The attention of owners and kepers of dogs is called to the fol- lowing extracts from Chapter 140 of the General Laws:


Section 137. The owner or keeper of a dog which is three months old or over shall annually, on or before the thirty-first day of March, cause it to be registered, numbered, described and licensed for one year from the first day of April following, if kept in any town, in the office of the clerk thereof. The owner or keeper of a licensed dog shall cause it to wear around its neck a collar distinctly marked with its owner's name and its registered number.


Section 138. The owner or keeper of a dog may at any time have it licensed until the first day of April following; and a person who be- comes the owner or keeper of a dog after April first which is not duly licensed, and the owner or keeper of a dog which becomes three months old after March thirty-first in any year shall, when it is three months old cause it to be registered, numbered, described, licensed and col- lared as required in the preceding section.

Annual Town Meeting, February 15, 1926


At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Mon- day, February 15, 1926, the following business was transacted:


Hon. Herbert E. Fletcher, Town Moderator, being absent, Alfred W. Hartford was, chosen Moderator pro tempore and was sworn in by the Town Clerk. The meeting was called to order at 1 o'clock P. M.


1. Voted to lay on the table the article relative to the report of the Finance Committee.


2. Voted to accept the report of the Town Accountant as printed.


3. Voted to acept the report of the Selectmen as printed.


4. Voted to accept the report of the Overseers of the Poor as printed.


5. Voted to accept the report of the School Committee as printed.


6. Voted to accept the report of the Trustees of the Public Library as printed.


7. Voted to accept the report of the Commissioners of Public Burial Grounds as printed.


8. Voted that the compensation of the Tax Collector be three-fourths of one per cent of the amount collected.


9. Voted that the sum of $6,750 be appropriated for General Govern- ment purposes to be divided as follows: Selectmen $500, Town Accountant $825, Town Treasurer $550, Tax Collector $1250, As- sessors $800, Town Counsel $400, Election and Registration $600, Town Clerk $325, Town Hall $1500.


10. Voted that the sum of $3000 be appropriated for the Police Dept.


11. Voted that the sum of $1,000 be appropriated to defray the ex- penses of fighting Forest Fires.


12. Voted that the sum of $300 be appropriated to meet the expenses of the Tree Warden.


13. Voted that the sum of $3,000 be appropriated to meet the expenses of the Moth Department, and that the arsenate of lead purchased be issued to the applicants through the firm of Wright & Fletcher, the firm to be paid one-half of one per cent of the cost of such lead for their services; all lead delivered to be charged to the applicant and rendered in his tax bill.


14. Voted that the sum of $150 be appropriated to cover the expenses of the Sealer of Weights and Measures.

15. Voted that the sum of $100 be appropriated to cover the expenses of the Fish and Game Warden.


16. Voted that the sum of $150 be appropriated to cover the expenses of the Cattle Inspector.


17. Voted that the sum of $36,800 be appropriated for Highway Pur- poses to be divided as follows: Town Roads and Equipment $21,000, State and County Roads $4,000, Snow Removal $6,000, Brush Cutting $500, New Tractor and Plow $5,300.


Voted that a committee, consisting of the Selectmen and the Fi- nance Committee, make a thorough investigation and report to the next Town Meeting, as to the advisability of putting in per- manent roads; that they be authorized to hire an engineer if nec- essary to advise with them, and that the sum of $300 be appro- priated for this purpose.


18. Voted that the sum of $2,900 be appropriated for the Fire Depart- ment.


19. Voted that the sum of $3,000 be appropriated for the Health De- partment.


20. Voted that the sum of $13,500 be appropriated for Charities, $8,000 to be taken from the surplus revenue, and the appropriation to be divided as follows: Outside Aid $7,500, Westford Home $6,000.


21. Voted that the sum of $2,000 be appropriated for Soldiers' Benefit.


22. Voted that the sum of $65,000 be appropriated for the School Department.


23. Voted that the sum of $2,400 and the receipts from dog licenses in 1925 be appropriated for the expenses of the Public Library.


