Authorized the two offerings to be received at the Annual Conference session for the following:


1. The Continuing Education Fund of the Board of Ministry.


2. Camp Miami Improvement Fund.


Voted to endorse the suggestions concerning projects for the Fund for Reconciliation in Ohio Miami Conference and to urge the transmittal of these suggestions to the Areal Committee for the Fund. The Committee making the study of projects is composed of :

Voted to amend the Constitution of the Otterbein Home whereby the number of Members-at-Large would be increased from four to six.


Voted that churches requesting a review on Christian Service Fund ap- portionment be referred to the Council on World Service and Finance.


Actions Taken May 1, 1969


Voted to refer the matter of a salary and term of service of the super- intendent and other staff that may be involved to the Conference Staff Rela- tions Committee for consideration and any recommendation to Conference.


Voted to grant the Board of Missions of the Conference $75,000.00 for 1970 and that W. K. Messmer and L. O. Odon work out the individual ap- portionments.


Validated the actions of the Board of Missions concerning Hamilton Park Avenue, Clough, and Belmont Churches.


Voted to approve the actions of the Board of Trustees for March 27, April 11, and April 22. (Reports on file.)


Voted that the salaries and allowances of the conference superintendent and other staff appointees be fixed for 1970 in consultation and at the level of the comparable salaries and allowances of appointees in the Ohio Con- ference.


The Council recommends to the Annual Conference the adoption of the budget which will be prepared by the joint Committee on World Service and Finance and the allocation to the churches in accordance with these same recommendations.


Voted that 80% of the average salary of the Ohio Conference, Ohio West Area, or $5,900.00 be the base for minimum salary support by the Con-

ference for the first half of 1969. In June further consideration be given for the last six months of 1969 on the basis of revised average salary figure.


Voted that money being held for FORCE in Dayton be re-directed to IFCO, the Interreligious Foundation for Community Organization.

Report of the Committee on Appropriations, Boundary and Finance


The Committee recommends the following:


The union of the former Eaton E.U.B. Church with the St. Pauls United Methodist Church of Eaton. The congregation to be given authority to dispose of the former E.U.B. property and after all obligations and debts of the former E.U.B. congregation are paid, the proceeds to be used only as capital funds by the merged church.


OREGONIA CHURCH: It was voted to rescind the action of June 1968 regarding the closing of the Oregonia Church.

The Journal Review Committee has studied the minutes of the conference meetings on Tuesday and Wednesday and found them to be accurate.


We recommend that the Committee be authorized to approve the minutes for Thursday's meetings without reporting to the conference floor.


We further recommend that the Conference authorize the printing of the Journal under the direction of the Recording Secretary.

REPORT NO. 7 Report of Committee on Memoirs


MRS. CRYSTAL GILLESPIE


On April 17, 1896, Crystal Powell was born into the home of Mr. and Mrs. Charles Powell, in Paulding County, Ohio. Crystal was united in marriage to Don E. Gillespie, July 22, 1914, who became a minister in the Ohio Miami Con- ference. To this union three sons were born: John E., who preceeded her in death; Eldon E. of Indianapolis, Indiana, and Charles W. of Vandalia, Ohio.


Together with her husband Crystal Gillespie shared several parsonages in the Ohio Miami Conference until their retirement in June 1960. They then moved to Lantana, Florida where they enjoyed their retirement.


Crystal shared in the leadership and responsibilities of the churches to which the Rev. Gillespie was sent. She was a faithful and devoted wife and mother who cared for her family. She was a gracious hostess to all who came into their home. She was called to her eternal reward on September 27, 1968.


So long, thy power has blest me, sure it still will lead me on, O'er moor and fen, O'er crag and torrent till the night is gone; And with the morn those angels faces smile, Which I have loved long since and lost awhile.


Memorial services were held in the Vandalia United Methodist Church with Dr. William K. Messmer officiating and the Rev. Fred Heath, the Rev. Louis Odon, and the Rev. Walter N. Miranda assisting. Interment was in the Polk Grove Cemetery, Butler Township, Montgomery County, Ohio.

AMY WALKER WARD


Mrs. Amy Walker Ward, widow of the late Dr. William E. Ward, was born at Luckey, Ohio, February 8, 1880, and died in Dayton, on September 17, 1968, at the age of 88.


She and the young Reverend Ward were married in 1900, and had four daughters. Together they served pastorates at Elida, Coburn Street in Toledo, Fairview in Dayton, Otterbein Chapel, Vandalia, and Residence Park. Always a gracious Christian, she assisted greatly in the ministry of her husband. Along with Mr. Ward, she was a graduate of Otterbein College.


Three daughters, Mrs. Helen Kinzinger, Mrs. Frances Coleman, and Miss Marian Ward, survive.

