RULES OF ORDER
1. No member of the conference may absent himself from the annual session without permission of the conference.
2. Anyone wishing to speak shall rise and respectfully address the chair. In case more than one should address the chair at the same time, the pre- siding bishop shall decide who is entitled to the floor.
3. No one shall be interrupted while speaking, except in cases of missap- prehension of the subject before the conference, or the introduction of any- thing out of order, and then only when so decided by the presiding bishop, or by a majority of the members of conference present.
4. No one shall be permitted to speak more than once upon the same subject until all who wish to speak have spoken.
5. No one shall speak on any one question before the conference for more than five minutes except by special permission of the conference.
6. All motions or resolutions shall be reduced to writing before being voted upon, if the presiding bishop, the secretary, or any two members re- quest it.
7. All special committees shall be appointed by the presiding bishop un- less otherwise ordered by the conference.
8. All references to committees shall be presented to this conference no later than the close of the afternoon session of the first day of conference except such matters that may arise out of the regular business of the con- ference.
9. Individuals, institutions, and organizations of the local and general church having matters that need to be considered by the conference through committees shall submit such items in writing, and address them to the pre- siding bishop not later than the first day of the conference session.
10. The committee on Ways and Means shall annually edit and codify the standing resolutions of the conference.
STANDING RESOLUTIONS
In Regard to Missionary Appropriation
1. Resolved, that the missionary money appropriated to the different missions in this conference shall be paid monthly. The conference super- intendent shall have the power to order payments withheld from a pastor of a mission church who fails to faithfully perform his duties, until further action is taken by the Conference Council.
2. It is expected that pastors and/or church receiving missionary appro- priations shall cooperate with the conference program.
3. The conference Treasurer shall send appropriation checks to the local church treasurer with the understanding that each local church will be re- sponsible for paying the twelve per cent pension allotment on total salary. "Effective January 1, 1968, the salary base for pension benefits shall be the cash salary plus a 20% rental allowance for the parsonage where provided, or plus a cash housing allowance where such is provided."
4. Wherever possible, missionary appropriations to a church, should be made on an annual receding schedule.

5. Mission charges or churches shall be under the direction of the Con- ference Board of Missions.
6. The Conference Board of Missions shall recommend to the Committee on Boundaries, Appropriations and Finance the financial assistance mission churches or charge shall receive. (Revised 1953, Amended 1956, 1964, 1966, 1967)
In Regard to Ministerial Aid
WHEREAS, there seem to be certain inequities in the method of giving Retirement Aid and,
WHEREAS, there is a degree of confusion in the various standing reso- lutions heretofore used as a basis for retirement aid, and
WHEREAS, there seems to be a real desire to clarify and determine a policy for Retirement Aid:
BE IT THEREFORE RESOLVED that the following become the policy of Retirement Aid. Said policy is subject to review and adjustment at each annual conference session.
1. That all ministers granted superannuated relations by the Annual Conference, shall be eligible for retirement aid.
a. In the event a minister has transferred to the Ohio Miami Confer- ence from an Ohio Conference after 1957 and has served at least 10 years in this Conference, he shall be entitled to retirement aid on the basis of years of service in the direct employ of Ohio Conferences.
b. In the event that a minister is rendered incapacitated by illness the ten years service requirement shall be waived.
c. Ministers entering Ohio Miami Conference by merger of Conferences or by change of boundary shall be treated the same as persons already members of the Conference.
2. That retirement aid will be paid to those granted superannuation by the Annual Conference on the basis of years of service.
a. Rate of payment per year may be adjusted as conditions require, but years of service in the Conference shall be the basis of payment.
b. Persons whose ministerial service to Ohio Miami Conference has been on a part time basis shall receive a maximum of one-half the rate of payment voted by the Annual Conference.
3. That the conference appropriation and dividends of the Otterbein Press and Publishing Interests constitute the Fund from which the retire- ment aid will be paid.
4. The rate per year will be determined annually by vote of the An- nual Conference depending on the amount of funds available.
5. That widows shall be dealt with as special cases, and shall be granted aid on the basis of years of active service spent with their husbands in the Ohio Miami Conference.
6. That ministers rendered incapacitated by illness shall be treated in the light of their special need. It is understood that the total money received by any person from he Conference Aid Fund in the foregoing category shall not exceed but may be equal to the maximum received by other beneficiaries of the Fund.
7. That the administration of Ministerial Aid funds and all decisions re- garding recipients of those funds be cared for by the Conference's Board of Pensions.
8. That the Conference Board of Pensions be authorized to make addi- tional expenditures of such funds as may be made available to them to meet the need of any minister who may fall in a special category. (Adopted 1951 -amended (1952, 1956, 1962, 1964, 1967, 1968)

