Printed Matter-Is defined to be the re-
production upon paper by any process ex- cept that of handwriting, or by the type- writer, of any words, letters, characters, figures or images, or of any combination thereof, not having the character of an actual personal correspondence.
Further Points of Definition-Reproduc- tions from originals, produced by mimeo- graph or similar mechanical process, easy of recognition, are entitled to pass in the mails in unsealed envelopes as third class matter, when mailed at the postoffice win- dows in numbers of at least twenty iden- tical copies.
Proof sheets and corrected proof sheets and manuscript copy accompanying the same are rated as third class matter.
Permissible Writing-Upon matter of the third class, or upon wrapper or envelope inclosing the same, or the tag or label at- tached thereto, the sender may write his own name, occupation and residence or business address, preceded by the word "from," and may make marks other than by written or printed words to call atten- tion to any word or passage in the text, and may correct any typographical error. There may be placed upon blank leaves or cover of any book or printed matter of the third class a simple manuscript dedicat- tion or inscription not of the nature of a personal correspondence. Upon the wrapper or envelope of third class matter may be printed any matter mailable as third class, but there must be left on the address side space sufficient for a legible address and necessary stamps.
Fourth Class.
(Parcel Post Matter.)
Up to 4 ounces there is a flat rate of one cent an ounce regardless of distance. Rate above 4 ounces and up to 50 pounds is graduated by distance according to zones. Mailable matter of the Parcel Post em- braces all the matter not embraced in the first, second and third classes, which is not in its form or nature liable to destroy or deface or otherwise damage the con- tents of the mail bag, or harm the person of any one engaged in the postal service, and is not above 50 pounds in weight for each package thereof.
Examination-All matter of the Parcel Post shall be subject to examination.
How Enclosed-Articles of merchandise must be wrapped or enclosed in such a manner that their character can be easily ascertained. In the case of such articles as medicine, powders, tobacco, cigars, fancy soaps, and the like postmasters will accept them when mailed in their original wrap- pers and so sealed or enclosed as to prop- erly protect the articles, so that each pack- age in its simplest mercantile form or unit of measure may be examined.
Permissible Writing or Printing Upon or with Parcel Post Matter-With a package of Parcel Post matter prepaid at the proper rate for that class, the sender may enclose an invoice or list of the articles with the prices thereof and any mailable third class matter, and may write upon the wrapper or cover thereof, or tag or label accom- panying the same, his name, occupation, res- idence or business address, preceded by the word "from," and any marks, numbers, names or letters for purpose of descriptions or any print thereon the same and any printed matter not in the nature of a per- sonal correspondence.

Foreign.
THE UNIVERSAL POSTAL UNION includes nearly all foreign countries. The classification of mail is as follows :
Articles for or from foreign countries, except Canada, Cuba, Mexico and the Re- public of Panama, are classified as "Let- ters," "Postcards," "Newspapers" and other printed matter. "Commercial or bus- iness papers," and "Patterns or samples."
The rate of postage to the countries and colonies composing the Universal Postal Union (except Canada, Cuba Mexico and the Republic of Panama) are as follows :
Letters, 5 cents for the first ounce or fraction of an ounce, and 3 cents for each additional ounce, or fraction of an ounce, except England, Ireland, Scotland, Wales and New Foundland, to which the rate is 2 cents for each ounce. Also Germany when carried by German ships.
Postal cards, each 2 cents.
Newspapers and other printed matter, per 2 ounces, 1 cent.
Commercial Papers-Packets, not in ex- cess of 10 ounces, 5 cents. Packets in
excess of 10 ounces, for each 2 ounces or fraction thereof, 1 cent.
Samples of Merchandise-Packets, not in excess of 4 ounces, 2 cents. Packets in ex- cess of 4 ounces, for each 2 ounces or frac- tion thereof, 1 cent.
General Information.
Applications for missing letters, papers and packages mailed at Minneapolis for other postoffices, for mail matter that is held for postage, or is for any other reason unmailable, should be made at the Enquiry Section, Room No. 1.
For entry of Second Class Matter or for information concerning the same, and for letters which the senders desire to recall by telegraph before delivery is made to ad- dresses, application should be made at the Finance Section, Room No. 1.
For stamped envelopes, postal cards, etc., in quantities of 500 or over, application should be made to the Cashier, 2d floor.
For the redemption of stamped envelopes which have been spoiled in directing or printing same should be made up in bun- dles of 25 and presented to the Retail Stamp Window.
For rental of lock boxes and drawers ap- ply to Finance Section, Room No. 1.
For employment as clerk or carrier, or information concerning the same, applica-
tion should be made to the Secretary of the eral business from 7:30 a. m. to 6:00 p. m. Local Board of Examiners for the Civil Service Commission, Room 306 Federal Bldg.
Penalty for Evasion of Payment of Post- age-Any person who shall conceal or in- close matter of a higher class in that of a lower class, and deposit, or cause the same to be deposited, for conveyance by mail at |business houses when signalled by card.

Mexico, Cuba, Canada and the Republic of Panama.
Mexico-Matter mailed in the United States addressed to Mexico is subject to the same postage rate and conditions as it would be if it were addressed for delivery in the United States, except that articles of miscellaneous merchandise (fourth class matter) not sent as bona fide trade sam- ples, are required to be sent by "Parcels Post." See below.
Canada-Matter mailed in the United States, addressed to Canada, is subject to the same postage rates and conditions as it would be if it were addressed for deliv- ery in the United States. The following articles, however, are absolutely excluded from the Canadian mails, without regard to the amount of postage prepaid, or the man- ner in which they are wrapped, viz .: All sealed packages other than letters in their usual and ordinary form; all packages (ex- cept single volumes of printed books) which weigh more than 4 lbs. 6 ounces: "Police Gazette ;" publications which violate any copyright law of Canada.
Merchandise may be sent in the mails to Canada at Parcel Post rates as in the 8th zone, subject to the custom duties of that country.
Parcels Post to Foreign Countries.
Unsealed packages of mailable merchan- dise may be sent by Parcels Post to Aus- tria, Germany, Jamaica, Barbadoes, the Bahamas, British Honduras, Mexico, the Leeward Islands, the Republic of Colum- bia, Costa Rica, the Danish West Indies and Salvador, British Guinea, Windward Islands and Newfoundland, Hong Kong, Japan, Norway, Belgium, ' Great Britain, Sweden, Peru, Denmark, Equador, Bermuda and Australia at the postage rate of 12 cents per pound.
Office Hours.
The general postoffice is open for the re- ception of mail all the time, and for general business from 7:30 a. m. to 7:00 p. m., except Sundays. Cashier's office from 9 a. m. to 4 p. m. For the transaction of registry business from 7:30 a. m. to 9:00 p. m., money order business from 9:00 a. m. to 9:00 p. m.
