The warrant for the collection of the Bank Taxes in Putnam County and payment of same to the custodians of funds of the various tax districts entitled to receive a portion, was presented by the Clerk, and on motion of Mr. Ganong, the Chairman and Clerk were directed to sign same and affix the seal of the County thereto, which they proceeded to do.

The Board of Supervisors met in their rooms at Carmel on Friday, De- cember 15, 1922, for the seventh day of the annual session. On roll call all members were present. The minutes of the sixth day were read and on motion approved.
Mr. Jennings presented the Bonded Indebtedness of the Town of Patterson, which was read, accepted, and ordered placed on file.
Mr. Silleck offered the following resolution which was adopted :
WHEREAS, The County Treasurer has on hand a balance sum of $2,168.86 being dog licenses received to period ending June 30, 1922, as per report attach- ed, therefore be it
RESOLVED, That seventy-five per cent. of the sum be apportioned as per section 139J of article 5B of the agricultural law as amended among the sev- eral Towns as follows :

Mr. Foshay offered the following resolution which was adopted :
WHEREAS, Chapter 547, Laws of 1922 provides that there shall be estab- lished and maintained a Children's Court in and for the various Counties in the State of New York; and
WHEREAS, Heretofore and on May 1, 1922, a resolution was duly adopted by the Board of Supervisors of Putnam County certifying to the establishment of such a Court in said County ; now, therefore be it
RESOLVED, That the sum of Fourteen Hundred and Fifty Dollars be and the same hereby is appropriated for the salaries and purposes of the officers of said Children's Court from January 1, 1923 to December 31, 1923, as provided by law; and it is further
RESOLVED, That said sum be levied and assessed upon the taxable prop- erties in the several towns in Putnam County ; and be it further
RESOLVED, That the said sums be paid by the County Treasurer as follows :
To Putnam County Judge and Surrogate as presiding Justice of the Children's Court $500.00
To Putnam County Clerk as the Clerk of said Children's Court. $200.00

EIGHTH DAY
December 18, 1922.
The Board of Supervisors met in their rooms at Carmel on Monday, De- cember 18, 1922, for the eighth day of the annual session. On roll call all mem- bers were present. The minutes of the seventh day were read and on motion approved.
Mr. Ganong offered the following resolutions which were adopted :
RESOLVED, That the sum of $75 be appropriated for the support of Annie Hopkins, an indigent person of the Town of Carmel, and that bills there- for be presented to the Board of Supervisors for audit.
RESOLVED, That the sum of $75 be appropriated for the support of Myrtle Kelley, an indigent person of the Town of Carmel, and that bills there- for be presented to the Board of Supervisors for audit.
Mr. Foshay offered the following resolution which was adopted :
RESOLVED, That the sum of $75 be appropriated for the support of Ida Resseque, an indigent person of the Town of Kent, and that bills there- for be presented to the Board of Supervisors for audit.
The Board then proceeded to examine and revise the Grand Jury lists of the several towns. The completed lists were then filed with the County Clerk.
Mr. Gardner came before the Board and spoke in behalf of the necessity of an appropriation for the Putnam County Committee of the State Charities Aid Association.
Mr. Bailey called Mr. Foshay to the chair and offered the following reso- lution which was adopted :
RESOLVED, That the sum of $2,500 be and hereby is appropriated to the Putnam County Committee of the State Charities Aid Association, and shall be paid to its Treasurer, the same to be paid in twelve equal monthly payments, and be it further
RESOLVED, That the sum of $2,500 be levied upon the taxable property in Putnam County to meet this appropriation, and the County Treasurer be and hereby is directed to pay the same.
On motion the Board adjourned for lunch.

AFTERNOON SESSION
The Board re-assembled at 1:00 p. m., all members present.
Mr. Foshay offered the following resolutions which were adopted :
RESOLVED, That the sum of $1,000 be appropriated for the maintenance of the Putnam County Road.
WHEREAS, The Putnam County Committee of the State Charities Aid Association has satisfactorily performed its duties under the contract hereto- fore made with it in establishing an agent for tuberculosis work and dependent children, to act as an assistant to the public officials in care for tuberculosis children who are supported in whole or in part by Putnam County or the towns within the County, and for children in Putnam County who are in need of pub- lic care or protection, which proposition has been placed on file, and
WHEREAS, It appears to be for the interest of the taxpayers of Putnam County that this contract be renewed,
NOW THEREFORE, BE IT RESOLVED, That the Chairman and Clerk of the Board of Supervisors be hereby authorized and instructed to enter into such agreement with the Putnam County Committee of the State Charities Aid Association to continue such an agency for tuberculosis work and dependent children for one year.
Russell B. Wixom, the Keeper of the County Farm, presented his report for the year 1922, which was examined by the Board and on motion of Mr. Ganong was accepted.
Mr. Foshay offered the following resolution which was adopted :
RESOLVED, That for the purpose of the construction of a concrete Bridge near the place known as the Ezekel Merritt place on the Putnam County Road that the sum of $800 be and the same is hereby appropriated from the funds in the hands of the County Treasurer not otherwise appropriated, and be it further
RESOLVED, That the County Treasurer of Putnam County be and hereby is authorized and directed to pay such funds or so much thereof as from time to time may be necessary upon the draft and order of the Supervisor of the Town of Kent, N. Y.
The Chairman then appointed Supervisors Colwell and Ganong a Commit- tee to take the inventory of the property on the inside of the building at the County Farm, and Supervisors Foshay, Silleck, and Jennings a Committee to take the inventory of the property on the outside of the County Farm, said in- ventory to be taken Wednesday, December 20, 1922.
On motion the Board adjourned until Friday, December 22, 1922.
NINTH DAY
December 22, 1922.
The Board of Supervisors met in their rooms at Carmel on Friday, De- cember 22, 1922, for the ninth day of the annual session. On roll call all mem-

