(7.) "Thus the apportionment to all churches in the successor United Conference will be on the same formula figure." This completes the picture of equality within the new conference by saying that every church's responsi- bility to the pension program in the new conference shall be figured on the same factor basis.

II. Insurance and Fringe Benefits


There were several different hospitalization and medical insurance pro- grams in force in the four conferences, and there was a basic difference be- tween the death benefit program of the Ohio Confrence and the life insurance carried by the E.U.B. Conferences in Ohio. Both of these areas were studied by Carlin-Black Company of Columbus, consulting actuaries who were able to look professionally and objectively at our present programs, and make recommendations founded upon logical arguments, showing a type of medical insurance coverage incorporating many of the best features of the former coverages within reasonable limits of cost. Negotiations are under way for setting up an extended medical plan following these recommendations, with Blue Cross-Blue Shield as the carrier.


The proposed death benefit program is for a graduated scale of benefits based upon a percentage of the average salary of the conference, replacing our Prudential Life Insurance program. The new plan is carried by the General Board of Pensions of the United Methodist Church, and the cost will be incorporated into the pension program of the conference. While this is basically the same type plan presently carried by the Ohio Conference, the percentages are doubled. The plan begins coverage through age 46 equal to 150% of average salary, and decreasing after age 46 by 21/2% of average salary annually, until at age 68 it reaches and remains at 40%. In terms of the projected salary for 1970 of $7,829, this means coverage ranging from $11,734.50 down to $3,131.60. This compares very favorably at almost all age levels with our present coverage, which begins at $7,500 and ranges down to $500 after arbitrarily being reduced in value at certain age levels.


III. Recognition of Pension Liability for Special Areas of Service The Board of Pensions recommends that the following be the principles

governing our recognition of years of service under special appointment prior to January 1, 1969.


(1.) There shall be no duplication of payment of pension in cases where retiree receives another pension eithr from the denomination or through a program established by his employer.


(2.) Service within the denomination shall be recognized within the above limitation. Service outside the denomination shall be recognized only in those years wherein both the personal contributions of the minister and the contributions of the salary paying unit have been paid in full.


(3.) Service of student pastors prior to January 1, 1969 shall be con- sidered for annuity credit on the basis of common policies to be established by the uniting conferences.


(4.) All future service in these areas will be determined by the Board of Pensions of the united conference in accordance with the Discipline of the United Methodist Church and the Pension Manual issued by the General Board of Pensions.


IV. Recognition of Retirement


Upon approval of their requests for the relation of Superannuated Elder, as presented by the Board of Ministry, we recognize the retirement of Emerson Bragg, Harold Brown, Roy Miller, and Ralph Tinsley and refer their names to the General Board of Pensions certifying their eligibility to receive their annuity payments, beginning on the specified dates of retirement.


In fulfillment of the requirements of Paragraph 363.1 of the 1968 Disci- pline of the United Methodist Church, the Board of Pensions concurs with the action of the Board of Ministry concerning J. Maurice Parsons and Ralph W. Tinsley, and requests that this conference grant to these men the retirement provisions of this paragraph, in confirmation of the action of these two boards.


V. Special Resolution


Whereas the plan of union specifies that the EUB Conference shall en- deavor to channel residue funds within their conference treasuries toward the satisfaction of the differential in pension funding, and


Whereas Ohio Miami Conference can reasonably expect to have on hand at the date of the close of the present fiscal year, which will mark the begin- ning of the combined financial operations of the uniting conference, certain funds including working balances in various funds, and a balance developed in the conference pension and hospitalization funds in anticipation of increased pension responsibilities,


Therefore, be it resolved that the Ohio Miami Conference endeavor to set aside the amount of $100,000.00 to be transferred to the treasury of the suc- cessor conference, designated as funds toward the reduction of this differential,


Provided that the Plan and Basis of Union shall be approved by the four conferences.


VI. Procedures and Information


We call attention once again to the fact that the 3% contribution is the minister's contribution to the pension fund, and is considered as taxable in- come to him at the time of payment, and the principle is not then taxable when returned in the form of annuity at the time of retirement. All ministers active in the pension program should be receiving monthly billings from the General Board of Pensions for this 3% payment on the average salary of the conference. It is recommended that the churches and ministers work out a plan as soon as possible whereby the minister will personally pay this responsibility, as this will greatly simplify the transition of conference union.


Churches are reminded that a plan for regular payment of their 9% con- tribution (based on their actual cash salary plus 20% for parsonage) to the Ohio Miami Conference office is essential, as the conference must in turn re- mit its pension liabilities to the General Board of Pensions.

