The 32d and 35th Michigan regiments were quartered in southern camps,. anxiously waiting orders to go to the front, but the sudden termination of war prevented them from seeing service on foreign soil.


The forces that went into the war with Spain, from Michigan, were actuated by the highest motives. They came from every employment and walk of life, yet none entered that service without a sacrifice. All left peaceful homes with comfortable surroundings and sure sources of income to risk their lives in battle or in camp in response to the call of duty and patriotism. Some were killed in battle, others died of diseases incident to life in camp under new and untried conditions. Some came home compara- tively unharmed, while others, and very many others, came bringing with them the seeds of disease and infirmities from which they will always suffer. There is but one proposition to make. The people of Michigan in common with the people of this great nation owe a debt of gratitude and love to those who in any way represented them in the glorious contest for humanity so happily and successfully ended by our treaty of peace with Spain, and we should not forget now or hereafter any of the obligations imposed on us. by this debt.

BOARD OF STATE. AUDITORS.


Secretary of state, state treasurer, commissioner of the state land office. Regular meeting on the last Wednesday of each month. It is the duty of the board to examine, adjust and settle all claims and demands against the state which may be presented. Compiled Laws, 1897, chapter 14.


BOARD OF STATE CANVASSERS.


Secretary of state, state treasurer, commissioner of the state land office. Meeting to canvass votes for other than presidential electors, on or before December 15, after a general election and within forty days after a special election; to canvass votes for electors, on Wednesday next after third Mon- day of November; to canvass votes on constitutional amendment or banking law, on or before twentieth of month next after election .- Compiled Laws, 1897, §§ 3692-3707.


BOARD OF RAILROAD CROSSINGS.


Attorney general, secretary of state, commissioner of railroads. It is the duty of the board to determine the manner in which railroad crossings shall be made, whether at grade or otherwise *


* * * what safeguards shall be provided by the company to protect against accidents. The board shall approve of map of route within thirty days * * or file in the office of * * the commissioner of railroads written reasons for the disapproval of the map, and serve a copy of said reasons upon said company. The state geological survey was established by an act of the legislature in 1837, and the board of geological survey under its present existence was created March 26, 1869. The object of the survey, as set forth in the differ- ent acts, is to make a thorough geological and mineralogical survey of the state, to determine the mineral character and contents of its rocks; to make a general examination of its topography, hydrography and physical geography, and to investigate all the products of interest in this line in the state capable of being converted to the use of man. All information about Michigan's natural resources is given without charge. The names of the different state geologists since the organization of the survey are as follows: Dr. Douglass Houghton, Prof. Alexander Winchell, Dr. Carl Rominger, Charles E. Wright, M. E. Wadsworth, and the present incumbent. In 1873 Vols. I and II of the geological survey were published, in 1876 Vol. III, in 1881 Vol. IV, in 1895 Vol. V, and in 1899, Vol. VI .- Compiled Laws, 1897, chapter 55.

The state board of health, consisting of six members appointed by the gov- ernor for a term of six years (and a secretary elected by the board), has a general supervision of the interests of life and health of the people of the State. By the cooperation of local boards of health, of which there is one in every township, city and village in Michigan, it aims at the suppression and exclusion from the state of the dangerous communicable diseases, especially diphtheria, scarlet fever and small-pox. To this end it publishes and distributes widely, circulars of instruction to local officers and to the general public, for the restriction and prevention of these diseases. It inves- tigates the origin and spread of epidemics of these diseases, and constantly urges upon the local officers the feasibility of preventing such outbreaks, or of confining them within the narrowest limits.


By a frequent distribution of circulars calling attention to the law and ask- ing a return of the name and address of a health officer, the board secures a complete organization of the local boards of health under the law. To the local boards thus organized the state board issues circulars of instruction as to their powers and duties; and by its advice it aids local boards in their work of regulating and abating nuisances and preventing sickness.


