cated at the beginning of this chapter, equally important were the forces of continuity and permanence in Town affairs. For one thing, there was a considerable group of men and women who remained active in local developments throughout the entire five decades. Their influence, their ideas, and their leadership provided an indispensable hand on the tiller in the stormy seas of the twentieth century. The Town under- stood and appreciated that fact.8 Similarly the vital in- fluence of a way of life based on the fertility of the land provided roots of permanence deeper even than the roots of the stately elms which graced the roads and farms of the community. The enduring march of the seasons becomes a part of life in a town like New London more easily than it ever can in a metropolis. New London people could understand the basic steadfastness of the universe so well de- scribed by Merrick:9


"The springtimes come, when the maple leaves unroll, 'big as a mouse's ear'; the wild roses bloom; the blackberries ripen; and these things will go on, as the old New England deeds phrase it, 'as long as grass grows and water runs.' It is good to know all this. .


The silent influence of hills and mountains on human character has been a familiar theme for reflection since the immortal words of the Psalmist. The fact that New London is surrounded by high hills and famous mountains has had an unmeasured effect on the stability of its people. In the words of Mr. Justice Douglas of the U. S. Supreme Court:10


"Mountains have a decent influence on men. . . When man ventures into the wilderness, climbs the ridges, and sleeps in the forest, he comes in close communion with the Creator . . . He comes to know himself. He becomes meek and humble before the Lord that made heaven and earth ... The struggle of man against man produces jealousy, deceit, frustration, bitterness, and hate. The struggle of man against mountains is different. Man then bows before something that is bigger than he. When he does that, he finds serenity, and humility, and dignity too."


For the past fifty years, amid all the tumultuous changes of modern life, New London people have known the soothing and calming influence of mountains. Might it not be that

what seems to be taciturnity among some is in reality "serenity, and humility, and dignity too"? Well and truly did one of the Town's beloved citizens write:11


New Hampshire hills, my spirit thrills, At sight of thee, at sight of thee. Scarred with the ice and streams of time; Green with verdure, or white with rime; Wild or tamed, never ashamed To rear thy might in mortal sight;


Teaching our restless spirits peace, And to wait for the time when strife shall cease. For the purpose of God we may find some day, When we scale thy heights and look away


Into the reaches that lie beyond. Thou shalt lift us nearer our goal of quest; Thou shalt calm our fevered and vain unrest, As we breathe a prayer in thy purer air, - O, beauteous and fair New Hampshire hills.


It has been wisely said of modern Americans that too many are interested in "know-how," and not enough in "know- what." The people of New London, while plentifully endowed with the first attribute, have not been lacking in the second. Their history and development in the half century between 1900 and 1950 amply vindicate the saying of the noted French- man, de Tocqueville, "Local institutions constitute the strength of free nations." On the basis of their history and from the generations which had gone before, they understood the truth of the principles set forth in "The Boston Declara- tion" of May, 1950.12 They realized that it is square people and not square miles that make a nation great. They knew that the individual and his God-given qualities of character account for all human progress. They sought to be wisely progressive, and sanely conservative, and they achieved a synthesis that was the admiration of all who knew the Town. In that synthesis lay their understanding of New London's history and their hopes for New London's future.
