BONDED DEBT.
For the first time since 1866, this report will show an increase in the bonded indebtedness of the State, and there will also be shown for the first time in nearly a decade, an interest-bearing obligation of the State of Michigan outstanding.
Under and by virtue of the provisions of Act No. 1, Public Acts of 1898, approved April 15, 1898, entitled "A'n act authonzing a war loan and provid- ing for the disbursement of the proceeds therefrom, and for a war loan sinking fund for the purpose of liquidating the loan," which was passed at

the recent extra session of the legislature and which authorizes the issue of $500,000 of bonds at a rate of interest not exceeding 4 per cent per annum, there have been issued a total of $400,000 of bonds known as the "Michigan War Loan of 1898."
The proceeds arising from the sale of these bonds have been and are being used in putting into the field Michigan's quota of troops for service during the present war with Spain, in response to the call of President Mckinley.
It affords me great pleasure to be able to state, and I am sure it will be a source of gratification to all to know, that every one of these bonds was subscribed and paid for by citizens and institutions of this State.
These bonds mature May 1, 1908, but are redeemable at the pleasure of the State after May 1, 1903.
A portion of the loan, aggregating $208,700, dated May 2, 1898, was issued bearing interest at the rate of 31/2 per centum per annum, while the interest on the balance-$191,300-dated July 1, 1898, is at the rate of 3 per cent; inter- est in each case being payable semi-annually.
The 31/2 per cent bonds were sold at a time when U. S. government bonds could be purchased in the open market at a price which would return the investor a net income of about 31/8 per cent per annum.
This department, believing at the time, that it would be unwise to run the risk of failure by endeavoring to place the bonds without recognizing the superior advantage of government bonds over State bonds to the extent of at least 1/8 of 1 per cent per annum in net income, fixed the premium at which these bonds were offered, at 1 per cent. The premium received on this issue made the net cost in interest to the State about 314 per cent per annum.
In view of the necessity of realizing at least $50,000 immediately, and of the fact that the only funds made available by the act of the legislature for equipping Michigan's troops were the proceeds of the bonds authorized one bond for that amount was sold to the Sinking Fund Commissioners of the city of Detroit at private sale. The remaining $158,700 of the issue of 31/2 per cent bonds was offered to the public, and the department received subscriptions aggregating $944,000 from citizens of the State.
Upon the exhaustion of the funds realized from the issue of 31/5 per cent bonds, a circular was issued by this department requesting subscription to an issue of 3 per cent bonds, at par; notwithstanding the fact that the Sec- retary of the Treasury was at the same time advertising for sale, at par, an issue of $200,000,000 U. S. bonds bearing the same rate of interest.
The wisdom of this course was apparent when it was found that sub- scriptions had been received aggregating more than seven times the amount asked for. This was accomplished upon notice of less than ten (10) days, by circulars, without soliciting subscriptions from without the State.
The successful issue of 3 per cent bonds at par simultaneously with the offering of the U. S. government bonds at the same rate of interest and at the same price, speaks volumes for the credit of the State, especially when. a comparison of the two issues is made from an investor's standpoint.
Leaving out of consideration the fact that on the one hand the bond is the obligation of but a single State, while on the other hand is pledged the combined faith and credit of all the States of the Union, the U. S. bonds

are further made more attractive to investors, as they have double the period to run, bear interest payable quarterly, are payable in coin, and are specifically exempt from all taxation.
The last offering of Michigan bonds prior to the sale of the bonds of the war loan of 1898 occurred in 1865, shortly after the close of the civil war, at which time tenders were asked for an issue of $1,000,000 of 7 per cent 25 year bonds. The total of bids received as the result of this advertisement aggregated $41,000, for which was offered a total of $37,375, or an average rate of $91.16 for each $100 bond. On the basis of the last sale made, a price of $170 for each $100 bond would have been received.
Each citizen of Michigan who made application for bonds in accordance with the circulars issued by this Department, received at least a portion of the amount subscribed for. All subscriptions for $1,000 or less were allotted in full; the policy having been adopted of giving the smaller subscribers preference over the larger ones in the matter of allotment.