Attached to this report is a report of the Joint Distributing Committee, established in accordance with Par. 1383 of the 1968 Discipline to allocate pension responsibility and distribute equitably the assets of the conferences involved in conference unions.


Joint Distributing Committee Report


The Joint Distributing Committee, representing the several conferences concerned with the union of the Ohio Miami and Ohio Annual Conferences in accordance with the authority granted in Par. 1383 of the 1968 Discipline of The United Methodist Church, presents herewith a report of an agreement by which the pension responsibility of the Ohio Miami and Ohio Annual Confer- ences is allocated to the successor Annual Conference (s), this agreement to be in full force and effect on such date as the transfers of the churches of the Ohio Miami and Ohio Annual Conferences to the several successor Annual Conference (s) have been effected.


1. The pension responsibility of the Ohio Miami and Ohio Annual Con- ferences on account of years of approved service rendered prior to the date of union by ministerial members, probationers and full-time approved supply pastors thereof, as approved by these Annual Conferences, is hereby accepted as approved for "annuity claim" by the successor Annual Conference (s), in accordance with the following principles:


a. All approved service rendered while under appointment to a pastoral charge shall be allocated to the successor conference within whose geo- graphical boundaries the charge is located.


b. Any approved service which was rendered while under appointment other than to a pastoral charge shall be allocated to the successor Annual Conference (s) in proportion to the number of years of approved service rendered while under appointment to pastoral charges which will be allocated to them.


c. Any claim for supply service, which has not been approved and/or is not a part of the total distribution, shall be made to the conference in which is located the charge where such supply service was rendered.


d. Consecutive years of supply service in either of the uniting confer- ences together with service in a successor conference shall be counted as four consecutive years in ONE conference for the purpose of qualifying such years under the provisions of Par. 1379.3b.


2. Pension responsibility of the Ohio Miami and Ohio Annual Confer- ences on account of service rendered prior to the date of union shall be allo- cated by the General Board of Pensions to the successor Annual Conferene (s) in accordance with the principles set forth in Paragraph 1 of this agreement.


3. The pension responsibility on account of years of approved service rendered after the date of union related to the transferred churches shall be allocated to the successor Annual Conference (s) in which such service is ren- dered.


4. Beginning July 1, 1970, the annuities payable to annuitants of the Ohio Miami and Ohio Annual Conferences shall be paid by the General Board of Pensions on behalf of said conference based on the annuity rate determined by the successor Annual Conference (s).


5. Beginning with July 1, 1970, the annuities payable to conference claimants on account of the pension responsibility of the uniting conferences allocated to the successor Annual Conference (s) shall be paid by the successor Annual Conference (s) through the General Board of Pensions.


6. The pension assets of the uniting Annual Conferences remaining on July 1, 1970 shall be distributed to the successor conferences in proportion to the pension responsibility they receive. The service annuity credits under the Ministers Reserve Pension Fund, Ministers Reserve Pension Plan, and Supply

Reserve Pension Fund related to service in the successor Annual Confer- ence(s) shall be counted as conference pension assets and shall be distributed as Service Annuity Accounts. Any service provided therefrom at the time of the member's retirement, may be counted as a part of the pension payable on the basis of the soccessor Conference's annuity rate.


7. Any amounts collected by the General Board of Pensions related to claims or liens filed by either of the uniting conferences will be allocated to the successor conferences in accordance with the pro-rata formula used to dis- tribute the assets of the Ohio Miami and Ohio Conference.


8. The years of approved service rendered prior to the date of union in the Ohio Miami an dOhio Annual Conferences shall be allocated and the pen- sion assets of these annual conferences shall be distributed as directed by the Joint Distributing Committee and the Joint Distributing Committee will be notified by the General Board of Pensions of the actual number of years allocated and the amount of pension assets distributed.


9. The General Board of Pensions is hereby authorized and directed to put into effect the principles agreed upon by the JDC and to distribute the pension assets and responsibilities of the Ohio Miami and Ohio Annual Con- ferences in accordance with the principles agreed upon by this Joint Dis- tributing Committee.


10. The Joint Distributing Committee for the Ohio Miami and Ohio An- nual Conferences having completed its work as required under Paragraph 1383 shall be dissolved as of July 1, 1969.

REPORT NO. 16-A Resolution Concerning Joint Disability Committee


Whereas Paragraph 665.24 of the Discipline institutes a Joint Disability Committee to investigate and validate disability situations which may arise within the ministerial membership of the conference,


Therefore, be it resolved that the membership of said committee, during the current year or until the corresponding committee be elected in the united conference, be constituted as follows: the Chairman and the Secretary of the Board of Pensions, the Chairman and the Registrar of the Board of Ministry, and the Conference Superintendent.

