SCHOOL SUPERINTENDENT'S REPORT.


MEMBERS OF THE PIERMONT SCHOOL BOARD:


According to the contract with the supervisory district of which Piermont is a part, I am obliged to give five-thir- teenths or 19% of my time to your town. During the two terms past I have spent eighteen and one-half days visising your schools, making in that time forty-nine visits of various . lengths. The day given to the state institute in Piermont may also be counted with this time. As no schools have been in session more than a hundred days, I have fulfilled that part of my duty very exactly.


Your town is to be congratulated on the excellent condition of its school buildings. No large repairs are needed on any building out of the village. The village schoolroom will soon be in need of new floors, new paint and minor repairs, and could be improved in several ways, such as lowering the blackboards in the primary room to the children's level, pro- viding running water, putting a basement under the building, and heating with a furnace. The furnace should pay for itself in economy of fuel.


Your board at sometime in the past took an important for- ward step in adopting a course of study, but the passage of time, change of text books and methods, etc., has rendered it obsolete, and it would be well to replace it with the state

program of studies, copies of which are in the hands of the teachers. With your approval, I shall take further steps to bring the schools in line with the system there given. It is appropriate to note here that no system will run itself, but needs the constant, undivided attention of a capable guide. Furthermore, a program and superintendent do not at once make new schools, for each school and each child must be led toward the ideal by short steps and gradual change. The most that can be claimed at the beginning is that a more definite aim has been given. I know no reason why country schools should not produce as good results as those of the city, but we should remember that the cities have forty or fifty years the start of us.


For some reason the supply of text books and school ap- paratus has become very meager in quantity and poor in condition. I strongly urge that a considerable sum be ex- pended for text books, maps, globes, teachers' aids, etc., in- cluding material for minor repairs to books; that a system of recording and accounting for books and permanent sup- plies be adopted; and that then the teachers and scholars be held closely responsible for the property in their care, even to the extent of a system of fines, if desired.


In closing, I would express my regret that sickness has so greatly interfered with attendance and progress. I wish also to commend the good work done by the teachers and thank both school board and teachers for the consideration and kindness with which my suggestions have been received and acted upon.

To the inhabitants of the Town of Piermont in the County of Grafton in said State, qualified to vote in Town affairs.


You are hereby notified to meet at Town House in said Piermont on Tuesday, the Twelfth day of March next, at nine of the clock in the forenoon, to act upon the following subjects :


1. To choose all necessary Town Officers for the year ensuing.


2. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appro- priation of the same.


3. To see if town will vote to raise money so to secure State aid for good roads.


4. To see if the town will vote to exempt from taxes the Plant of The Patrons Co-operative Creamery Company, for a period of five years from March 31st, 1907.


5. To see what sum of money, if any, the town will vote to raise and appropriate for Old Home Week.