In Regards to the Conference Staff Relations Committee
I. Name:
Conference Staff Relations Committee
II. Function:
The Committee shall confer with the members of the Conference Staff, either individually or as a group, on any matters which either the committee or Staff Members wish to discuss. The committee shall work in an advisory capacity in serving as a liaison between the Conference Staff and the mem- bers of the Annual Conference. The committee shall report to the Confer- ence Council of Administration such matters as it deems necessary.
III. Membership
The Committee shall consist of seven persons-four ministers and three laymen. One minister shall be appointed annually by the Conference Staff. Three Laymen and three ministers shall be elected by the Conference Coun- cil of Administration. The elected members shall serve three year terms. The enabling resolution shall be such that one layman and one minister shall be elected to a three year term every year at the first meeting of the Conference Council of Administration following Annual Conference Session.
IV. Officers
The committee shall meet as soon after its election as possible at the call of the chairman or the conference superintendent. The committee officers shall be a chairman and a secretary and shall be elected annually from its membership.
That the following enabling action be adopted: (Enabling resolution to initiate committee and allow continuity)
At the first Council of Administration meeting following the Annual Conference Session of 1964, there shall be elected six members of the Con- ference Staff Relations Committee as follows:
One Layman and one minister elected for one year term.
One Layman and one minister elected for two year term.
One Layman and one minister elected for three year term.
The Conference Superintendent shall call a meeting of members elected and appointed as soon as possible following the Council of Administration meeting for purpose of organizing. In subsequent years the committee chair- man will call such a meeting following the first Council of Administration meeting. In the event that the chairman's term of office concluded and he was not re-elected, the conference superintendent will call such a meeting. (Adopted 1964)
PROBATIONERS AND THE SACRAMENTS
WHEREAS, the Discpline of the EUB Church (Paragraph 6, page 27, 1963) holds a "high" view of the sacraments of Baptism and the Lord's Sup- per. "They are means of grace by which God works invisibly in us, quicken- ing, strengthening and confirming our faith in him", and
WHEREAS, by ordination our church confers upon its ministers the authority to administer the sacraments, ideally, only persons thus set apart by ordination should administer the sacraments; and
WHEREAS, a critical situation exists in our conference, with about 25% of the charges served by probationers, most of whom are Seminary students, and not all of whom are members of our conference, it is necessary for us to permit probationers to administer the sacraments, as provided in the Dis- cipline, (1963, paragraph 328, page 92), and

WHEREAS we believe that this permission should be granted only to pro- bationers who are making satisfactory progress toward ordination. Therefore,
BE IT RESOLVED, that all probationers serving charges in our con- ference, who have completed satisfactorily one year at the Seminary (48 credit hours) or two years of the study course for probationers (paragraph 304, page 86) shall have permission to administer the sacraments on their own charges, provided, however, that any probationer serving his first year in a charge must seek the guidance of his pastoral counselor in the administration of the sacraments, regardless of his educational standing.
In order to retain the privilege of administering the sacraments, the pro- bationer must continue to make satisfactory progress in the Seminary or in the course of study.
Probationers serving charges but who have not met the above educational requirements will be assisted in providing the sacraments for their people by their assigned pastoral counselors, who shall:
(a) Make sure that the sacraments are provided properly;
(b) Be present at least once during the year on the probationer's charge to administer the sacrament;
(c) Arange for some other elder to be present on the probationer's charge to administer the sacrament if he is personally unable to do so;
(d) Have the probationer take a prominent part in the observance of the sacrament, providing only that the elder present have the consecra- tion of the elements and the administration, at holy communion, or the actual act of baptism.
(e) Instruct the probationer to carry the communion to his sick and shut- in members during the weeks following the celebration in the church.
(f) Transmit to the Conference Superintendent a statement of mileage traveled in this arrangement, for which remuneration will be made at current conference rate.
We sincerely believe that the above position will assure an orderly ob- servance of the sacraments in all of our churches, and will at the same time protect the conference against the abuse of probationary privileges by persons who are not sincerely trying to complete their preparation and qualify for ordination.