REPORT NO. 17 Report of the Area Planning Commission


The Area Planning Commission met three times during the year. It sub- mits the following recommendations to the Annual Conference.


1. That the West Ohio Conference authorize the appointment of a com- mission to study the Union of Churches at the local level.


2. That the West Ohio Conference authorize the appointment of two addi- tional staff persons.


A. An administrator of the Fund for Reconciliation with the portfolio of Race and Religion. This is to be funded from the Administrative Budget, the Special Ministries Budget, and the Fund for Recon- ciliation. There shall also be a commission of Race and Religion working under the direction of the Program Council.


B. A Director of Stewardship. This recommendation to be presented

jointly with the Board of Laity. Funding shall come from the Ad- ministrative Budget, the Board of Pensions and the Board of Trustees.


3. That the program of Bible Study under the direction of the Bishop be expanded to include lay as well as ministerial groups. The theme is to be of the Bishop's choosing. (He has tentatively announced the theme of Hope.)


4. That the West Ohio Conference authorize a Study Committee to review the relationship of the Church to its institutions. This shall include Colleges, Seminaries, Homes, Hospitals, Goodwill, Settlement Houses, etc.


5. That the West Ohio Conference authorize the appointment of a Com- mittee to study the Outreach of the West Ohio Area on both the Dis- trict and the Conference level.

REPORT NO. 18 Women's Society of Christian Service


Bishop Ensley, Dr. Messmer, Pastors, Delegates and friends :


I bring greetings from the 4,000 members in the 86 societies of the Ohio Miami Conference Women's Society of Christion Service.


This report is presented in the spirit of sympathetic understanding with the Eve who long ago heard Adam say as they were leaving the Garden of Eden, "My dear, we are in a period of transition."


Like the conference, the Ohio Miami Conference Society has been at work on plans for union. The Ad Hoc Committee appointed to formulate these plans has met twice and will meet again in July. Our Executive Committee has been invited to supply a former E.U.B. member for each district nominating com- mittee as well as for the conference society nominating committee. This has been done.


We are following the annual conference's pattern by uniting our finances with those of the Ohio Conference WSCS by December 31, 1969.


Our plans for 1970 include a one-day convention on April 30 to close our business and to indulge in a few moments of nostalgia. We shall then join the other conference societies in a convention of celebration to be held the week of May 25 at Camp St. Mary's.


Our annual convention is June 3 and 4. We urge you to encourage the women of your congregations to attend. Each pastor has received a copy of the program. The agenda includes a period for officers' training, presentations describing the various social and community agencies of the United Methodist Church, extensive displays of the materials available from the Service Center and resource material pertaining to the study themes for the new program year. We always have in mind the local woman in the local church as we plan the program for annual convention.


Thank you for this opportunity to share in your program. Let us continue to work together for His kingdom.

which $1,734.69 was forwarded to the National Auxiliary. This represents an increase of $11.40 over the 1967 receipts.


The West and West-Central Districts have dissolved the Federation from which the Auxiliary has benefited in the past. We understand 1968 was the last year for the Federation of the Southwest District. In 1969 the Auxiliary will make a special effort to communicate with the individual churches in these districts to promote the purpose of the Auxiliary.


At our Annual Meeting last June action was taken to pledge $2,000.00 to the National Auxiliary to continue the on-going work in Fout Hall. The receipts of 1968 have been applied to this pledge.


I want to thank the officers of the past year for their support and help. And, also the Key Workers in the local churches for promoting the Seminary needs. Without dedicated lay leadership the Church could do little.

Your Conference Council of Administration again requested that I audit the various groups of accounts of the Conference. I therefore have prepared the attached statements representing the result of audit of your asset and liability accounts as of December 31, 1968, which covers the following accounts :


Section 1 .- The General-Annual Conference books.


Section 2 .- The Ohio Miami Conference-Church Extension Fund


Section 4 .- The Ohio Miami Conference-Camp Miami Operations Section 4 .- The Ohio Miami Conference-Mutual Benefit Society


The audit covers all the operations pertaining to the above named groups. The figures submitted have been prepared by examination of original entries on a spot-check basis wherever it was deemed desirable. In some instances de- tailed inspection has been made.


In each section, the bank balances have been reconciled and verified-the bank records, and where passbook was submitted, said account has been verified by letter from the association or personal inspection. Also a personal audit of securities with the Third National Bank and Trust Company of Dayton was used.


The audit included tests of the accounting records detail and other pro- cedures considered necessary. I hereby report that the balance sheets and state- ments in income and expenditures do present fairly the operations of the above named funds, as of December 31, 1968.
