect a War Memorial and the Selectmen be authorized to appoint a committee to erect the same.
50. Voted to lay on the table the article relative to hearing the report of the committee on by-laws.

Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning Janu- ary 1, 1924, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.
52. Voted that the town recommend the continuance of such office hours as have been printed on all property tax bills for many years. 54. Voted that the Town authorize the Selectmen to lease premises for the location of the Town Scales and provide for the use and maintenance of the same.
55. Voted that the Town accept the legacy of $2,000 under the will of Emily F. Fletcher, late of Westford, the same to be known as the Emily F. Fletcher Lecture Fund, together with the other personal property therein bequeathed; such fund to be placed in charge and custody of the Town Treasurer and the income only to be expended as provided in said will, under the direction of the trustees and librarian of the J. V. Fletcher Library and the principal of Westford Academy.
56. Voted.that the Town authorize the lighting of the Westford Home with electricity.
57. Voted that the Selectmen be authorized to take gravel, without compensation, from the present pits at the town farm and to extend the pita in such direction as yields the best gravel and the most economical working.
58. Voted that Article 58 relative to selling land and buildings owned by the Town on the southerly side of Union St., be dismissed.
59. Voted that the Town accept Section 20, Chapter 39 of the General Laws authorizing the election of Town Officers and voting on the question of granting licenses for the sale of certain non-intoxicating beverages, by precinct voting at the annual town meeting.

Special Town Meeting, April 14, 1924
At a legal meeting of the inhabitants of Westford qualified by law to vote in Town affairs held at the Town House, Monday, April 14, 1924, the following business was transacted :
Herbert E. Fletcher, Moderator, was sworn in by the Town Clerk.
1. Voted 173 to 7 that the vote numbered forty-three passed under Article 43 of the warrant at the last annual meeting held February 11, 1924 be amended so as to comply with the provisions of Chapter 338 of the Acts of 1923, so that the said vote as amended will read as follows :
Voted that the town appropriate the sum of $38,000 to meet the expense to be incurred under Article 41 in building a four room addition to the present school house at Graniteville and equipping and furnishing the same as follows :
The sum of $36,000 for building the addition to the school house and expenses in connection therewith, and $2,000 for equipping and furnishing the same, and that to meet said appropriation there be raised in the levy of the current year the sum of $1,000 and that the Treasurer with the ap- proval of the Selectmen be authorized to borrow the sum of $37,000 and to issue bonds or notes therefor said bonds or notes to be payable in accordance with the provisions of Chapter 44 of the General Laws as amended by Chapter 338 of the Acts of 1923, so that the whole loan shall be paid not less than twenty years from the date of the issue of the first bond or note or at such earlier date as the Treasurer and Selectmen may determine.
2. A motion that the town borrow $85,000 to meet the expense to be incurred in erecting a school house at Forge Village and equipping and fur- nishing the same, was lost, the vote by ballot being, Yes 204; No 123.
3. Voted unanimously that the Town accept the deed of Oscar R. Spalding of the land on the northerly side of but not adjoining Cold Spring Road to be used as a Public Dump.

4. Voted, 170 to 72 that the Town Hall be let to citizens of the town in accordance with established custom and rates and that the Selectmen be instructed to place no restrictions upon the subjects to be discussed therein, or the political, religious, social, or fraternal character of the meetings to be held as long as they conform to the laws of the Commonwealth of Massa- chusetts and these United States of America.
Voted to dismiss article five.
Voted 39 to 15 that the sum of $894.00 be appropriated for the Westford Home to be divided as follows :
$269.00 for Insurance.
$300.00 for Repairing Red House on Union Street.

7. Voted that the Selectmen be authorized, on behalf of the Town to enter into a contract with the Westford Water Company for 2 additional hydrants on North St., Graniteville, at the same rental as is now paid for such service.

Special Town Meeting, May 26, 1924
At a legal meeting of the inhabitants of Westford, qualified by law to vote in town affairs, held at the Town House, Monday, May 26, 1924, the following business was transacted :
Hon. Herbert E. Fletcher, Moderator, Presided.
1. Voted that all votes on the question of borrowing money, under Article 1, be by ballot.
A motion that the town borrow $85,000 to meet the expenses to be incurred in erecting a school house at Forge Village, and equipping and furnishing the same, was lost, the vote by ballot being, Yes, 163; No, 136.
2. Voted that the sum of $2,643 be appropriated to meet the expenses incurred for the services of the architect in preparing plans for a school building at Forge Village, and for surveying the land for said building.
3. Voted not to raise and appropriate $350 for Band Concerts.
4. A motion to lay on the table the article relative to hearing the re- port of the Committee appointed to erect a War Memorial, was lost, the vote being, Yes, 59; No, 108.
Voted that the report of the committee appointed to erect a War Mem- orial, be accepted and that the committee be instructed that in establishing such Memorial it be made representative of all wars entered into by the United States.
5. Voted that the matter of extending Electric Lights along the Chelmsford road, from Boston road to the South Chelmsford road, be left in the hands of the Selectmen for investigation and that they report at a later town meeting.
6. Voted to accept the minutes of the meeting.

Selectmen's Report
The Selectmen respectfully submit their report for the year ending December 31, 1924, which includes the report of the Highway Department.
REPORT ON HIGHWAYS
To the Board of Selectmen,
Westford, Mass.
Gentlemen :- I submit my second annual report as follows :-
A steam roller has been leased for the past year for $2000.00, and if the town takes favorable action on the appropriation for Road Machinery this $2000.00 already paid will be applied to the purchase price which is $5400.00 and the roller will belong to the town. It has done excellent work on the roads.
A bin and loader have been purchased and set in the gravel pit at the Town Farm.
With the heavy traffic that has been going over our roads several have had to be gone over a second time. A start on permanent construction of our roads has been made on Depot St. It is hoped more will continue.
About 195 lbs. of KP Patching and 36 tons of crushed rock have been used on our main roads. Side roads have been gone over and widened as well as many stones have been removed.
The Groton Road, the Graniteville Road and the Acton Road have been improved through the help of State and County Aid which bears two-thirds of the expense.
I hope my work has been satisfactory to the Selectmen and to the people of the Town of Westford.