REPORT NO. 9 Report of the Board of Ministry May 21, 1969


1. Retirements


A. Whereas J. Maurice Parsons was granted disability retirement under the 1967 E.U.B. Discipline at the 1968 session of this conference, and whereas he will attain the voluntary retirement age of 65 within a short time, be it resolved that he be granted the permanent classifica- tion of superannuated elder, with the right to make an annuity claim, under paragraph 363.1, and that there be no interruption in his pen- sion benefits.


B. Whereas Ralph W. Tinsley has requested retirement, and whereas he has rendered 37 years of effective service in the conference, and where- as he will attain the voluntary retirement age of 65 within a short time, be it resolved that he be granted the classification of a super- annuated elder, with the right of making an annuity claim, under paragraph 363.1, and that his claim become effective May 22, 1969.


C. Whereas Emerson D. Bragg, Roy D. Miller and Harold S. Brown have either reached the age of 65, or have completed 40 or more years of service, or both, be it resolved that they be granted the relationship of superannuated elders, with the privilege of making an annuity claim, as provided in paragraph 362.1. Be it further resolved that the retirement of Harold S. Brown be effective May 22, 1969; Roy D. Miller on July 1, 1969; and Emerson D. Bragg on October 1, 1969.


2. Advancement to Elder's Orders


Resolved that Carl A. Synan, having met all the requirements, includ- ing graduation from United Theological Seminary, be admitted to full connection and ordained an elder.


3. Advancement to Deacon's Orders


Resolved that William M. Zeller, a member of Belmont Church, having completed one year at United Theological Seminary, and having met all other disciplinary qualifications, be admitted to probationary mem- bership, and ordained a deacon. (He was granted a license to preach on April 29, 1969.)


4. Validation of Probationers License


A. Resolved that the licenses of the following probationers be validated: John Boyd (Union City), Wendell Butt (Union City), Paul D. Robin- son (Pleasant Ridge), Richard C. Storment (Vandalia), David C. Trout (Middletown), Kelly D. Silvers (Piqua) and David E. Stichweh (Belmont). These men received their Probationer's License prior to July 1, 1968, and are all students at United Theological Seminary. They plan to complete their preparation for the ministry under the Disciplinary privileges of the Evangelical United Brethren Church and prepare for Elder's orders before July 1, 1971.


B. Resolved that the Probationer's License of Ronald Keebler (Oakwood) be validated to June 1970, after which he might qualify for ordination as a deacon.


5. Changes of Classification


A. Whereas Robert G. Bullock and Robert Eschbach have requested vol- untary location under paragraph 366, be it resolved that their request be granted.


B. Whereas Raymond A. Merz has requested to be classified as a super- numerary minister under paragraph 358, resolved that his request be

granted. Further, be it resolved that he be continued as a member of the group insurance and hospitalization plan.

7. Conference Policy regarding administration of sacraments by Probationers:


This standing resolution was published in the 1968 Conference Journal, page 28.


8. The Board calls attention of lay delegates and pastors of the availability of some funds for scholarship grants designed to encourage pastors to take opportunities for refresher courses. Among the qualifications of pas- tors who may seek this financial assistance for continuing education are: A. At least five years of ordained service.


B. Arrangements with the local Pastor-Parish Committee for pulpit sup- ply.


C. Other financial assistance by church and pastor adequate to meet planned educational program.


Inquiry about these scholarship grants should be directed to the Registrar of the Board of Ministry, James E. Flinchbaugh.

REPORT NO. 9-A Resolution of the Board of Ministry


May 22, 1969


Resolved that Jose Estoye, a product of E.U.B. Missions in the Philippines and an ordained minister in The United Church of Christ in the Philippines, in good standing, be approved to serve as pastor in our conference as provided in paragraph 375.5 of The Book of Discipline, and provided, further, that he will enroll in The Theological Seminary and make satisfactory progress to- ward bringing his educational qualifications up to the standards required in The United Methodist Church by June, 1973.


This approval must be renewed annually.

REPORT NO. 10 Report of the Ways and Means Committee


In light of the fact that the theme for the United Methodist Church is, "A New Church for a New World," the Committee on Ways and Means sub- mits the following recommendations.


1. Midwest Homes and Otterbein Home


We strongly recommend that every church make every effort to raise the goal of $2.00 per member for the Midwest Homes offering. Otterbein Home receives almost one-third of its support from this source. Since operating costs in the care of the aging are rising rapidly, the amount of benevolent care will be limited by our offering. We urge every local church to place the responsibility of promoting the Midwest Homes offering in the hands of the Commission on Social Concerns or appoint a special local church representa- tive who will coordinate this effort.


