PREFACE.
The General Assembly of Pennsylvania, in the session of 1899, passed the following act which was approved by the Governor on the 13th day of April, 1899:
AN ACT
To provide for the preparation and publication of the names and records of Pennsylvania Volunteers in the Spanish-American war, and making an appro- priation for the clerical work in connection therewith.
Section 1. Be it enacted, &c., That the Adjutant General shall, as soon as practicable after the passage of this act, prepare for publication a record con- taining the names of all soldiers and sailors from Pennsylvania who served in the Spanish-American war, as shown by the muster-in and muster-out rolls on file in the Adjutant General's office of Pennsylvania. The record shall give the name, residence, date of enrollment, rank, promotions, date of death or discharge, and such other information as may be obtainable by the Adjutant General.
Section 2. Four thousand copies of said record shall be printed by the State Printer, on order given by the Adjutant General, and shall be distributed as follows: To each member of the Senate twenty copies, to each member of the House of Representatives ten copies, to the State Librarian four hundred copies, to the Governor one hundred copies, and fifty copies each to the Adjutant Gen- eral, the Lieutenant Governor, the Secretary of the Commonwealth, the Auditor General, the State Treasurer, the Attorney General, the Secretary of Internal Affairs, the Secretary of Agriculture, the Commissioner of Banking, and the Commissioner of Insurance.
Section 3. For the purpose of providing the necessary clerical work to carry into effect the provisions of this act, the sum of one thousand dollars is hereby appropriated, to be paid by the State Treasurer on the warrant of the Adjutant General approved by the Auditor General.
In accordance with the provisions of the act, the Adjutant General arranged for and supervised the compilation of the record "of soldiers and sailors from Pennsylvania who served in the Spanish-American war, as shown by the muster-in and muster-out rolls on file in the Adjutant General's Office of Pennsylvania."
It was further provided that the record should "give the name, resi- dence, date of enrollment, rank, promotions, date of death or dis- charge, and such other information as may be obtainable by the Ad- jutant General." The muster-in and muster-out rolls from which the record is compiled are not free from errors even though prepared with great care. Men ofttimes fail to appreciate the importance of having official papers correct, and while the muster-out rolls were prepared after troops had been in the volunteer service for some time and when officers and men were thoroughly acquainted with and it would be supposed understood the value of records, yet much in- formation has been omitted. Officers in several cases have failed to certify by signature to rolls. The entire statistical information of the individual soldier has in some instances been completely changed between the muster-in and muster-out rolls. The work of compilation has been done with care and according to the official rolls filed in the Adjutant General's Office.

It is shown with as much accuracy as possible how many of the men entering the volunteer service were members of the National Guard of Pennsylvania.
The system used in compiling the record is known as the "card system." Cards were made in duplicate, one set to be filed in the Adjutant General's Office for future reference and use in correcting errors in rolls or amending records.
The term "such other information as may be obtainable" would seem to give wide scope to the judgment and authority of the Ad- jutant.General, and while many tenders of information were made, somewhat in the way of personal history, and also of information that seemed foreign to the purpose of the publication, the Adjutant General has endeavored to confine the publication to what he be- lieved to be the intent and purpose of the General Assembly in passing the act. The general details of the recruitment and organization of the commands accounted for in the within record will be found in the Annual Report of the Adjutant General of Pennsylvania for the years 1898 and 1899.
No official rolls or data are filed in the Adjutant General's Of- fice of Pennsylvania accounting for men from Pennsylvania who en- tered the United States Navy or United States Marine Corps during the Spanish-American War. The quota of volunteers to be fur- nished by the State provided only for regiments of infantry, batteries of light artillery, and troops of cavalry. The enlistment of men for the Navy was conducted by the Navy Department and not through the Governor of the State. The Adjutant General is, how- ever, enabled to include in the record the names of the men of the State Naval Militia who entered the United States Navy, these names being included in the report of Commander John S. Muckle, First Battalion, State Naval Militia, made to the Adjutant General of Pennsylvania under date of January 1, 1899, and which is pub- lished in full in the report of the Adjutant General for the year end- ing November 30, 1899.
Eugene Ellicott, of Philadelphia, late Captain, First Regiment, U. S. V. Engineers, has compiled a roster as nearly complete as he could make it of the men who served from Pennsylvania in the First Regiment, U. S. V. Engineers, through the Porto Rican campaign. In transmitting this list to the Adjutant General, Captain Ellicott says, "I regret very much that the roster is not complete, but various company commanders have entirely failed to give me the necessary information. I hope this group of men will find places in the ar- chives of the State of Pennsylvania." The roster furnished by Cap- tain Ellicott will be found in the appendix to this report.
On April 13, 1900, the Adjutant General's Office, War Department, Washington, D. C., in compliance with a request made by the Adju-

tant General of Pennsylvania, furnished "a list of officers appointed by the President in the Volunteer Army of the United States from the State of Pennsylvania, during and since the War with Spain." This list will also be found in the appendix to this report.
In this report will be found the name, residence, date of enrollment, rank, promotions, date of death or discharge, of the officers and en- listed men of the following Pennsylvania volunteer organizations in the Spanish-American War:

