TOWN WARRANT


THE STATE OF NEW HAMPSHIRE


To the inhabitants of the Town of Seabrook qualified to vote in Town affairs :


You are hereby notified to meet at the Town Hall in said Town on Tuesday the eleventh day of March next, at ten of the clock in the forenoon to act upon the following subjects :


Aricle 1. To elect by Australian ballot a Town Clerk, one Selectman, Assessor, and Trustee of the Trust Fund for a term of three years, Town Treasurer, Collector of Taxes, three Constables, a Chief of Police and all other Town offi- cials for the year ensuing.


Article 2. To hear the report of the Budget Committee and act thereon.


Article 3. To see what sums of money the Town will vote to raise for the expense of the general government, for the protection of persons and property, for the health and san- itation, for highways and bridges, for the support of the town poor and all other necessary expenditures for the year ensuing.


Article 4. To see if the Town will vote to authorize the Selectmen to borrow money in anticipation of taxes, and to renew and refund Town notes.


Article 5. To see if the Town will vote to allow a discount on taxes.


Article 6. To see what sums of money the Town will vote to raise to defray the expense for collecting garbage at Seabrook Beach, the contract to be awarded by the Select- men.


Article 7. To see what sums of money the Town will vote to raise for the observance of Memorial Day.


Article 8. To see what sums of money the Town will vote to raise and appropriate for advancement of the Town, its interests, resources and natural advantages, through the issuance and distribution of Publicity Material and to assist in the promotion of the developments for the benefit of the town in co-operation with the other towns working togeth- er in the Seacoast Regional Development Association.


Article 9. To see if the Town will vote to raise the sum of $50.00 to defray the expense of lighting the World War II Soldier's Memorial at Smithtown Square, for the ensu- ing year.


Article 10. To see if the Town will vote to raise the sum of $221.25, the State to contribute $884.98 for Town Road Aid.


Article 11. Upon petition of Henry S. Kendrick and Nine- ty-Five other legal voters of the Town of Seabrook :


To see if the Town will vote to raise the sum of Two Thousand Two Hundred and Fifty Dollars ($2,250.00) to purchase a new One and One Half Ton Truck, Chassis, the same to be used by the Fire Department as a combination Tank and Pumper.


Purchasing of this Chassis to be left in the hands of the Selectmen.


Article 12. To see what action the Town will take in re- gard to establishing a Town Dump and to raise and appro- priate the sum of money to purchase same providing there is no tax title property available.


Article 13. To see if the Town will vote to raise and appro- priate a sum of money for the maintenance of a Town Dump.


Article 14. To see what action the Town of Seabrook will take to authorize the continuance of the Committee on Wa- ter Supply appointed at the 1946 annual Town Meeting.


Article 15. To see what action the Town of Seabrook will take to authorize the Committee on Water Supply to accept and expend monies which may be allocated to the Town of Seabrook by the Federal Government for the purpose of preparation of surveys, plans and specifications for a fu- ture water supply system.


Article 16. To see if the Town will vote to establish a Town Park on tax title property on South Main Street, now commonly known as "Seabrook baseball field."


Article 17. To see if the Town will vote to establish a Town Park on town property on Gove Road, now called "Governor Weare Park" and to retain the name of "Gover- nor Weare Park."


Article 18. To see if the Town will vote to name the park on South Main Street, "Veterans Memorial Park."


Article 19. To see what sum or sums of money the Town will vote to raise and appropriate for the upkeep of parks in Seabrook.


Article 20. To see if the Town will vote to establish a common at the junction of Adams and South Main Street and to name said common, "Herbert E. Lord, Jr., Memorial Common."


Article 21. To see if the Town will vote to establish a com- mon at the junction of South Main and Collins Streets and to name said common, "Daniel E. Janvrin, Jr., Memorial Common."


Article 22. To see if the Town will vote to establish a com- mon at the junction of Washington and Walton Streets and to name said common, "Robert M. Watts Memorial Com- mon."


Article 23. Upon petition of Robie M. Beckman and ten other legal voters :

To see if the Town will instruct the Tax Collector to summons delinquent Poll Tax Payers into small claims court for collection of Poll Taxes in arrears and costs of court.


Article 24. Upon petition of Robie M. Beckman and ten other legal voters :


To see if the Town will vote to instruct the Tax Collector to act in compliance with the State Law 80:33 which author- izes Tax Collector to deed Tax Titles to the Town, within two years of the Tax Sale of said property.


Article 25. Upon petition of Robie M. Beckman and ten other legal voters :


To see if the Town will vote to instruct the Selectmen to record Tax Title Deeds with the Register of Deeds within sixty (60) days after acquiring title from Tax Collector.


Article 26. Upon petition of Clarence H. Boyd and four- teen other legal voters :


To see if the Town will instruct the Selectmen to sell at public auction any or all of the properties owned by the Town by virtue of deeds from Tax Collectors; the time, place and list of properties to be advertised in the Newbury- port News and posted in town at least ten days before said sale, this article to be binding until rescinded at a regular town meeting.


Article 27. To see if the Town will authorize the Select- men to administer, sell or otherwise dispose of any real es- tate acquired by the town through tax deeds.


Article 28. Upon petition of Robie M. Beckman and thir- teen other legal voters :


To see if the Town will vote to issue licenses to so-called Carnivals at a daily fee of $25.00 if on Municipal Land and $10.00 if on Private Land, and to revoke license for just cause.


Article 29. Upon petition of Clarence H. Boyd and four- teen other legal voters :


To see if the Town will instruct the Selectmen, Tax Col- lector, and Town Clerk to conduct the town business at open meetings on the second and fourth Tuesdays of each month at a place to be decided at this meeting, this article to pre- vail until rescinded at a regular town meeting.


Article 30. Upon petition of Carolyn M. Hadley and four- teen other legal voters :


To see if the Town will vote to eliminate the office of "Overseers of the Poor," duties of this office to be assumed by the Selectmen on passage of this article.


Article 31. Upon petition of William H. Durkee and twelve other legal voters :


To see if the people of Seabrook will vote to have the Selectmen print in the Town Report book the names and a- mount of money received through Abatements and Re- funds ; if this act is adopted it is to stay in force until res- cinded, and all previous acts pertaining to Abatements and Refunds shall be rescinded.


Article 32. To transact all other business that may legally come before said meeting.
