I have the honor of presenting to you my first annual report as Superintendent of your Schools. I shall present to you the con- ditions as I have observed them in the numerous visits which I have made to the schools during the two terms that I have been in the field.
SCHOOLHOUSES
When I first went about the town I was impressed with the fact of how conveniently located the schools were to most of the pupils. A closer observation of each schoolhouse has revealed conditions which can be bettered. There is not a single building in the town with the modern single seat, or desk. The two schools on the "North" road have benches, and the others have the double seats. The tops of many of the desks at the Gilmore school are very rough. The Center school is equipped with nice smooth blackboards and they are well located so the pupils and teacher can use them to advantage. The other schools are not as fortunate in this respect. At both the Arnold and Hill schools the underpining is in bad repair and the longer this work is postponed the greater will be the cost. At the present time it will cost about $20. to repair each building. If the work is delayed until the walls fall in the expense will be greater. Much could be said about the ventilation. Most people connected with schools are convinced that the so-called cross lights which are produced by having windows on several sides of class rooms are injurious to the eyes. For this reason I believe that the windows should be provided with curtains or shades so that the light can come to the scholar only from the back of the room, or from the left side.

TEACHERS
I believe that the teachers in Newburg have been doing creditable work, and that the scholars have made satisfactory progress. I believe too, that it is an advantage for the pupils in a school for the teacher to remain in that school for several terms provided of course that she is competent for the particular school. In three of the schools there has been the same teacher both terms that I have been here. In these days when so many towns provide for janitors in their schools it is becoming a serious problem to hire a teacher and require her to do this work without pay for it. The better teachers will go to those towns where the teaching positions are attractive. It is not attractive to a teacher to walk half a mile through the snow, then shovel paths, (If there are any), and build a fire. I believe that Newburg should take this forward step. Many will observe that the salaries paid the teacher have advanced over what were paid last year. A further observation would prove that the price of board has been raised and the teachers' net income is the same.
ATTENDANCE
I was very much pleased with the attendance during the Fall term. By reason of severe weather, sickness and other reasons, during the Winter term the attendance has been lower. Co-operation between parent and teacher will prove helpful in preserving better attendance.
CONVEYANCE
By reason of combining the Miller and Hill schools it has been necessary to have another conveyance, which however costs less than maintaining both schools with the extra fuel expense. There has been some misunderstanding in this matter and I quote from the School Laws of 1915 as follows :- (The underscoring is my own). "The superintendent of schools in each town shall procure the con- veyance of all commonschool pupils residing in his town, a part or the whole of the distance, to and from the nearest suitable schoolhouse,

for the number of weeks for which schools are maintained in each year, when such pupils reside at such a distance from the school as in the judgment of the superintending school committee shall render such conveyance necessary. Nothing is said about the coneyance being covered, that is left to the local committee.
FLAGS
There are some schoolhouses in town where there are flags but no means of flying them by reason of no ropes, broken pulleys, and absence of pole. In these days of bloodshed across the water how can a teacher impress her pupils with the dignity and honor of the flag, as well as its past history where there are no means for its display. Sec. 52 of the School Law says that the superintendent shall see that the flag is displayed and that the town shall annually raise a sufficient amount to make this possible. Furthermore this sum must be separate from all other school money. I would suggest an appropri- ation of $15 for this purpose.

From a careful consideration of the respective accounts I would recommend the following appropriations for the different school accounts :-

Let us co-operate with the teachers, superinten- dent, and State authorities for progress and better schooling equip- ment for the coming voters of Newburg.