24. Voted that the sum of $400 be appropriated to defray the ex- penses of Band Concerts.


25. Voted that the sum of $200 be appropriated to meet the expenses for the Care of the Common.


26. Voted that the sum of $600 be appropriated to cover the expenses of publishing the Town Reports.


27. Voted that the sum of $200 be appropriated for Rent of Head- quarters of Westford Post 159 of the American Legion for the ensuing year.


28. Voted that the sum of $25 be appropriated for maintaining the Town Scales.


29. Voted that the sum of $500 be apropriated for Liability Insurance covering Town Employees.


30. Voted that the sum of $1,200 be appropriated to defray the ex- penses of Public Burial Grounds.

31. Voted to appropriate $400 and to elect a director for demonstra- tion work in agriculture and home economics, the money to be expended by, and the director to serve in co-operation with the County Trustees for Aid to Agriculture of the Middlesex County Bureau of Agriculture and Home Economics, under the pro- visions of Section 40-45 of Chapter 128, General Laws. Clifford F. Johnson was elected Director.


32. Voted that the sum of $300 be appropriated to commemorate Memorial Day.


33. Voted that the sum of $701.88 be appropriated to pay the follow- ing overdrafts of 1925: Town Treasurer $61.78, Town Hall $27.98, Town Roads $162.34, State and County Roads $70.05, Memorial Day $28.90, General Loans $200, Interest on Revenue Loans $150.83.


34. Voted that the sum of $2,211.13 be appropriated to pay outstand- ing bills Dec. 31, 1925 as follows: Selectmen $8.40, Asessors $7.75, Town Counsel $168,75, Registration $35.00, Town Hall, $41.12, Police Department $188.94, Fire Department $3.45, Health Depart- ment $25.50, Outside Aid $247.50, Westford Home $106.68, Schools $561.79, Highways $444.93, Street Lights $371.32.


35. Voted that the sum of $2,000 be appropriated in accordance with the provisions of Section 6 of Chapter 40 of the General Laws as a Reserve Fund.


36. Voted unanimously to indefinitely postpone action on the article relative to rescinding the vote to take gravel from the Westford Home passed at the Annual Town Meeting held February 11, 1924.


37. Voted that the Town accept from Oscar R. Spalding a deed of land near Pine Ridge, so called, upon which to establish a Town Forest. It was unanimously voted that the Town Clerk send to Oscar R. Spalding an expression of the Town's appreciation for this gift.


38. Voted that the Town appropriate the sum of $200 for the estab- lishment of a Town Forest, the same to be expended under the direction of a committee.


39. Voted to take article 1 from the table. Voted to amend article 13, 'Moth Department", of the Finance Committees' report so that it shall read $3,000 instead of $2,000; to amend article 9, "Gen- eral Government", to read $6,750 instead of $6,700; and to amend article 17, "Highways", to read $36,800 instead of $27,500.


40. Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the municipal year beginning January 1, 1926, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

41. Voted that the Tax Collector be instructed to collect all taxes ac. cording to law and that he be authorized to return, at the expense of the Town, a receipted tax bill when paid.


42. Voted that the Town accept the bequest of $500 given under the will of Adeline T. Burbeck, the same to be kept in trust as a sep- arate fund, to be known as the John and Adeline T. Burbeck fund, and the income thereof to be applied, as specified in said will, to the purchase of books for the J. V. Fletcher Library. It was un- animously voted that the Town Clerk send to the executors under the will of said Adeline T. Burbeck an expression of the Town's appreciation and thanks for this gift.


43. Voted that the Selectmen be authorized in behalf of the Town to enter into a contract with the Abbot Worsted Company for an additional hydrant near the so called George C. Moore Farm at Brookside.


44. Voted that the Selectmen and Finance Committee be appointed a Committee to investigate relative to the additional street lights asked for under article 43, and report at a Town Meeting to be held not later than May 15, 1926.


