Annual Town Meeting, Feb. 12, 1923


At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Monday, February 12, 1923, the following business was transacted :


1. Hon. Herbert E. Fletcher, Town Moderator, being absent, Hon. Alfred W. Hartford was chosen Moderator pro tempore and was sworn in by the Town Clerk.


T. Arthur E. Wilson and Joseph Wall appointed Ballot Clerks by the Selectmen were sworn by the Town Clerk, and received from him the official ballots and gave their receipts therefor.


Alonzo H. Sutherland and John M. Fletcher appointed Tellers by the Selectmen, were sworn by the Town Clerk, and took charge of the check list and ballot box respectively.


The ballot box was opened and found to be empty ; the register was placed at zero.


The polls were declared open at 8 o'clock A. M., and the voters pro- ceeded to bring in their ballots for the officers named in Article 1 of the warrant, and the following question, "Shall licenses be granted for the sale of certain non-intoxicating beverages in this Town?" Upon the order of the Moderator and Town Clerk the ballots were removed from the ballot box before the close of the polls.


It was voted to close the polls at 1.30 P. M. The polls were closed at 1.30 P. M. The register stood at 333. The number of names checked upon the Ballot Clerk's list was 333. The number of names checked on the Ballot Box list was 333. The number of ballots cast was 333.


2. Voted to accept the report of the Finance Committee as printed.


3. Voted to accept the report of the Town Accountant as printed.


4. Voted to accept the report of the Selectmen as printed. A unani- mous rising vote of thanks was extended to Oscar R. Spalding for his very devoted and efficient service for many years as a member of the Board of Selectmen. Voted to accept the verbal report of the Selectmen on guide boards.


5. Voted to accept the report of the Overseers of the Poor as printed.


6. Voted to accept the report of the School Committee as printed.


7. Voted to accept the report of the Trustees of the Public Library as printed.


8. Voted to accept the report of the Commissioners of Public Burial Grounds as printed.


9. Voted that the compensation of the Tax Collector be one per cent. of the amount collected.


10. Voted to lay this article on the table until the 40th article is taken up.


11. Voted that the sum of $6,325.00 be appropriated for General Government purposes to be allotted as follows: Selectmen, $500.00; Town Accountant, $825.00; Town Treasurer, $400.00; Tax Collector, $1,400.00 ; Assessors, $800.00; Town Counsel, $200.00; Town Clerk, $250.00; Election officers and registrars, $450.00, and Town Hall, $1,500.00.

12. Voted that the sum of $10,200.00 be appropriated for Charities to be allotted as follows : Out-side Aid, $6,000.00 ; Westford Home, $4,000.00 ; Town Farm Barn, $200.00.


13. Voted 75 to 69 that the sum of $2,300.00 be appropriated for the expenses of the Police Department.


Voted to reconsider the vote.


Voted 97 to 70 that the sum of $2,300.00 be appropriated for the ex- penses of the Police Department.


14. Voted that the sum of $57,600.00 be appropriated for School Purposes.


15. Voted that the sum of $2,300.00 be appropriated for the expenses of the Moth Department.


16. Voted that the sum of $1,800.00 be appropriated for the Expenses of the Fire Department.


17. Voted that the sum of $1,000.00 be appropriated to defray the expense of fighting Forest Fires.


18. Voted that the sum of $142.72 be appropriated to pay out-standing bills Dec. 31, 1922, as per list : Schools, salaries, $56.00; fuel and repairs, $66.72. Fire Department, fuel, $20.00.


19. Voted that the sum of $15.84 be appropriated to pay the following over-drafts of 1922 :

20. Voted that the Salary of the Town Treasurer be $250.00 per year.


21. Voted that $200.00 be appropriated for rent of headquarters of Westford Post 159, American Legion, for the ensuing year.

23. Voted that the sum of $75.00 be appropriated for the care of the Common.


24. Voted that the sum of $2,400.00 be appropriated for Hydrant Service.


25. Voted that the sum of $600.00 be appropriated for Liability Insur- ance covering Town Employees.


26. Voted that the sum of $125.00 be appropriated to cover the ex- penses of the Sealer of Weights and Measures.

29. Voted that the sum of $75.00 be appropriated for the salary and expenses of the Fish and Game Warden in the event one is appointed for the Town.


