The First District is comprehended by a line from the foot ( Murray-street to the City-Hall, and in a line from the N. W. corner of the City-Hall, parallel with the North River to Twen- ty-first-street.


The Second- District is bounded by the latter line, and a straight line from the City-Hall to Avenue 3d at Twenty-first- street.


The Third District is bounded by the latter, and a line from the City-Hall to the East River above the Dry Dock.