45. The following named were elected Measurers of Wood and Bark and Surveyors of Lumber: Charles A. Blodgett, Frank L. Furbush, Edwin H. Gould, P. Henry Harrington, J. Austin Healy, John A. Healy, Oscar R. Spalding, Alonzo H. Sutherland, and Perley E. Wright.


46. Voted to accept the minutes of the meeting.


47. Voted to dissolve the meeting.

Special Town Meeting, April 12, 1926


At a legal meeting of the inhabitants of Westford qualified by law to vote in Town affairs held at the Town House, April 12, 1926, the following business was transacted:


Hon. Herbert E. Fletcher, Moderator, presided.


1. Voted that the Board of Selectmen be authorized to enter into a contract with the Lowell Electric Light Corporation for installing not more than sixty additional street lights to be placed on the follow- ing roads: North Street, Providence Road, Forge Village Road, Town Farm Road, Chestnut Street, Stony Brook Road, Chamberlain Road, Main Street, Littleton Road, and Pleasant Street.


2. Voted that the Selectinen and Finance Committee be appointed a committte to investigate relative to additional street lights from Minot's Corner to Parkerville and vicinity; from the last light on the Chelmsford Road to the house of Mrs. Alvin Blaisdell; and from the last light on the Littleton Road to the house of Alexander Frazer, as asked for under article 2, and report at a future town meeting.


3. Voted that the sum of $234.45 be appropriated to pay bills outstanding December 31, 1925, to be divided as follows: $178 for Highways, and $56.45 for the Fire Department.


4. Voted that the number of measurers of wood and bark be fifteen, and that they be appointed annually by the Board of Select- men beginning with the date of the next annual Town Meeting.


5. Voted that the committee appointed at the last Annual Town Meeting to investigate as to the advisability of the construction of permanent roads be given further time.


6. Voted 35 to 1 that the Town will indemnify the Commonwealth of Massachusetts against any and all claims for land, grade and drain- age damages which may be caused by or result from the laying out and construction of State Highway in Westford on the road known as the Littleton Chelmsford Road from Simpson's corner to the Chelms- ford line, and that the Selectmen be authorized to sign an indemnity agreement therefor in behalf of the Town indemnifying the Common- wealth as aforesaid, providing that the location of said road meets with the approval of the Selectmen.


7. Voted to accept the minutes of the meeting.


8. Voted to dissolve the meeting.

Report of Board of Selectmen


Citizens of Westford:


The following is a general report of the departments under our control.


First: Police Department: John F. Sullivan was appointed as a full time officer at a salary of $1800. per year including transportation. We believe that this plan has worked out very satisfactorily. The fol- lowing is a report by the officer:


Selectmen of the Town of Westford,


Gentlemen:


I herewith submit my report for the work of the Police Department from March 15, 1926 to Jan. 1, 1927.


I wish to thank the citizens and special officers for their co-operation in my work, also the officers of the neigh- boring towns who have assisted me.


The report to the Department of Correction has been made.


The liquor situation is much improved but I have been handicapped in my work against auto violation without a motorcycle.


Approximately 1500 cases have been investigated and taken care of. $680 in fines have been assessed at the Ayer Court. $155.90 has been collected for extra services. $185 was collected from delinquents on dog taxes. $68 was collected for licenses.

Second: Highway Department: We believe that little by litlte we are gaining on the condition of our highways. Our aim is for more oil-surfaced roads each year. Much work has ben done in the way of scarifying, reshaping and rolling our roads. These roads with the application of plenty of oil in 1927 will be in very good condition. We trust with the appropriation that is granted this year that this work may be continued. The following is a report of the superintendent:

Gentlemen:


With the exception of a good gravel loader we are well equipped with road machinery and ready to cope with our problems.


The main roads in the south part of the town have with the financial aid of the state been put in very good shape and with a good application of oil in the spring will be in good condition.


The Brookside road although not yet completed will with the removal of the trolley rails and the application of more gravel and a heavy coat of oil also be in very good condition. The county and state both gave aid for this work.
