CITIES.
The struggle for municipal rights, which was so stubbornly con- ducted by the first inhabitants of New Netherlands, laid the founda- tions for civil liberty in the province,1 as similar struggles had resulted similarly on the continent of Europe. The municipal gov- ernment instituted in New Amsterdam by the Dutch 2 was super- seded by a chartered goverment under the English; the charter being granted by the Governor as representing the sovereign, who alone could confer corporate privileges. This power now vests in the Legislature, as the representative of the sovereignty of the people. The privileges conferred upon cities vary with their respect- ive charters. They are divided into wards and districts, the latter of several kinds, for the better administration of their internal affairs. Their officers are a Mayor, Common Council, a Recorder, Clerk and other judicial and administrative officers.

The Dutch styled it New Orange. MAYORS.
Mayors were originally appointed by the respective Common Councils. The question of the election of Mayor of New York city was submitted to a vote of the people in 1833, and was decided affirmatively. In 1839, the question of the election of Mayors of all the cities was submitted to a vote of the people, and was decided afhrmatively. Since that time they have been elected.1