30. Voted that the sum of $300.00 be appropriated for the expenses of the Tree Warden.


31. Voted that the sum of $4,500.00 be appropriated for Street Lights.


32. Voted that the receipts from dog licenses be appropriated, and that an additional sum of $2,000.00 be appropriated for the support of the Public Library.


33. Voted that the sum of $900.00 be appropriated for Cemeteries.

34. Voted that the sum of $175.00 be appropriated to meet the expenses of the Cattle Inspector.


35. Voted that the sum of $600.00 be appropriated for Soldiers' Benefits.


36. Voted to appropriate $250.00 and to elect a director for demonstra- tion work in agriculture and home economics, the money to be expended by, and the director to serve in co-operation with the County Trustees for Aid to Agriculture of the Middlesex County Bureau of Agriculture and Home Economics, under the provisions of Sections 40-45 of Chapter 128, General Laws; it being understood that $100.00 of this amount shall be used to provide paid supervision of boys' and girls' club work. Leon F. Hildreth was elected Director.


It was later voted to reconsider this article, Leon F. Hildreth having declined to serve as Director.


Voted that the Selectmen be authorized to appoint a Director.


37. Voted that the sum of $2,000.00 be appropriated as a Reserve Fund as provided under Sec. 6, Chapter 40 of the General Laws.


38. Voted that the Selectmen be authorized, on behalf of the Town, to enter into a contract with the Westford Water Company for an addi- tional hydrant on a private way known as Palermo Street.


39. Voted that the Committee chosen at the last Town Meeting rela- tive to the establishment of a War Memorial be given further time.


40. Voted that the Selectmen be authorized to expend money from the General Road appropriation to purchase a tractor, loader and other machinery to be used in connection with the construction of roads. Voted to take article 10 from the table.


Voted that the sum of $18,000.00 be appropriated for Highway Purposes to be divided as follows: General Expense, $16,000.00; Snow Removal, $2,000.00.


41. Voted 125 to 90 to accept Sections 21-28 both inclusive of Chapter 136 of the General Laws, permitting sports and games on the Lord's Day.


42. Voted that the Town erect a school house in Forge Village on the land described in the vote of the Town passed at the Special Meeting held July 7th last.


43. A motion that the Town appropriate the sum of $100,000.00 to meet the expenses to be incurred in erecting a school house in Forge Village and equipping and furnishing the same as follows: The sum of $95,000.00 for erecting the school house and expenses in connection therewith, the sum of $5,000.00 for equipping and furnishing the same, and that to meet said appropriation the Treasurer, with the approval of the Selectmen be, and he hereby is, authorized to borrow said sum and issue bonds or notes therefor, said bonds or notes to be payable in accordance with the provisions of Section 19, Chapter 44 of the General Laws so that the whole loan will be paid not later than 20 years from the date of the issue of the first bond or note, or such earlier date as the Treasurer and Selectmen may determine, was lost, the vote being 108 to 105.

48. Voted that the Town rescind the vote passed at the last meeting whereby the committee was authorized to enter into a contract with the Lowell Electric Light Corporation for Street Lighting.


Voted that the committee on behalf of the Town be authorized to enter into a contract with the Lowell Electric Light Corporation for lighting street lights upon such terms and conditions and at such prices as may to such committee seem fair and reasonable and such committee is authorized to enter into conference with a committee from any other town or towns interested in making such a contract, and that the committee be authorized to make provisions in the contract for additional lights between the villages of Graniteville and Forge Village, and in the event that a satisfactory contract can not be so arranged with his corporation, that the committee be authorized and empowered on behalf of the Town to petition the Depart- ment of Public Utilities to determine the price to be paid for such service.


49. Voted that the Moderator appoint a committee of three to inves- tigate and report at the next Town Meeting as to the best and most eco- nomical way of heating the Town Hall. The Moderator appointed the Board of Selectmen as such Committee.


50. Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1923, and to issue a note or notes therefor payable within one year.


51. Voted that the Collector be instructed to collect all taxes according to law and that he be authorized to return, at the expense of the Town, a receipted tax bill when paid.


52. Voted that the School Committee be instructed to discontinue the present Union School System, and employ a superintendent for the Town only.

Special Town Meeting, March 16, 1923


At a legal meeting of the inhabitants of Westford qualified by law to vote in Town affairs held at the Town House, Friday, March 16, 1923, the following business was transacted.


