Mr. Jennings moved that the bid of Lansing-Broas Printing Co., Inc. be accepted. Motion carried, and the printing was awarded to Lansing-Broas Printing Co., Inc.

The Board re-assembled at 1:00 p. m., all members present.


The annual report of Russell B. Wixom, Keeper of the County Farm, was presented and on motion approved, and ordered filed.


On motion of Mr. Foshay, February 13, 1922, was the date fixed for signing the several Tax Rolls in Putnam County. The Board then proceeded to examine and revise the Grand Jury Lists of the several Towns in the County and the revised lists were presented and approved by the Board.


On motion the Board adjourned.

RESOLVED, That Edward D. Stannard, County Treasurer, be authorized and empowered to borrow on the credit of the County the sum of Twenty Thou- . sand ($20,000) Dollars or such part thereof as may be necessary for County uses and purposes pending the collection of taxes levied.

Referring to the resolution adopted by the Board of Supervisors of Putnam County opposing any material change in the present Highway Law, I know of no plan and no such proposal has yet received the approval of the Highway De- partment or of the Legislature, or of myself.

WHEREAS, Assemblyman J. Griswold Webb, of Dutchess County has in- troduced a bill in the Assembly of the State of New York providing that bridges of over 5 feet span on improved highways shall be constructed by the State, be it


RESOLVED, That this Board of Supervisors approves of the purpose of said bill and asks that the assemblymen from this county and the senator from this senatorial district be requested to do all in their power to further the pas- sage of this bill, and be it


RESOLVED, That the Clerk of the Board of Supervisors forward a copy of this resolution to the assemblymen from this county, the senator from this senatorial district and to the Highway Department of the State of New York.

On motion of Mr. Silleck the resolution adopted by the Board of Super- visors of Dutchess County was indorsed by this Board and the Clerk was in- structed to mail copies of said resolution to the Senator and Assemblyman of this district.


The completed Tax Rolls of the six towns in the County were then pre- sented as February 27th, was the date fixed for signing them and attaching the warrants thereto.


Mr. Jennings offered the following resolution :


RESOLVED, That the taxes as extended on the tax rolls of the several Towns presented to the Supervisors be and are hereby confirmed, and that the Chairman and Clerk of the Board be directed to sign the Tax Rolls and attach the seal of Putnam County to the same and that the warrants be issued to the Collectors of the several Towns for the collection of taxes as extended on said Rolls.


The Resolution was adopted.


Mr. Jennings also offered the following resolution which was adopted :


RESOLVED, That at the expiration of the time of any warrant, the County Treasurer is hereby authorized to extend the time not beyond the 15th day of April, 1922, and to exact a bond from the Collector, approved by the Supervisor of his Town, in double the amount of the tax remaining uncollected.


The Chairman and Clerk of the Board then proceeded to sign the several Tax Rolls and attach the warrants thereto and affix the seal of Putnam County to them.


On motion the Board adjourned for lunch.

The Board re-assembled at 1:00 p. m., all members present except Mr. Ganong. The bond of Lansing-Broas Printing Co., Inc., of Poughkeepsie, N. Y., for the faithful performance of their printing the Proceedings for 1921, was pre- sented and on motion approved.

MONTHLY MEETING


April 3, 1922.


The Board of Supervisors met in their rooms at Carmel on Monday, April 3, 1922, for the regular monthly meeting for April. On roll call all members were present but Mr. Bailey. On motion of Mr. Foshay, Mr. Jennings was chosen Chairman Protem.


The minutes of the meeting of March 6th were read and approved. A com- munication from Hon. J. Bennett Southard relative to Sec. 921 of the code of criminal procedure in relation to compulsory maintenance of children by parents was read and ordered placed on file. -


Miss Mary Helen Smith, the social worker for Putnam County, came before the Board and reported that she had been devoting most of her time for the last few weeks to the tuberculosis cases of the County, also stated that the three beds in the Bowne Memorial Hospital were all occupied at present. She also stated that there were 19 children that were County charges that she hoped to be able to place most of these in free boarding homes as soon as possible.

The Board of Supervisors met in their rooms at Carmel on Monday, May 1, 1922, for the regular monthly meeting for May. On roll call all members were present but Mr. Silleck.

AFTERNOON SESSION


The Board re-assembled at 1:00 p. m. Members all present. Harry Ferris, the Fire Warden for Putnam County, came before the Board and explained his duties as forest ranger and asked for the co-operation of each Supervisor to save the forest from being destroyed by fire.


Mr. Ganong offered the following resolution :


WHEREAS, The legislature of the State of New York, has provided for the establishment of Children's Courts in the various Counties of the State of New York, and


WHEREAS, J. Bennett Southard, County Judge of the County of Putnam, and the Members of the Board of Supervisors of said County have certified that in their opinion the County Judge of said County, already in office, can adequately perform the duties of Judge of the Children's Court in addition to the duties already imposed by law, now therefore be it


RESOLVED, That no election shall be held in the County of Putnam to choose a Judge of the Children's Court in and for said County, and be it further


RESOLVED, That an election to choose a Judge of the Children's Court in and for the County of Putnam is not necessary and that the County Judge of the County of Putnam perform the additional duties conferred upon him as provided by such statute.

The Board met in their rooms at Carmel on Monday, June 5, 1922, for the regular monthly meeting for June. On roll call all members were present. The minutes of the meeting of May 8, 1922 were read and on motion approved. Miss Mary Helen Smith, the social worker for Putnam County, came before the Board and reported that she was making progress in her work. The time for the open- ing of the bids for the painting of the County Buildings having arrived, the Clerk was instructed to proceed to open those received, which are as follows :

Mr. John Smith, Election Commissioner for Putnam County, came before the Board and asked that some action be taken on the printing of enrollment

On motion the Board adjourned for lunch.


AFTERNOON SESSION


The Board re-assembled at 1:00 p. m., all members present. On motion of Mr. Foshay, Mr. Ganong the Committee on County Buildings, was instructed to have a contract drawn and signed by Wilcox & Outhouse and present same at the next meeting of the Board. The following communication was read :
