STAMP DUTIES.
Treafury Department, March 30th, 1799. UBLIC notice is hereby given, that by an act of Congief., pafled on the 19th day of March, 1793, the following al- terations and amendments have been made to the act paffed cn the 6th day of July, 1797, entitled, " An alt laying duties on. famped vellum, parchment, and paper."
1. The famp doties on debentures or certificates for the draw- back of cultoms or duties on imports; are repealed.
Il. A difcount, at the rate of feven and one half per centum, will be allowed by the fapervifois or inspectors reffectively, to any perfons other than officers of the revenue, who may purchas at one time, or procure to be ftamped, any quantities of vellum, parchment, or paper, upon which the dudes thall amount to Buna delia's or upwards.
Ill Stamped paper will be provided and fold at the rates pre- feribed by law, without any additional charge or expence, on Excount of the price of paper ; but for ftamped parchment or ve'- lam, an additional price will be demanded at the rate of fifty cents for each fkin of parchi ent, or two hundred cents for ea.it Cin of velium of medium fize, which may be furnished at the Axnence of the United States, and proportionally for any lcf.z

I. For every fkin or piece of vellum or parchment, or theet or piece of paper, upon which shall be written or printed, any or either of the inftruments or writings following -- to wit : Any certificate of naturalization, 5 dollars.
Any licence to practice, or certificate of the admillion, enroll- mient, or regiftry of any counfellor, folicitor, attorney, advo- - cite or proctor, in any court of the United States, 10 dollars. Provided, that a certificate in any one of the courts of the United States for one of the faid offices, fhall fo far as re- lates to the payment of the duty aforefaid, be a fufficient admiffion in all the courts of the United States, for each and every of the faid offices.
Any grant or letters patent, under the feal or authority of the United States, (except for lands granted for military fervices) 4 dollars.
Any exemplification, or certified copy of any fuch grant or letters patents, (except for lands granted for military fervices ) 2 dolrs. Any charter-party, bottomry, or refpondentia bond, i dollar.
Any receipt or other difcharge for or on account of any legacy left
by any will or other testamentary inftrument, or for any fhire or part of a perfonal eftate divided by force of any ftatute of diftributions, other than to the wife, children, or grand-children of the perfon deceafed, the amount whereof mhall te above the value of fifty dollars, and fhall not exceed the value of one hundred dollars, 25 cents.
When the amount thereof fhall exceed the value of one hun- dred dollars and fhall not exceed five hundred dollars, 53 rents.
And for every further fum of five hundred dollars, the addi- tional fum of i dollar.
Any policy of infurance, or instrument in nature thereof, on any - fhip, vetfel or goods infured from one dittrict to another in the United States, 25 cents.

fuch goods were received, and the port where configned or deftined to, and the name and built of the velfel, and true tonnage by re- gifler, with the name of the mafter and place to which fuch veile! bolongs, and particular account of all the cargo in packages, or loofe, with the marks and numbers, and defcription of each, by ufual denominations in words at length.
For any goods not included in the manifeft as above, the mat- ter is to forfeit a fum equal to their value, unlefs it is made to appear to the collector, naval officer and furveyor, or to a court on trial, that no part of the cargo was unfhipped, except what is mentioned in the report, or that the manifest has been loft cr mitlaid without fraud, of defaced by accident, or incorrect by miftake.
The matter of any veffel, bound to any port in the United States, on arrival within four leagues of the coaft, or within any bays or harbours, ports, rivers, creeks, or inlets thereof, on de- mand, to produce fuch manifefts to the officer of the cuftoms fi:ft coming on board, and deliver him a copy thereof, fub- fcribed by the mafter, and the officer to certify on the original, that the fame was fo produced, and a copy delivered him, and the mafter to produce the original fo certified to the officer first coming on board, on his arrival in the district where the cargo is intended to be landed; and deliver to fuch officer a copy thereof, to be provided and fubfcribed by the mafter, the delivery of which to be certified by the faid officer on the original manifest, and the original manifeit to be delivered afterwards to the collector.
The penalty for not producing fuch manifefts, and delivering copies thereof, or for not informing fuch officer of the defination of fach veffel, or giving falfe account of dettination, is five hun- cred dollars for each offence.
