RULES AND REGULATIONS GOVERNING THE USE OF WATER FROM THE CITY WATER WORKS.
Ist. All officers and employees to have free access at all reasonable hours to premises where water is used.
2d. Hydrants, Plugs, Stop Boxes, Hose, and all other at- tachments must be kept in complete repair by the owner or occupant.
3d. The following ABUSES are absolutely prohibited, to wit : 1. Permitting or allowing the water to be used for any other purpose than those named in the bill. 2. Sprinkling Gardens, Streets, or Sidewalks, or washing Carriages, Om- nibuses, Cars, or other vehicles with hose, without a special permit obtained and paid for at the office ; and in no case will hose be allowed for the above uses without flows or nozzles, when used for washing carriages and otl.er vehicles greater than one-eighth of an inch, and for any other pur- pose greater than one-quarter of an inch diameter of circu- lar opening, or their equivalents. 3. Permitting leaks. 4. Allowing water to flow unnecessarily while washing pave- ments and for similar purposes.
4th. No person, without a written permit from the proper officer, is allowed to turn a public or private stop-cock.
5th. All service pipe must be laid at least three feet below the surface. and all pipe outside the public stop. located on

the upper level of the city must be " STRONG," and all on the lower level must be " EXTRA STRONG."
6th. In all cases where more than one family or other consumer is supplied from a pipe or pipes governed by one stop, some one person must become responsible for the pay- ment of all the bills and the keeping in good repair all pipes, hydrants, etc.
7th. When cisterns are so located as to supply separate premises, and may be filled from a hydrant. water rent must be paid for all families or other consumers having access to said cistern.
8th. Cisterns located on premises where there is no hy- drant, must not be filled from the hydrant in any case.
9th. Ilydrants must not be located so as to be exposed to use by non-paying consumers. and all hydrants so situated must be removed to some secure location on notice, or the water turned off.
PENALTIES.
Refusal or neglect to conform to the above rules and reg- ulations subjects the parties to have the water turned off-to the fo, feiture of the water rent-the payment of penalties varying from fifty cents to five dollars, and to prosecution and fine in the Police Court.
Persons using water from the Works. and any other source, as canals, wells, etc., to be charged full rates for their establishments, except when the amount taken from the Works is determined by meter.

Steam Engines to be assessed by the tab'es, according to the size of boiler, extent of fire surface, pressure of steam, size and velocity of engines, at the rate of 12 cents per 1,000 gallons, and an additional charge of $4 00 for every fifty hands employed, or the consumption to be determined by meter measurement.
Manufactories, Hotels, Distilleries, Tanneries, Slaughter - houses, Breweries, and all other large consumers, to pay at the rate of 12 cents per 1.000 gallons the amount to be de- termined by estimation of the Superintendent or Surveyor, or by the meter.

CINCINNATI LAW LIBRARY, Court House. Any per- son who has not been a member of the bar more than three years can have access to the Library, upon paying the annual assesment, from five to ten dollars.

OHIO PUBLIC SCHOOL LIBRARY OF CINCINNATI. Mechanics' Institute, corner of Vine and Sixth. The Ohio Mechanics' Institute has deposited their exten- sive Library with this.
The Managers of the Ladies' Picture Gallery have depos- ited their superior collection of copies and paintings from the Ancient Masters, and Statuary, with the School Board, which are arranged in the suite of rooms adjacent to the Free Public Library
The residents of Cincinnati are permitted to take books from the Ohio School Library, free, on signing a promise to comply with the rules, and furnish a well-known citizen who agrees to be responsible for any damage or loss.
The Library of the New England Historical Society of Cincinnati is deposited in the Rooms of the Library. To the General Library, known as the Public School Library, there have been added the present year about 7,0 0 volumes of standard works.
