4th. That the debts of the church if any their be are diminished and liquidated in the manner most con- sistent with the interests of the church.


Chapter 5th


Of The Church Council


Sec. 1st The Church Council of which the Pastor is chairmen ex- office shall consist of the Pastor and all the Elders Deacons and Trustees.


Sec. 2nd The Pastor with half the other members of the council of in the absence of the Pastor two thirds of the re- maining members shall constitute a quorum for the trans- action of business.

Sec. 3 No business connected with the government or dicipline of the church shall be transacted without the preasance of the Pastor unless his absence is unavoidable or volentary or the church be vacant.


Sec. 4 The council shall anualy elect a president and sec- ratary from the members of the council, the secretary shall also serve as treasure of the council.


Sec. 5 The Secretary shall keep a correct record of the pro- ceedingd of the council together with a list of the communi- cants; record all infant and adult baptisms. Confirmation & deaths, and see that the official papers of the are carefully preserved. In like manner secure all monies belonging to the church dispose of them according to the order of the council or congregation and anualy present a report on the condition of the Treasurey.


Sec. 6 The shall have the Superintendence of all the temp- oral concerns of the Church except when anny considerable ex- pense is to be incurred or when a change of property is in contemplation. In these cases the congregation shall be call- ed to gether and the matter submitted to its decision.


Sec. 7 They shall make all necessary arrangments for the support of the Gospel in their midst and see that the Pastors Salary is paid in such a manner as will relieve him from all worldly cares and embarresments.


Sec. 8 They shall after a careful examination admit to membership such adult persons as they belive posess qualifi- cations as required by our formula of church government as published in our hymn books (Chap. 4. Sec. '5)


Sec. 9 All admissions to membership shall be before the church at a regular or Special meeting for worship


Sec. 10 It shall be the duty of the council to Administer the discipline of the church on all members whose conduct is Inconsistant with the cristian profession or who entertain fundamental errors.


Sec. 11 They shall have four or more regular meetings during each year Special meetings may be called at the request of two of its members or by the Pastor.

Sec. 12 They shall in conexion with the other Councils of the pastoral district select a delegate to attend the meetings of Sunod and Conference: and in case the Church is without a Pastor they shall send a Com- missioner to represent then in those bodies.

Sec. 6 To dedicate their children to God in babtism to pray with and for them to set them a good example to train then up in the nature and admonition of the Lord, to teach them the doctrines of the church and to subject them to the ordinance of the same.


Sec. 7 To be at among themselves and seek in love to pro- mote each others happiness and temporal and spirit- ual welfare.


Sec. 8 To separate themselves from the world (in the scrip- ture sence of that term and carefully avoid all con- formity to it.


Sec. 2 The members of this church shall not go to law before a civil tribunal until they have first made evry rode sonable effort to settle the difficulty )y the assistance of their brethren.


Sec. 3 They shall not engage in the manufacture or sale of intoxicating liquiors as a beverage or become par- takers of the sins of others by encouraging them to engage in such enterprise.

Sec. 4 They shall at all times submit to the discipline of the Church unless it be manifest that injustice has been done, in which case the aggreived person may appeal from the decision of the council in the man- ner hereafter provided.


Sec. 5 Members moving out of the bounds of this church are recomended to apply to the Pastor or if the church be without a Pastor to The church council for certi- ficates of dismisal and to connect themselves with a church in their vicinity as soon as practicable.


Chapter 7 Of Church Meetings for Business


Sec. 1 Meetings may be called by the Pastor with the con- currance of one member of the council, by a majority of the council or at the request of five members of the church.


Sec. 2 All general meetings may be called to order by the pastor who may preside until the Chairman is chosen. All such meetings shall be opened and closed with prayer.

Sec. 1 The electors or voters of the Congragation are all members who are in full communion and who contri- bute anualy to the support of the Gospd in their midst.


Sec.2 All ellections shall be announced from the pulpit or otherwise if their be no public worship at least two weeks before such elections are held.

Sec. 4[sic] In all- elections for Elders Deacons & Trustees and in all other cases (except that for a Pastor) a majority of the votes given shall be sufficiant for a choice.


Sec.4 The annual election for the members of the council of this church shall be held in the month of Jan. or Feb. The persons then elected shall be public- ly inducted into office accurding to our formula of government (See Litergy) if the church be with- out a Pastor the old officers may serve if there be no objections offered untill a new pastor be ellected.


Sec.5 Elders and Deacons may be reelected especialy those who have used the office well.


Sec.6 All vacancies which may occur in the council shall be filled by the vote of the church. See Chap. 8 Sec. 1,2,3.


Sec. 7 At elections for Pastor two thirds of the votes given shall be necessary for a choice and should the vote not be unanimous then the minority shall be soliceted to concur with the majority.


Sec. 8 Not more than one member shall be nominated and voted for the same time.


Chapter 9


Of the call of a Pastor


Sec. 1 When this Pastoral district shall become vacant this Congragation shall unite with the other Congrations of the charge in extending an invitation to Preach a trial sernon to anny minister of their choice who is connected with a district Synod belonging to the general Synod of the Evangelical Lutren Church in the united States.