Herbert E. Fletcher, Moderator, being absent, Alfred W. Hartford was elected Moderator (pro tempore) and was sworn in by the Town Clerk.


1. Voted to rescind the following vote passed at the Annual Meeting held on February 12, 1923.


"Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1923 and to issue a note or notes therefor, payable within one year."


2. Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1923 and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Special Town Meeting, July 9, 1923


At a legal meeting of the inhabitants of Westford qualified by law to vote in Town affairs held at the Town House, Monday, July 9, 1923, the following business was transacted.


Owing to the absence of Charles L. Hildreth, Town Clerk, the Assistant Town Clerk, Alfred W. Tuttle, acted in his place.


Herbert E. Fletcher, Moderator, being absent, Alfred W. Hartford was elected Moderator (pro tempore) and was sworn in by the Assistant Town Clerk.

1. Voted that the sum of $6,514.50 be appropriated for Highway purposes to be divided as follows : $3,000.00 for Roads, $400.00 for Snow Removal, and $3,114.50 for the overdraft on Snow Removal.


2. Voted that the report of the Committee chosen to investigate the best method of heating the Town Hall be accepted.


Voted that the Selectmen be authorized to install a hot air system at the Town Hall, and that the sum of $2,250.00 be appropriated to meet the expense of the same.


3. Voted to lay article three on the table.


4. Voted that the sum of $2,500.00 be appropriated for regrading the Common, and that a committee composed of the Selectmen, Sherman H. Fletcher and John C. Abbot, supervise the work.


5. Voted that the Selectmen be authorized on behalf of the Town to enter into a contract with the Westford Water Company for two additional hydrants to be located on Union Street.


6. Voted to take article 3 from the table. Voted 14 to 9 not to dismiss the article. Voted that the Selectmen appoint a Committee to investigate and report at the next Town Meeting relative to the Town acquiring land for re-forestation.

Special Town Meeting, October 15, 1923


At a legal meeting of the inhabitants of Westford qualified by law to vote in Town affairs held at the Town House, Monday, October 15, 1923, the following business was transacted.

Voted 27 to 3 that the upper room of the Town Hall may be used for Basket Ball purposes, on condition that arrangements are made, satis- factory to the Board of Selectmen as arbiters, to protect the floor, walls, windows, lights and other property from injury, the town to pay no part of the expense of such protection, and the Selectmen to be empowered to revoke the privilege whenever in their judgment said use of the Town Hall proves injurious to the property.


3. Voted 13 to 10 to dismiss the article relative to the report of the War Memorial Committee.


4. Voted to dismiss the article relative to appropriating money for services of Town Counsel.


5. Voted that the Selectmen be authorized, on behalf of the Town, to enter into a contract with the Westford Water Company, for an additional hydrant on Bridge St., Graniteville, in the vicinity of the Graniteville Foundry at the same rental as is now paid for such service.

Selectmen's Report


The Selectmen respectfully submit their report for the year ending December 31, 1923, including the report of the Superintendent of Highways.


REPORT ON HIGHWAYS


To the Board of Selectmen, Westford, Mass.


Gentlemen :- On March 1st I took charge of the highways in the Town of Westford, and will state I have been handicapped in several ways, which are as follows :


First,-The Town has nothing to loosen up the hard-oiled roads. This is necessary before regraveling.


Second,-I find that all the gravel banks are full of small stones, which have to be picked up and carted away at an added expense. A small crusher and loader combined would keep the pit clean and lessen the expense of hauling gravel.


Third,-With the increase of travel by autos, and especially trucks, some carrying loads of 16 tons, it is necessary to go over the same piece of road several times during a season.


About 72 miles of highway have been covered during the season. Several of the back roads were touched up, but owing to the lack of funds was unable to do more. The main roads were gone over several times. About 200 tons of crushed rock and 95 barrels of patching oil were used in patching up the roads, which holds much better than gravel on our oiled roads.


I believe the tractor is one of the best purchases the Town ever made. It does more and better work at a less expense on scraping roads. Its use in the removal of snow not only means less expense but it does it quicker and better.


I hope my work has been satisfactory to the Selectmen and to the people of the Town of Westford.

The Town has been well plenished with new Guide Boards, as 76 new ones have been installed and many old ones have been repaired. Auto signs have been posted about the Town, especially at some of the bad curves.
