Rules and Regulations.


ART. 1. All the Companies of the Department shall be furnished with a copy of the Fire Ordinance and the Rules and Regulations, which shall be framed and placed in their respective houses It shall be the duty of the officers and members of the Department to conform to all the requisi- tions, and perform all the duties herein required.

ART 2. The Chief Engineer shall have command of the Fire Department, and at all of the fires. and direct the re- spective Assistant Engineers in any and all matters belong- ing to the same; hesh ill lay before the Board of Engineers, and the Board of Supervisors, respectively, all such business as may require their consideration; he shall direct the As- sistant Engineers at fires, how to dispose of the respective Companies of their District.


ART. 3. The Assistant Engineers shall examine the con- dition of the different Companies in their District, and see that the Captain of each Company has the apparatus en trusted to their care kept in good working order, and that the Ordinances and Regulations of the Fire Department are strictly attended to. They shall. in the absence of the Chief Engineer, take the command at all fires in their respective Districts, and receive the report from the Captain of each Company, of any repairs that may be necessary, and report the same forthwith to the Chief Engineer. In the absence of the Ass. Eng. of a District, the Ass. Eng. of the District succeeding shall have thecommand of the Co's of that Dis- trict.


ART. 4. The Captain of each Company shall take com- mand at all fires in their Districts, in the absence of the Chief Engineer or his Assistants and when there is more than one Company in a District the Captains of said Com- panies shall cast lots, who shall have the command, in the absence of the Chief or Assistants. They shall see that the men composing the Companies under their command, com- ply with the Rules and Regulations of the Fire Department, and shall cause all the orders of the Chief or his Assistants to be strictly obeyed.


ART. 5. The Captain of a Company shall see that all the property in such Company is duly cared for; that the Pipe- men, Drivers, Firemen, Watchman and Engineer attend to their respective duties. and see that they stand their respect- ive watches; he shall direct the members of a Company at fires, call the roll, and report as often as directed, or as he may find necessary, to the Assistant Engineer of his Dis- trict, or Secretary, respectively.


ART. 6. Alarms are not to be given at any Engine House. unless received from a responsible person or persons, or from another fire bell: the men on duty at the Engine House shall be held answerable for all false alarms given by them.


ART. 7. Racing to or from fires is not allowed under any circumstances, under the penalty of dismissal; and if the apparatus of several Companies proceed on the same street to or from a fire they shall do so in single file.


ART. 8. Any Driver of Steam Engine or Iland Appa- ratus, Ilose Carriages or Hook and Ladder Companies, driving or running over hose, unless it can not be avoided, . shall be subject to dismissal from the Department.


ART. 9. The Capta'n of any Steam or Hand Company shall be at the pipes when at fires, and see that the line of hose are well guarded.


ART. 10. When the Chief Engineer shall find the fire so far reduced that one or all the Companies may cease work, he shall dismiss them, or cause the same to be done.


ART. 11. No officer or member of the Department shall appear on duty, without such badge as may be prescrihed by the Board of Engineers, under penalty of twenty-five cents, unless they can furnish a reasonable excuse.


ART. 12. Any officer or stationary member absent from a fire, shall be subject to a fine of two dollars; running mem- bers, for a like neglect, one dollar.


ART. 13. That if a charge of intoxication he preferred and proven against any officer or member of the Fire De- partment, oftener than once, he shall be discharged; and further, it shall be the duty of every officer or member of the Department to report such member violating this rule to the Chief Engineer or Board of Supervisors.


ART. 14. Members of Fire Companies, or other persons, are not permitted to frequent, meet, or loiter around the Engine Houses, without special permission from their re- spective officers. Men on duty at the Engine Houses who may allow the same, shall be subject to dismissal.


ART. 15. The Hook and Ladder Companies will take position, when practicable, within the lines and as near the fire, as under all circumstances may be found convenient.


ART. IG. All charges for misconduct against officers or members must be presented to the Board of Supervisors, in writing, and for such charges he or they shall be immedi- ately notified of the same, and stand suspended; and no charge will be recognized unless reported to the Board with- in thirty days after the misconduct.


ART. 17. Any officer or member of the Fire Department who have charges preferred against them, can or may have a trial within five (5) days from the time the charges have been preferred. and no officer or member shall receive any pay from the Fire Department, during the time he or they stand charged with any misdemeanor or suspension.


ART. 18. Any Company, returning from a fire, finding they have hose which does not belong to them, shall imme- diately return the same to the Company to which it belongs.


ART. 19. The Captain of each Company shall in no in- stance allow any person, except the Captain, Pipeman, En-


egineer or Drivers, to ride on the apparatus, either in going to or from a fire.
