REGULATIONS OF THE BOARD OF EXAMINERS OF COMMON SCHOOLS.


The Board consists of seven members, four of whom con- stitute a quorum at any regular and cailed meetings.


The regular meetings are held at the offiec of Public Schools, City Buildings, on the Ist Thursday of each month, except July and August. at 4 }2 o'clock P. M * Extra meet- ings may be called by any three members of the Board, who, in signing the call for such meeting, are understood as pledging themselves to attend it.


The Board grants four grades of Certificates, denominated respectively "Male Principal's Certificate," "Male Assist- ant's Certificate,""Female Assistant's Certificate, No. I," and "Female Assistant's Certificate, No. 2."


Candidates for "Male Principal's Certificate" are exam- ined in Natural Philosophy, Constitution of the U. States, Ancient and Modern Ilistory. Anatomy and Physiology, Chemistry. Astronomy. Geometry, Plane Trigonometry and Mensuration, and Penmanship.


Candidates for a "Male Assistant's Certificate" are exam- ined in Spelling and Definitions, Reading, English Gram- mar, Geography, American History, Mental Arithmetic, Written Arithmetic, Algebra, Theory and Practice of Teach- ing, Natural Philosophy, Constitution of the United States, and Penmanship.


Candidates for a "Female Principal's Certificate" are examined in Spelling and Definitions, Reading, English Grammar, Geography, American Ilistory. Mental Arithme- tic, Written Arithmetic, Algebra, Theory and Practice of Teaching, Natural Philosophy. Constitution of the United States. Ancient and Modern History, Anatomy and Physio- logy. Chemistry, Astronomy and Penmanship.


Candidates for a "Female Assistant's Certificate" are ex- amined in Spelling and Definitions, Reading, English Grammar, Geography, American History, Mental Arithme- tic, Written Arithmetic, Theory and Practice of Teaching, and Penmanship.


The number opposite to each branch, in the column on the right of the list of studies on the Certificates issued, measures the result of the examination, three being the maximum. Less than two in either English Grammar, Geography, Mental Arithmetic or Written Arithmetic, is a failure. Unless the Spelling is correct, it is marked 0.


The Board has discontinued the Primary Certificate.


A specimen of the handwriting, with a record of the char- acter of the examination of each individual, is preserved in a volume for the use of the Board of Trustees and Visitors.


Candidates must leave with the Clerk of the Board, at least three days before the monthly meeting, a certificate of good moral character, and a written statement of the grade of cer- tificate sought, together with a declaration that they are eighteen years of age (or seventeen, if graduates from the Iligh School, or with similar attainments), and that they design teaching in the Public Schools of Cincinnati, if found

Candidates shall be examined in the absence of all specta- tors, save the Trustees and Visitors of the Public Schools.


Candidates shall not be examined who are not present punctually at the appointed hour. None shall be admitted to a second examination for the same grade of Certificate, or have one already granted improved, till after the expira. tion of six months.

Rules and Regulations


OF THE OHIO SCHOOL LIBRARY OF THE CITY OF CINCINNATI.


ARTICLE 1. The Reading-room shall be open from nine o'clock in the morning to nine o'clock in the evening of all secular days throughout the year, except those days which by custom are regarded as holidays, and to these shall be added any special holidays which may, from time to time, be recognized as such by the Board of Trustees and Visitors of Common Schools of Cincinnati.


ART. 2. All inhabitants of Cincinnati, above the age of sixteen years, of respectable character, and of such orderly conduct and condition as to not interfere with the occupa- tions and. comforts of others, shall have free access to the Reading-room during all its regular hours. first signing a promise that they will observe all the existing Rules and Regulations. and all that may be subsequently prescribed by due authority; provided always, that Minors shall bring certificates from their parents and guardians, in a form fur- nished by the Librarian, setting forth that they are persons who ought to enjoy the privileges of the Public Reading- room, and for whose conduct, while there, such parents or guardians become responsible,


ART, 3. All books belonging to the Library may, at the discretion of the Librarian, be used in the Reading-room- a discretion he is required by the Trustees to exercise, espe- cially in the case of minors.


ART. 4 Every person entitled to use in the Reading-room the books of the Library, shall be furnished by the Librarian with a printed card. on which such person shall designate the particular book asked for. by entering in blanks left for that purpose, the number of the shelf on which it stands, the number of the book on the shelf, and if it he part of a set, the number of the particular volume-all which numbers can be easily ascertained from the printed copies of the cata- logue, always on the table of the Reading-room; and this card, which must be presented to the Librarian whenever a book is asked for to be used in the Reading-room, will be


retained by him so long as its owner retains the book: but no book, so received. shall, for any reason whatever, be re- moved from the Reading room by the person receiving it.


ART 5. Every person who may visit the Reading-room, shall return each of the pamphlets and periodicals, such person may have used, to its proper place, and any books to the Librarian.


ART. 6. Any person abusing the privileges of the Read- ing-room by unbecoming conduct there, or by the violation of any of its regulations, shall be at once reported by the Librarian to the Library Committee, and by them excluded from its benefits for a time. or permanently.according to the nature and degree of the delinquency or default : but in case of any gross offense, the Librarian shallact summarily in the matter, and cause the offender to be at once excluded from the room, reporting the case to the Library Committee as soon as possible, in writing, for their future action, if any be required.


ART. 7. An alphabetical list of all the persons enjoying the Reading-room shall be kept by the Librarian, the resi- dence of each person being noted in it.

1. Each Ward is one district for providing provisions for the poor. and for this purpose a procer is to be contracted with in each Ward to deliver, on the order of the Board, such provisions as may be required. the account to be presented and settled on the last day of each quarter, to be sworn to by the grocer, that the articles named therein were all delivered, of good quality, and that the prices charged for the same, are the same as by him charged to his regular cash custom- ers, and no more. "

2. For Medical purposes the city is divided into six Med- ical Districts, as follows, viz:


FIRST DISTRICT-Eleventh and Twelfth Wards.


SECOND DISTRICT-Second, Fifth, and Tenth Wards.


THIRD DISTRICT-First. Ninth, and Thirteenth Wards. FOURTH DISTRICT-Third, Fourth and Seventeenth Wards FIFTH DISTRICT-Seventh. Eighth and Sixteenth Wards. SIXTH DISTRICT-Sixth, Fourteenth and Fifteenth Wards.


In each of these Medical Districts there are to be appoint- ed two or more Physicians, one of whom to be a German; also two or more Apothecaries.

CINCINNATI CITY GUIDE.


Each Physician so appointed shall attend professionally to the sick poor of his respective District, and shall receive twenty-five cents for each necessary visit : Provided, That only such persons shall be paid for as sick paupers who are visited by order of the Directors. on the certificate of the proper Overseer of the Poor: And Provided further, That such certificate may be presented to the Board of Di- rectors within two days after the first professional visit. And every Physician appointed by this Board sball present his account for settlement on the last day of each quarter, and shall verify the same by his oath, stating that all the visits charged were necessary for the benefit of the patients therein named Each Apothecary so appointed shall fur- nish the medicine ordered by the Physician for the poor in his respective District, and shall file the prescriptions to be delivered to the Board, on presenting hisaccount on the last day of each quarter ; and no prescription shall be charged this Board unless the same is signed by the proper Physician of the District, stating the name of the person relieved, and bearing the Physician's mark, " Out-door Poor." And each Apothecary shall verify his account by oath, that the medi- cines charged therein were actually delivered, and were of good quality, and that the prices are the same as charged to his usual costomers, from which prices one-third shall be deducted.