By holding popular sanitary conventions in various parts of the state, the board seeks, by the aid of leading physicians and other educated men, to interest and instruct the people in measures for the preservation of health, such as the proper heating, ventilating and lighting of dwellings, cars and public buildings; the drainage and sewerage of towns and of houses; the preservation of a pure water supply ; the prevention of adulteration of food; the restriction of contagious diseases; the sanitary regulation of schools and other kindred subjects.


In connection with the state board of corrections and charities, the board of health examines and criticises or approves plans for public buildings authorized by the legislature to be erected or enlarged. The board collects statistics of sickness and of meteorological conditions, and by a systematic study of these, seeks to learn the causes of diseases, and to elaborate in- formation for the benefit of the people and especially for the guidance of the legal guardians of the health of the people.


The board publishes an annual report and supplements containing the pro- ceedings of the sanitary conventions, held under the law. It also distributes separate reprints of papers in the report, and pamphlets, leaflets and dia- grams on the restriction and prevention of various diseases. By means of these pamphlets, leaflets and diagram the board maintains a system of public health instruction wherever a dangerous communicable diseasc exists and the local officers cooperate; this is done by distributing to the neighbors of the placarded premises instructions how to restrict the particular disease

there present. With the cooperation of local officers, the board collects facts and statistics of results of action such as it recommends, and of other methods of action or non-action, and publishes these facts for the informa- tion and use of the people .- Compiled Laws, 1897, §§ 4397-4407.

The board of corrections and charities consists of the governor, ex officio, and four commissioners appointed by the governor, by and with the advice and consent of the senate, each appointed for a term of eight years, one being appointed every two years. The commissioners receive no compensa- tion for their services, but are paid their actual expenses while in the per- formance of their duties.


The board appoints its own secretary, who gives his entire time to the duties of his office. The office is in the capitol at Lansing.


It is the duty of the board, at least once in each year, to visit and inspect all the state penal, reformatory, and charitable institutions; also, biennially, to visit the same institutions for the purpose of enabling them to report understandingly upon estimates for current expenses and for special purposes. which are to be submitted to them by the respective boards of control ask- ing appropriations from the legislature, and the report of the board of cor- rections and charities must accompany and be published with the report of the board of control asking such appropriations.


The board also, by one of the commissioners, or by the secretary, pays at least one visit annually to every county jail and county poor house in the state. In case of jails they make reports to the boards of supervisors. and of poor houses to the superintendents of the poor, stating the condition in which the respective jails and poor houses are found, making recommenda- tions and suggestions as to improvements, etc., and in case of neglect on the part of the proper authorities to correct evils, or reform abuses, they call the public attention to the facts through the local press.


An agent of the board may be appointed by the governor in every county in the state, whose duty it is to examine into the facts and circumstances attending the commission of any crime by a child under seventeen years of age; to report to the court all the facts, and also the parentage, previous habits and character of the accused, and his parents, the companionships and surroundings of the child, attend the trial, if one is had, and counsel with the court as to the disposition to be made of the case.


It is also the duty of the agents to seek out suitable homes for children arrested for offenses, or committed to any state institution, and for abandoned or neglected children in charge of any state institution or

officers, to visit them when placed in homes, to change homes and guardians when essential to the well being of the child, etc., and to make full reports to the board of which they are agents.


Whenever any person desires to adopt any minor child, legally an inmate of the state public school, such proceedings shall be made under the direc- tion of the county agent in the county where such person resides. The advisory board in the matter of pardons consists of four members appointed by the governor. The board was created by act No. 150, public acts of 1893. The term of office of two members of the board first appointed will be two years, and of the other two members four years; thereafter the term of office will be four years. The board shall hold its session when and where occasion may require, and has full power to send for persons and papers in the prosecution of its work. The entire period of all the sessions of the board shall not exceed six months in any two years. Compensation of members shall be five dollars per day while in the actual discharge of their duties, and necessary expenses. The duty of the board is to investi- gate the cases of such convicts, now or hereafter confined in prisons of the state or houses of correction, as may petition for pardons, and to report to the governor the result of their deliberations with such recommendations as in their judgment shall seem expedient, either in respect to pardons or commutations, or refusal of the same .- Compiled Laws, 1897, chapter 17.