RE: MOVING PLANS AND EXPENSES (* Revised 1968)
1. That the moving expenses be paid for all the full-time ministers moving within the Conference boundaries.
2. That the maximum weight of any load of household goods to be paid by the Conference is not to exceed 12,000 pounds.
3. That the moving expenses be paid for all retired ministers to their first move following retirement, if within the boundary of the Conference.
4. That the moving expenses for the first move of ministers' widows be paid by the Conference if within the boundary of the Conference.
*5. All ministers moving within the Conference boundaries are to comply with the moving schedule of the Transportation Committee. Redecorating, repairs and such matters are not to be scheduled to be done before the new pastor occupies the parsonage. Such items are to be done after his arrival.
6. Where a retired minister accepts a charge for an indefinite period of time and the Conference Superintendent would consider his residence on the charge desirable, his moving expenses will be cared for by the Conference.
7. No PACKING expenses will be paid by the Conference. A maximum of $15.00 shall be allowed for wardrobes which the carrier may be asked to supply.

8. All breakage or damage claims are to be taken up directly by the owner with the carrier. These claims should be submitted within one week after moving.
9. Any additional insurance other than that provided by the carrier must be paid by said owner.
10. The Transportation Committee will be happy to assist in any way the ministers within our Conference who are moving or ministers coming from another conference to the Ohio Miami Conference. (adopted 1967)

Conference Proceedings
TUESDAY MORNING SESSION
May 20, 1969
Service of Holy Communion and Memory
Rev. Eugene Risch, Conference organist, played the prelude "Cavatina" by J. Raff as the people assembled.
Bishop F. Gerald Ensley called the Conference to order at 9:00 o'clock. "I hereby call to order this one hundred sixtieth session of the Ohio Miami Conference."
The hymn, "And Are We Yet Alive," was sung and the invocation was prayed by Dr. William K. Messmer. A list of lay members of Local Con- ferences and Sunday School teachers who have passed away during the year since last Annual Conference was read by Dr. Messmer. (See Report No. 7-A)
Dr. Messmer also called attention to the two deaths in the ministers' families during the year, Mrs. Crystal (Donald) Gillespie, and Mrs. Amy Walker Ward. (See Report No. 7)
The Epistle Lesson from Romans 1:16-17; 5:1-2; 6:3-7; 11-13 was read by Rev. Louis Odon. The Gospel Lesson from Luke 22:15-19 and John 6:35, 51, 55, 56, 60, 61, 63 was read by Rev. Charles Messmer.
Bishop F. Gerald Ensley brought a challenging message on the lack of faith on the part of so many Christians. It is not in man's abilities, his accomplishments or his wealth that life and its security lie. One's faith must be big enough to explain what we see and what we feel; big enough to ex- hort men to become Christians and to walk in the way of Jesus.
The Conference sang the hymn, "Let Us Break Bread Together." Rev. Owen Delp read the Beatitudes in a period of self-examination and offered a prayer of Confession. The Words of Assurance and the Prayer of Humble Access were voiced by Dr. Messmer.
Bishop Ensley consecrated the Elements and administered them. He was assisted at the Table by Dr. Messmer. The following men served as Stewards to serve the congregation: Walter Miranda, Paul Chastain, Gerald Geiger, William Worth, Clifton Hatfield, Harry Deaven, William Hensley, James Flinchbaugh.
Bishop Ensley voiced the Post-Communion prayer. The congregation sang "God of Grace and God of Glory" after which Bishop Ensley gave the benediction.
A fifteen minute recess was announced to prepare for the business session.
Bishop Ensley called the Conference to order and to the business at hand. The Secretary called the roll.
The following alternates were seated as delegates: Erma Beatty-New Madison; Harry Hoff-Otterbein-Yankeetown; Elsie Byrkett-Potsdam; Bernice Green-Millville; Robert Roose-Otterbein Home; William Clayton-Liberty; Howard Hull-Trinity, East; Mrs. Eldon Prosser-Bowlusvlile; Mary Green- Lagonda; Rachael Steele-Zion.
The Conference voted to instruct the Secretary to send greetings to those reported ill: Rev. William Comfort, Rev. Walter Sinks, Rev. W. I. Underwood and Rev. Leo Vanetta, and also to Capt. W. R. Waddle and Major George Young, both serving as chaplains in Vietnam. (See Report No. 25)
The agenda was adopted as printed. The Rules of Order as found on pages 25-26 of the 1968 Journal were adopted for this session.
The entire Chapel was designated as the voting area for the Conference.

