SCHOOL SUPERINTENDENT'S REPORT.
TO THE PIERMONT SCHOOL BOARD:
For the year beginning August 1 the portion of the superintendent's time assigned to Piermont remained the same as during the previous year. The weather and con- dition of the roads have made it more difficult to reach more distant parts of the town than last year, nevertheless that part of my duties has been fairly well carried out.
The school houses in the out districts are all in good order but constant watchfulness is needed to keep them so, especially in regard to the outbuildings. The needs of the village building remain as they were pointed out in the last annual report, except that your board has accom- plished something in lowering the blackboards in the primary room and making a few minor repairs. The other needs, new paint, new floors, running water, furnace heat, etc., are mostly beyond the power of your board to supply without authority from the district. The number of scholars during the spring term was so large as to suggest the need of another room and a third teacher. This matter is of interest to your board and to the district, especially as the matter of bringing more children to the village school will need to be considered sometime.
In my monthly reports and in the last annual report I have frequently called your attention to the meager equipment of your schools. It is pleasant to record some improvement in this matter. Having been authorized by

your board to expend not more than $75 in additions to school property, I have used it under your direction for the purchase of globes, supplementary reading, and a partial change of arithmetics, the Progressive Series being intro- duced. At this rate of improvement it will be several years before your schools have their needs supplied or even as much as may be found in other towns of similar size, but a good beginning has been made.
With the diminishing numbers of children in some dis- tricts the matter of conveyance of scholars is forced upon us as a necessity. Great pains should be taken that patrons have no reasonable ground of objection to the quality and efficiency of the service. Where any considerable number of children are to be carried, I believe it will prove more satisfactory if the district owns the wagons and fits them up properly. When transportation becomes necessary, people begin to understand the advantages and economy of a centralized school which will serve as many children in a region as possible. The experience of the town of Warren for the past year should be of interest. In their village school three teachers have received about $10 per month or one third higher salary than three teachers in out schools. At the same time the cost per child in the village school including all transportation, has been about $7 or one- third less for the year than in the small schools. Increased salary means better service in the long run.
Attendance of scholars has been better this year than last. Sickness has been somewhat prevalent, but no school has suffered as some did last year. There are some in town who find it difficult to get their children to school on account of distance and other reasons; there are a few who do not appear to be deeply interested in giving their children an education or training them in habits of obedi- ence and regularity. The laws concerning attendance are

stringent and their enforcement is in your hands, or cases may be reported to the state superintendent. When at- tendance falls below a reasonable rate, the teachers' effort and the taxpayers' money are being wasted unnecessarily.
The school year has included 34 weeks except in East Piermont, where for local reasons it was made a little shorter. This number is greater than in any other town of this supervisory district, and is probably as long a school as it is wise to undertake at present. The lines of progress for the near future are rather better equipment and im- provement in the village building, with possible centrali- zation. These things must come through the town and by special appropriation. Therefore it is not recommend- ed that the total amount of school money be made any greater than last year, but that an appropriation be made for the improvements already suggested, and that the voters manifest their will to have the equipment more com- plete and satisfactory.
The N. H. Program of Studies has been in force dur- ing the year and its use has aided in systemizing and mak- ing more efficient the work of your schools. It should be understood that the full effect of such changes can come only gradually. Indeed, not till a generation of scholars has passed through the schools can we have a complete application.
In closing, permit me to thank your board for the consideration and support my work has received .. I fully appreciate, also, the loyalty and cooperation of the teachers, and the growing healthy interest of the people in this most important civic duty.

To the inhabitants of the School District of the Town of Piermont qualified to vote in District affairs:
You are hereby notified to meet at the Town House in said district, on the 19th day of March, 1908, at two o'clock in the afternoon, to act upon the following subjects:
1st .- To choose a Moderator for the coming year.
2nd .- To choose a Clerk for the ensuing year.
3d .- To choose a member of the School Board for the ensuing three years.
4th .- To hear the reports of Agents, Auditors, Com- mittees or Officers heretofore chosen, and pass any vote. relating thereto.
5th .- To choose Agents, Auditors and Committees in relation to any subjects embraced in this Warrant.
6th .- To see how much money the District will raise and appropriate for the support of Schools.
7th .- To see if the District will provide another school room in connection with village school house.
8th .- To see if the District will raise and appropriate money for laying new floors in village school house.
9th .- To see if the District will vote to sell the school house in District, formerly No. 1.
10th .- To see what the District will vote to do with the money in Treasurer's hands, received from sale of school house in Union District with Ha zerhill and to trans- act any other business that may legally come before the meeting.

THE STATE OF NEW HAMPSHIRE.
To the inhabitants of the Town of Piermont in the County of Grafton in said State, qualified to vote in Town affairs.
You are hereby notified to meet at Town House in said Piermont on Tuesday, the tenth day of March next, at nine of the clock in the forenoon, to act upon the following subjects :
1. To choose all necessary Town Officers for the year ensuing.
2. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appropriation of the same.
3. To see what action the Town will take regarding the necessary repairs to the abutment at the Connecticut river bridge, and vote to raise and appropriate money for same.
4. To see if the Town will vote to raise money to secure State aid for permanent roads.
5. To see if the Town will vote to give 6% discount on all taxes paid on or before July 1st, and 4% discount on all taxes paid before Nov. 1st, the discount to be reckoned from time of payment to Feb. 15th, 1909.
6. To see if the Town will vote to discontinue the cross-road starting near the Merrill Heath place so called and terminating at the angle in the road at the old Wallace place which is also the entrance to the lane leading to the Charles Cochran upper pasture.
7. To see if the Town will vote to raise and appro- priate the sum of twelve dollars to purchase a bass drum for Memorial day and other holiday purposes.
8. To see if the Town will vote to pay the tuition of scholars attending the high school at Bradford, Vt., during the present year and during their course.
9. To transact any other business that may legally come before the meeting.
