For the Information of Perfons tranfacting Bufinefs with: the BANK of NEW-YORK, the following RULES obferved at the Bank are published.


THE Ba HE Bank will be open every day in the year except Sundays, Cliriftmas-Day, New-Year's Day, Good-Friday, the fourth of July, and general holydays appointed by legal authority.


The hours of bufinefs with the Bank from ten to one o'clock in the forenoon, and from three to five o'clock in the afternoon.


Difcounts will be done on Tuefday and Thurfday in every week, and bills or notes brought for difcount, muft be left at the Bank on the preceding days. The rate of difcount is fixed at feven per cent. per all- num; but no difcount will be made for a longer term than one month: Three days of grace being allowed upon all bills or notes, the difcount will be taken for the fame.


Money lodged at the Bank may be re-drawn at plea- fure, free of any expence ; but no draught will be paid bevond the balance of account in any cafe whatever.


Bills or notes left with the Bank for collection, will be prefented for acceptance, and the money collected free of expence : In cafe of non-payment and proteft, the charge of proteft muft be borne by the perfon lodging the bill.


Paynients made at the Bank muft be examined at the time, as no deficiency fuggefted afterwards will be admitted.


Gold and Silver coin is received and paid at the rates eftablifhed by Congrefs.

The members of the Chamber of Commerce meet at their chamber the firft Tuefday in every Month, to tranfact fuch bufinefs as may be laid before them, and to eftablifh fuch rules and regulations as may be deem- ed neceffary for their order and good government.


The officers are annually chofen, by ballot, on the firft Tuefday in May. Five or more negatives appear- . ing againft any candidate foradmiffion into this fociety, excludes hini for one year, but he may be propofed again after the expiration of that term. .


The fee of admiffion is five Spanifh milled dollars ; . the quarterly payment _ dollar ; fine, for non-attendance.

at ufual meetings, one fhilling; for not attending fpe- cial meetings, two fhillings; and at quarterly meetings, four fliillings, unlefs a fufficient reafon be produced. Any member leaving the chamber, during the time of tranfacting bufinefs, without leave, to forfeit one fhil- ling.


Any member fummoned to ferve on the monthly committee, and neglecting, to pay four fhillings.


No rules, regulations, or orders, forthe government of this chamber, fhall be binding on the members there- of, unlefs propofed in writingat a preceding ftated meet- ing, in order that the general fenfe of the corporation may be taken. Twenty-one members (of which num- ber the prefident or vice -prefident muft be one) fhall be neceffary to form a quorum, in order to tranfact bufinefs, and to ballot for members.


No perfon can be ad'.nitted a member of this corporation but merchants and infurance brokers.


Members to fubmit all difputed matters of ac- count, which they may be concerned in with each other, to the final arbitration and determination either of the monthly committee, or of fuch of the members as may be chofen by the parties, or of the corporation collectively; or, in cafe of refufal, to be expelled the chamber.


The members of this chamber have agreed to receive and pafs gold and filver coin at the rates eftablifhed by the Bank of New-York.


On bills of exchange, drawn upon any of the Weft- India Iflands, Newfoundland, or the foreign poffef- fions in America, which fhall be returned, protefted, for non-payment, the amount of the bill, with 1o per cent. damages, fhall be paid on demand, at the current exchange, when the bill, with the proteft, is prefented either to the drawer or the endorfer thereof.


That all bills of exchange, drawn in fterling money, by perfons refiding in Europe, or elfewhere, on perfons. refiding in this ftate, fhall be paid at the current ex- change between this ftate and London, at the time the bill becomes due.

When veffels are freighted by the ton, and no fpe- cial agreement'made between the owner and freighter refpecting the proportion of tonnage, &c. the follow- ing regulations fnall be the ftandard of computation :

6 barrels of beef, pork, tallow, pickled ffh, pitch, tar, and turpentine.


20 cwt. pig and bar iron, pot afhes, fugar, log-wood, fuftic, Nicaragua wood, and all heavy dye woods, rice, honey, copper ore, and all other heavy goods.


16 cwt. coffee, cocoa, and dried cod-fifh in bulk,, and 12 cwt. dried cod-fiffi in cafks of any fize.


6 cwt. fhip bread in cafks.