Mr. Ganong presented the Abstract for the Town of Carmel, which was accepted and ordered placed on file.
Mr. Bailey presented the Abstract for the Town of Southeast which was accepted and ordered placed on file.
Mr. Foshay presented the Abstract for the Town of Kent which was ac- cepted and ordered placed on file.
Mr. Ganong presented the following recommendation of Addison E. Palmer for the position of Election Commissioner :
I, James W. Bailey, Chairman of the County Committee of the Republican party, for the County of Putnam, do hereby, in accordance with the provisions of section one hundred and ninety-four of the Election Law, certify that in the opinion of a majority of the said committee, pursuant to resolution duly adopted, Addison E. Palmer a resident and qualified elector of the Town of Carmel, County of Putnam, N. Y., is a fit and proper person to be appointed a Commis- sioner of Elections, and I do hereby recommend him for appointment to said office.
In witness whereof, I have made and executed this certificate this 2nd day of October, 1922.

WHEREAS, James W. Bailey, Chairman of the Republican County Com- mittee for the County of Putnam, has made and executed a certificate that in the opinion of a majority of said Committee, Mr. Addison E. Palmer, a resident and qualified elector in the Town of Carmel, County of Putnam, N. Y., is a fit and proper person to be appointed to the office of Commissioner of Elections in said County, and recommending his appointment, and
WHEREAS, There is about to become necessary, by reason of expiration of office of Addison E. Palmer, the appointment of some suitable person to fill said vacancy, now therefore be it
RESOLVED, That Addison E. Palmer aforesaid, be and hereby is appoint- ed to the office of Commissioner of Elections in and for the County of Putnam to fill vacancy when caused by the expiration of the term of office of Addison E. Palmer aforesaid.
Mr. Colwell presented the following recommendation of John Smith for the position of Election Commissioner :
I, Otis Montrose, Chairman of the County Committee of the Democratic party, for the County of Putnam, do hereby, in accordance with the provisions

of section one hundred and ninety-four of the Election Law, certify that in the opinion of a majority of the said Committee, pursuant to resolution duly adopt- ed, John Smith, a resident and qualified elector of the Town of Carmel, County of Putnam, N. Y., is a fit and proper person to be appointed a Commissioner of Elections and I do hereby recommend him for appointment to said office.

WHEREAS, Section 194 of the Election Law provides that previous to the first day of January in each odd numbered year, the Chairman of the County Committee of each of two political parties which at the General Election last preceding, cast the highest and the next highest number of votes for Governor, shall each respectively make and file with the Board of Supervisors a certificate recommending a resident and qualified elector of the County for appointment to the position of Commissioner of Elections, and
WHEREAS, The Democratic party is one of the two political parties cast- ing the highest and next highest number of votes in New York State, and
WHEREAS, By reason of the expiration of the present term of office of John Smith, as a Commissioner of Elections on January 1, 1923, a vacancy will occur in that office, and
WHEREAS, It is the opinion of the members of the Democratic County Committee of Putnam County, N. Y., that John Smith, a resident and duly cer- tified elector of the second election district, Town of Carmel and County of Putnam, is a fit and proper person to be appointed as a Commissioner of Elec- tions, therefore be it
RESOLVED, That John Smith be and is hereby recommended by the afore- said Democratic County Committee for appointment as a Commissioner of Elections, and be it further
RESOLVED, That the aforesaid Democratic County Committee requests the Chairman of said Committee to execute and acknowledge a certificate to recommend the aforesaid John Smith for appointment as a Commissioner of Elections in and for the County of Putnam, and be it further
RESOLVED, That the Chairman of said Committee file the said certificate with the Board of Supervisors of the County of Putnam at least five days prev- ious to January 1, 1923, as required by law.
Mr. Ganong presented the Certificates of Indebtedness of the Town of Car- mel, which were ordered filed.
Mr. Ganong offered the following resolution which was adopted :
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Carmel, the sum of $18,563.39 which is the amount of the ab- stract, and be it further
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Carmel situated in the lighting district of the Village of Carmel $1,500 for lighting the village streets as per contract for same, and be it further

RESOLVED, That there be levied and assessed upon the taxable property of the Town of Carmel situated in the first district of the Village of Carmel, the sum of $1,625 as per the requisition of the Board of Fire Commissioners of said village, and be it further
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Carmel the sum of $12,000 for highway item No. 1, and $2,000 for highway item No. 2, and $5,000 for highway item No. 3, and $3,000 for high- way item No. 4.
Mr. Silleck offered the following resolution which was adopted:
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Putnam Valley the sum of $5,198.49, the amount of the town ab- stract, also the sum of $5,000 for item No. 1 Highway Fund, also the sum of $300 for bridges, also the sum of $200 for machinery, also the sum of $100 for miscellaneous fund.
Mr. Silleck presented the report of the Bonded Indebtedness of the Town of Putnam Valley; the report was read, accepted, and placed on file.