We strongly urge that the Department of Christian Social Concerns of the conference and the Commission on Social Concerns of each local church study the needs of the aged in Ohio who are on aid for the aged. In compari- son with several other states Ohio's provision for these persons is far below the minimum level. If the legislative body of Ohio would substantially increase the aid for the aged, the financial concerns of 77,000 aged persons would be alleviated. We recommend that we organize a writing campaign to our State Representatives expressing our concern on this matter and in regard to the inadequate care for the mentally sick.


We further recommend from the report on Otterbein Home submitted by Charles Dilgard the following recommendations:


1. That this annual conference approve the proposed master plan for expansion of facilities at The Otterbein Home, calling for construction of space for approximately 160 additional members and increasing the capacity for nursing care; and for remodeling of Phillippi Hall to house additional members, at an estimated cost of $3,125,000; and,


2. That this annual conference also approve the portions of the master plan calling for construction of low rent apartments and possibly a mobile home area; and,


3. That the members of the churches of this conference be encouraged to support the Expansion Program of The Otterbein Home financially and with their prayers. It is understood that no church by church campaign will be con- ducted by The Otterbein Home for this Expansion Program.


4. That local churches and organizations within local churches, as well as individuals, be encouraged to select The Otterbein Home for special out- reach giving in support of the Expansion Program.


2. Local Ecumenicity


That full recognition and support be given to local councils of churches and other interdenominational organizations recognized by our denomination.


3. Special Days and Offerings


The 1968 General Conference authorized the following special offerings to be taken in the local church: One Great Hour of Sharing on or about the fourth Sunday in Lent; the Fellowship of Suffering and Service offering taken on World-wide Communion Sunday; Christian Education Sunday with the offering being used for the Annual Conference Board of Education; Race Relations Sunday offering taken on the Second Sunday in February for the benefit of the Negro schools related to the United Methodist Board of Educa- tion; United Methodist Student Day offering taken preferably on the second Sunday in June, or as designated by the Annual Conference or the Commission on Education of the local church, for the support of The United Methodist Scholarships and The United Methodist Student Loan Fund; Golden Cross Sunday offering taken for the support of the work of health and welfare ministries for which the Annual Conference has responsibility on a Sunday to be determined upon recommendation of the Annual Conference Board of

Health and Welfare Ministries. We recommend these special days and offerings for inclusion in every local church's calendar and/or budget.


4. Church Administration Standards


We recommend that each local church provide a discretionary fund to be used within the community and administered by the pastor;


That each local church provide an item in the budget for use by the pastor for office expenses, books, periodicals and tracts.


(a) We recommend that for ministerial support and the matter of cash salary that the following schedule be used for determining minimum salary standards for ordained ministers. The table shows cash salary only. It does not include a parsonage allowance, utilities, travel ex- pense, group insurance, hospitalization and pension. Since these items are not considered as salary, they should be carried by the church as separate budget items.

(b) After finding the base salary as suggested by the above schedule, the church should take into account work load, supervising additional staff personnel, size of church, quality of leadership, additional grad- uate training, and any other factors peculiar to a given situation, increasing the salary accordingly.


(c) We also recommend that the ministers' salary standards be adjusted annually in keeping with the National Consumer Price Index.


(d) Charges assigned new ministers shall begin payment of their salaries with May 25, 1969, except as authorized by the District Superin- tendent.


(e) Vacation shall be granted to each minister each year without reduc- tion in salary and with provision for guest ministry as follows: 1 to 5 years of service as an itinerant elder-two weeks; 6 to 10 years of service as an itinerant elder-three weeks; 11 or more years of serv- ice as an itinerant elder-four weeks. Conventions, institutes, and camps and time granted for continuing education are not considered vacation.


(f) Probationers serving under appointments are entitled to a minimum of two weeks vacation. Conventions, institutes, and camps are not con- sidered vacation.


That the treasurer of each organization of the local church be required to carry funds under his supervision in a checking account or savings account in a bank approved by the administrative board and that all such accounts be in the name of their respective organizations. That the books of all treasurers

be audited and reported annually on forms provided by the Conference Super- intendent by March 1st. Completed audit reports are to be presented to the administrative boards and the Superintendent. It is highly recommended that the church treasurer in every local church and the church organizational treas- urers be bonded and/or that the monies be insured where the funds are large enough to justify it. Further, it is recommended that a uniform system of bookkeeping be adopted by all treasurers in the local church.


That each charge purchase a minimum of five copies of the Conference Journal and that the price of each Journal be $2.00.


That each local church promote the periodicals of the United Methodist Church and that every church school use the curriculum materials. We heart- ily commend our curriculum materials for children, youth and adults, includ- ing catechism materials for children and adults, as being of the finest quality and the most exciting that we have ever had available. We believe these ma- terials to be essential to our growth and effctiveness in the United Methodist Church.