7 cwt. in bags, and

200 gallons, (wine meafure) reckoning the full con- tents of the cafk, of oil, wine, brandy, or any other Kind of liquors.

If any perfon has goods on freight, in any vef- fel, which he has reafon to imagine have been errone- oufly meafured, he may apply to either of the public meafurers in this city, and have the fame re-meafure- ed; and if it fhall appear that the quantity fpecified in the bill of lading is more than the true meafurement, the owner or confignee fhall deduct the furplus, with the expence of meafuring, from the freight ; but if the goods thus re-meafured fhall contain more than is charged in the bill of lading, the owner of the vef.el

Thaall be entitled to receive from the confignee of the goods as much in proportion as the deficiency of mea- furement amounts to; or if the goods meafured fhall be found to correfpond with the quantity charged in the bill of lading, in either cafe the owner or confignee fhall pay the expence of meafurement.


Where no fpecial agreement fubfifts to the contra- ry, the following commiffion fhall be charged:

On fales, exclufive of ftorage, 2% per cent.


On returns from this ftate to any part of the United States, 24 per cent.


Foreign Commiffions.


On fales, exclufive of ftorage, 5 per cent.

On recovering loffes, 12 per cent.


On outfit of veffels, 5 per cent.

Marine Society of the City of New-York.


THIS focietv have power to take and grant goods, chattels, lands and tenements, provided the land fhall not exceed the value of 30001. Sterling, above all out- goings: to fue, or be fued by their corporate name; to make a common feal, or to alter and new-make the fame.


The annual election of officers is held on the fe- cond Monday in January. The prefident and other officers, and the members of every ftanding commit- tee for difpofing of the funds, to take an oath (or if Quakers, an affirmation) for the faithful execution of their offices, which oath to be adminiftered by the prefident or vice-prefident.


The charter to be couftrued moft favourably for the corporation, and the grant and record thereof to De effectual, notwithStanding any miforifons.

BYE LAWS.


Members are chofen by ballot. A committee of thirteen incmbers meet the fecond Monday in every month. The ftanding committee have power to ad- init members by white and black balls; three black balls to exclude. Quarterly payments four fhillings. Whenever a member fhall meet with any thing that may promote maritime knowledge, he fhall communi- cate it to the fociety, and the fecretary fhall enter it in a book, &c.


The money belonging to the fociety fhall be put .out at intereft, on freehold fecurity, within the city of New-York, &c. None but mafters of veffels are eli- gible to any office of the fociety (except the fecretary and attorney thereof) or as a member of the ftanding committee; and no office, except that of treafurer, fhall excufe any officer from ferving in the ftanding committee, fhould he be elected.


That all penfions or donations to be given to the indigent, diftreffed or neceffitous widows and chil- dren of mafters of veffels, who were, at the time of their deceafe, members of this fociety, be allowed by the ftanding committce in the following proportion :


To the widow of a perfon who has been a member under feven years, at and after the rate of eight pounds per annum : from feven to twelve years, twelve pounds per annum: and to the widow of a perfon who has been a member upwards of twelve years, fixteen pounds per annum; which fhall be paid as long as they con- tinue widows-and to orphans, while they are inca- pable of getting a fubfiftence otherwife.


No perfon, who now is, or hereafter fhall be a mafter of a veffel, fhall be admitted a member, until he has previoufly paid the fum of fix pounds or upwards. Honorary members may pay what they pleafe.


There are about 1200 members, and the amount which the fociety pay in peafions is near four hun- dred pounds per annum.

New-York Agricultural Society.


THIS fociety meets annually at the place where the legiflature of this ftate meets, on the Tuefday next after the convening of both houfes, and continues by adjournment during the feffion. of the legiflature.


Candidates for admiffion are to be propofed at leaft feven days previous to their election. The ad- miffion fees are two dollars, and half a dollar is to be paid afterwards annually.


The objects of investigation are agriculture, manı- factures, and arts, with fuch fubjects of inquiry as nay tend to explain or elucidate their principles.


The State is to be parcelled out into diftricts, and a fecretary to be elected for each, whofe duty it is to convene the members of his diftrict to inquire into the ftate of manufactures, agriculture, &c. to receive communications, relative to the objects of the infti- tution, and to correct, arrange, and tranfmit them to the Prefident, to be laid before the fociety.