Rev. Howard James and Rev. Edwin Pellett were appointed to serve as assistants to the Recording Secretary during this session.
Dr. William K. Messmer gave an excellent comprehensive report for the Staff. Numerous highlights of the year were brought out. More particularly was Dr. Messmer's sharing his insights and evaluations about the church and preachers gathered out of twenty years as Superintendent of the Ohio Miami Conference. His report was received with warm affection. (See Report No. 2)
The Conference Secretary read a summary of the actions taken by the Council of Administration during the year. The report was adopted and its recommendations were referred to the proper committees. (See Report No. 3)
The report of the Board of Trustees was presented by Dr. Carl Eschbach. The report was adopted and ordered printed in the Journal. (See Report No. 13)
Dr. Louis Berger of the Ohio Council of Alcohol Problems called the Conference's attention to three bills now before the State Legislature. He urged ministers and laymen to write their state representatives at once.
Mr. Larry Roberts of the Cokesbury Book Store spoke of their display, invited browsing and presented the Conference with a check for $3,095.98, from the cash appropriation of $1,000,000 voted in October 1968.
Rev. Walter Arnold was excused from the afternoon session for a funeral.
The following guests were presented: Dr. Harold Kellogg, the Area Administrative Assistant for Biship Ensley; Mr. John F. Young, Area Di- rector of Public Relations and United Methodist Information; Mrs. Betty Moon, Secretary to Bishop Ensley.
The closing prayer of the morning and grace for the noon meal was voiced by Dr. Frank Oldt.
TUESDAY AFTERNOON SESSION May 20, 1969
The Prelude, "Fantasy in A Minor" by J. S. Bach, was played by Rev. Risch. The hymn, "Come, Thou Found of Every Blessings," was sung under the direction of Rev Milford Ater. Dr. Emerson Bragg led the Conference in prayer.
It was properly moved and seconded to adopt the Plan and Basis of Union. (See Report No. 23)
A panel of those from the Ohio Miami Conference who worked on drafting the Plan was presented. They took their places on the platform for a question and answer period concerning the Pla .. Those forming the panel were: Rev. Howard Hahn, Rev. William Hensley, Rev. Carl Robinson, Mr. Harvey Hammink, Rev. Charles Loveless, Rev. Louis Odon, Rev. Owen Delp, Rev. Charles Messmer, Dr. William K. Messmer.
The vote was called for. A standing vote was taken and was unanimous. 165 persons voted "yea." (See Report No. 23)
The report of the Area Planning Commission was given by Dr. Emerson Bragg. The report was received and its recommendations referred to the proper committees. (See Report No. 17) Item No. 1 was referred to the Board of Ministry of the Conference and Items 2-5 to the Ways and Means Committee of the Conference.
Bishop F. Gerald Ensley announced the appointment of Dr. Carl B. Eschbach as the Conference Superintendent for the year 1969-1970. The appointment was greeted with a generous round of applause.
Rev. Louis Odon presented the report of the Conference Board of Mis- sions. It was voted to approve the report and authorize its printing in the Journal. (See Report No. 12)
Rev. Ralph Tinsley reported as the Statistician for the Conference. It was voted to authorize its printing in the Journal. (See Report No. 20)

Mr. Wendell Hohn, Conference Treasurer, gave highlights of his report. It was voted to order his report printed in the Conference Journal. (See Report No. 22)
The Audit Report, prepared by Mr. Wesley O. Clark, was given by the Secretary. It was ordered printed in the Journal. (See Report No 21)
A Symposium, "The Program Council in Process," was presented by Rev. James Flinchbaugh, moderator, Rev. Owen Delp, Rev. William Hensley, Mrs. Clifford Stearns, Rev. Edwin Pellett, Rev. David Schneider.
Rev. Schneider reported on some of the program activities of the Basin Ministry in Cincinnati. He pointed out the Department of Social Concerns desires to be of help to the local church.
Rev. William Hensley, President of the Board of Education, spoke of its many concerns. It exists to augment the work of the local church by training opportunities.