Mr. Bailey called Mr. Ganong to the chair and offered the following reso- lution which was adopted :
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Southeast the sum of $9,948.76, the amount of the town abstract, also the sum of $8,000 for item No. 1, Highway Fund, also the sum of $4,000 for Bridges, also the sum of $1,000 for machinery fund, also the sum of $1,000 for miscellaneous fund, also the sum of $500 for the District Nursing Association, also the sum of $1,200 for the maintenance of the Brewster Library, making a total of $25,648.76, an excess to be raised outside of the Village of Brewster of $12,311.
Mr. Foshay offered the following resolution which was adopted :
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Kent, the sum of $2,987.04, the amount of the town abstract of said town, also the sum of $5,000 for item No. 1 of the highway fund; also the sum of 1,000 for item No. 2 of the bridge fund; also the sum of $2,800 for item No. 3 of the machinery fund; also the sum of $600 for item No. 4 of the snow and miscellaneous fund.
Mr. Jennings offered the following resolution which was adopted :
RESOLVED, That there be levied and assessed upon the taxable property of the Town of Patterson, the sum of $2,107.13 the amount of the town abstract ; also the sum of $865 for the lighting district; also the sum of $3,000 for item No. 1 highway fund; also the sum of $200 for item No. 2 bridge fund; also the sum of $200 for item No. 3 machinery fund; also $150 for item No. 4 snow and miscellaneous fund.

RESOLVED, That the County Treasurer be and hereby is authorized and directed to pay Miss Helyn Newman $150 and interest for a parcel of land taken for the construction of State Highway No. 909.

The Board of Supervisors met in their rooms at Carmel on Tuesday, De- cember 26, 1922, for the tenth day of the annual session. On roll call all mem- bers were present. The minutes of the ninth day were read and on motion ap- proved.
Edward D. Stannard, County Treasurer, presented the report of the Bond- ed Indebtedness of Putnam County, which was accepted and ordered placed on file.
Edward D. Stannard, County Treasurer, presented the following statement of the money to be raised by taxation for bonds and interest on bonds issued by Putnam County, for the year 1922:
$2,000 For Highway Improvement 41/4 per cent. bonds issued in 1911, maturing August 1, 1923.
$2,000 For County Office Building 41/4 per cent. bonds, issued in 1911, maturing August 1, 1923.
$2,000 For Highway Improvement 41/2per cent. bonds, issued in 1912, maturing August 1, 1923.
$2,000 For Highway Improvement 43/4 per cent. bonds, issued in 1913, maturing August 1, 1923.

RESOLVED, That there be levied and assessed upon the taxable property of the Town of Philipstown the sum of $5,802.71 the amount of the town abstract of said town; also the sum of $8,000 for item No. 1 of the highway fund; also $800 for item No. 2 of the bridge fund; also $600 for item No. 3 of the machin- ery fund; also the sum of $1,150 for item No. 4, snow and miscellaneous fund, and of this amount the sum of $456.09 to be raised outside the Village of Cold Spring and Nelsonville.

The Chairman appointed Messrs. Jennings and Colwell a Committee to in- ventory the property of the Court House, and Messrs. Foshay and Silleck a Committee to inventory the County Office Building. Pending the inventory the Board adjourned for lunch.

The report of the general inspection of the Putnam County Almshouse was presented, read, accepted, and ordered placed on file.

ELEVENTH DAY
December 29, 1922.
The Board of Supervisors met in their rooms at Carmel on Friday, De- cember 29, 1922, for the eleventh day of the annual session. On roll call all members were present but Mr. Jennings. The minutes of the tenth day were read and approved.
Mr. Ganong offered the following resolution which was adopted :
RESOLVED, That the Supervisors of the several towns visit the County Poor House during the ensuing year as follows :
Carmel-January and July. Southeast-March and September. Kent-April and December. Patterson-February and August. Putnam Valley-May and November. Philipstown-June and October.
Mr. Ganong offered the following resolution which was adopted :
RESOLVED, That no tax be extended against property owned by Putnam County.
Mr. Silleck offered the following resolution which was adopted :
RESOLVED, That the charges for cutting weeds and brush for 1922 as presented by Town Superintendents reports be ordered levied and assessed to the proper parties on the 1922 tax books of the various towns.
Mr. Foshay offered the following resolution which was adopted :
RESOLVED, That the unpaid school taxes as returned by the County Treasurer be assessed and placed to the proper accounts in the tax rolls.

RESOLVED, That the regular monthly meetings of the Board of Super- visors for 1923 be held on the first Monday of each month at 10 o'clock a. m.
