SPEAKER OF THE HOUSE OF REPRESENTATIVES.
The Speaker is the presiding officer of the House of Represen- tatives, and is chosen by the members of that body. The oath of office is administered by any member of the House of Representa- tives to the Speaker, and by the Speaker to all of the members and delegates previous to their taking their seats. He certifies the sal- ary and accounts for traveling expenses of delegates and representa- tives and his certificate is conclusive upon all departments and offi- cers of the government. No person can be employed as a reporter for the House of Representatives without the approval of the Speaker. In case of removal, death, resignation, or inability of both the President and Vice-President of the United States, the President of the Senate, or, if there is none, then the Speaker of the House of Representatives, for the time being, acts as President until the disability is removed or a President is elected.