Resolved (if the Senate concur), That there be printed for the use of the Legislature another edition consisting of 16,000 copies of the record of the Pennsylvania volunteers in the Spanish American War, containing the names of the soldiers and sailors of Pennsylvania who participated in the various actions which resulted in the success of the United States Army and Navy, of which an edition of four thousand copies has heretofore been published under the provision of the act of Assembly approved April 13, 1899, the said edition of sixteen thousand copies to be distributed as follows: Eleven thousand for the use of the Members of the House; thirty-five hundred for the use of the members of the Senate; two hundred to the Governor, four hundred to the Adjutant General, and the balance to be distributed equally between the heads of the other departments.

FIRST REGIMENT PENNSYLVANIA VOLUN- TEER INFANTRY.
The First Regiment, Pennsylvania Volunteer Infantry, was mus- tered into the service of the United States at Mt. Gretna, Pa., on May 10 and 11, 1898. The Secretary of War advised the Governor of Pennsylvania that it was the wish of the President in recruiting the quota of volunteers assigned to Pennsylvania that the National Guard of the State should be drawn upon for the reason that they were armed, equipped and drilled. The First Regiment, Pennsyl- vania Volunteer Infantry, was made up largely from the First Regi- ment of the National Guard of Pennsylvania, located in Philadelphia. On April 28, this regiment, in compliance with the orders of the Gov- ernor, reported with full ranks at Mt. Gretna, Lebanon county, Pa., which place had been fixed as the rendezvous for State troops. The regiment was composed of ten companies. On May 2, it was in- spected by the Governor of Pennsylvania, after which the roll of the regiment was called and the officers and men in that manner indi- cating their intention as to volunteering in the United States Volun- teer service. The regiment was mustered into the service of the United States with an enlisted strength of 754 men; commissioned officers, 40 men; a total of 794. Colonel Wendell P. Bowman, who commanded the First Regiment, National Guard of Pennsylvania, and was commissioned as Colonel of the First Pennsylvania Volun- teer Infantry, was seriously injured on May 2, 1898, at Mount Gretna, and was unable to be mustered. The regiment entered the service of the United States under the command of Lieutenant Colonel J. Lewis Good. On Monday, May 16, in accordance with orders from the War Department, the regiment left Mt. Gretna, Pa., for Chick- amauga Park, Ga., where it arrived on the 18th, and was as- signed to the Third Brigade, Second Division, First Army Corps, Department of the Gulf. General Orders No. 61, Headquarters of the Army, A. G. O., dated June 1, 1898, directed the recruitment of the several companies of the regiment to 106 men each. Re- cruiting officers were detailed to proceed to Philadelphia for that purpose, and on June 30, 1898, the recruiting had been completed and the strength of the regiment had been increased to 1,100 men. On August 17, 1898, Lieutenant Colonel J. Lewis Good was mustered in as Colonel, to date from May 12, 1898, vice Colonel Wendell P. Bow- man who was mustered, and whose resignation was accepted as of May 12, 1898. On August 28, orders were issued for the regiment to move to Knoxville, Tenn., and on August 29, at 3 A. M., it

marched to Rossville, eight miles distant from its former camp, there embarked on cars and proceeded to Camp John S. Poland, Knoxville, Tenn., where it arrived at 4 P. M. on August 29. The regiment remained at this place until September 14, 1898, when it was ordered to proceed to Philadelphia to be mustered out of the service. It arrived in Philadelphia on the evening of the 16th, where it was received by the Veteran Corps of the First Regiment Infantry, N. G. P., a detachment from the Nine- teenth Regiment Infantry, N. G. P., Geo. G. Meade Post No. 1, of the Grand Army of the Republic, all forming an escort to the regi- ment. A banquet was tendered the regiment in the armory. On Sep- tember 17, all enlisted men of the regiment were given a furlough for thirty days prior to being mustered out of the service of the United States. On October 16 they reported for duty and the final muster out occurred on October 26, 1898. On October 27, 1898, the regiment as an organization participated in the Peace Jubilee celebration in Philadelphia.
During the service the First Regiment Pennsylvania Volunteer Infantry lost two commissioned officers and fifteen enlisted men by death. The Regimental Surgeon, Major Lawrence Savery Smith, was placed on detached service with the Reserve Hospital First Army Corps at Porto Rico. He contracted typhoid fever and died on the hospital ship "Relief" August 17, 1898, while en route from Porto Rico to New York.