Sec. 2 Should the congragations he satisfied with his life and ministry which shall be ascertained by an ellect- ion according to Chap. 8 Sec. 7 they may give him a call to become their Pastor.

Sec. 3 The call to be extended to the Pastor should be made out in the folloing manner.


Ist. A Certificate of his ellection shall be signed by the officers of the church.


The amount of salary on subscriptions together with the amount of labor to be performed shall be distinct- ly stated. These papers sent on handed to the minister shall be regarded as a regular call.


Chapter 10


Of the Discipline of the Church


Sec. 19 The disciplinary power of this Church is delegated to the council as the representation of the church.


Sec. 2 All these manifest sins which if perserved in ex- clude men from the Kingdom of Heaven shall subject the transgressor to discipline.


Sec. 3 The object of all discipline should be Ist. To reclaim the errors 2nd. To preserve the party of the Church 3rd, To serve as a warning to others.


Sec. 4 This discipline shall be administered in the following manner 1. By Private adminition as directed by the Savior in Math. Ch. 18 .. 15,16.


2. By public admonition before the Church Council, Math. 18. 17


3. By suspension or excommunication Math. 18.17


Sec. 5 If any members of the church council should conduct himself in a manner unworthy of his office he may be accused before the Council and if found guilty his case shall be reffered to the whole church for de- cision In case he is depased from office ty the voice of the church members who had elected him then he shall be delt with by the Council as any other member of the church in like Circumstances.

Sec. 6 When an accusation is made against any member of the church it shall be handed to the council in writing with charges distinctly specified and they shall then decide whether a formal trial is necissary.


Sec. 7 The form of proceedure to be observed in such cases of trial shall be the following


Ist. The Secretary shall cite the accused to appear before the council at a certain time and place to answer the charges specified in the citation which cituation must be in the hands of the ac- cused at least three days before the trial.


2nd . The person preferring the charges shall be in- formed of the time and place of trial and be preasant thereat.


3rd. The Council may cite any member of the church as witness and when the case requires it they shall endeavor to procure other witness.


4th. The evidence on both sides shall then be taken after which the accused and accuse shall be withdrawen and the case disposed of


Sec. 8 If any accusation be sustained and the person con- victed consider himself unjustly delt with he may appeal from the decision of the council to the Sunod as Synod alone can reverse [?] the discision of the Church council In caseof appeal the appealment shall however make lowen his intention to the church coun- cil with two weeks after his connection together with the reason of his dissatisfaction and the ground of his appeal.


Sec. 9 In every case of appeal the discision of the council shall immediately take affect and remain in force un- til reversed by Synod.


Sec. 10 In every case of appeal the church council shall send to synod a detailed and correct account.of their pro- ceedings in the case and of the charges and evidences on both sides.


Sec. 11 Evry act of suspencion or excommunication shall be published to the church unless considered unadvisable by a vote of two thirds of the council If a member be convicted of a private wrong or of a secret sin then the case may not be aggravated by maling it pub- lic; but if it be a matter of public; But Sgandal then proper satisfaction shall be publicly given be- fore the church.

Sec. 12 When sadisfactory evidence is given of repentance and reformation of life by a suspended or excomunicatoid member the council shall restore such an one in the spirit of meekness and love.


Chapter 11 Of Miscellaneous Matters


Sec. 1 Under ordinary circumstances children shall be babtised before the congregation and their names shall be enter- ed withot delay into the church record by the pastor or Secretary of the church.


Sec.2 Parents are the most proper persons to present their children in bahtism and no one shall act as sponser unless he or she be in full communion with the christ- ian Church.


Sec. 3 No one shell preach or lecture in the time of Worship belonging to this congragation without permission from the Fastor or church council and in preculiar cases from both.


Sec. 4 Persons excluded from the church and remaining impeni- tent shall not serve as sponsers at babtisms nor par- take of thelords Supper take part in the discussion nor vote at Congregational meetings they shall have no claim to any of the property of the Congregation. They are not however excluded from the preaching of the Divine Word.


Sec. 5 Members of the church should not vein their Pastor as a mere heired Servent for though ministers be Servents appointed to minister unto the Church they be not Ser- vents of men but servents of Christ and Stewards of the mysteries of Christ. I Cor, 4, 1; 2 Cor. 4, 5; Gal. 1, 10.


Sec. 6 Should strife arise within the church. (wich may the lord prevent ) Whether between the minister and Church or any members thereof or between members with each other and the difficulty be such as cannot be peas- ably settled such matter shall be brought before the District Conference or Synod for Adjudication Pending the decision of Conference or of Synod the parties at strife shall peacably await that decision and avoid every occasion of futher alienation of feeling.

Chapter 12


Of Alterations & Amendments of the Constiution


Sec. 1 The Church Council may from time to time make such by laws as the welfare of the Congregation may demand provided however such bylaws do not conflict with this constitution.


Sec. . 2 This Constitution may be altered or Amended as followes The proposed amendment or alterations shall be read by the Council before the Church and a time be appointed for their consideration not less then ten days after they have been read. If two thirds of the votes pre- sent adopt the proposed amendments or alterations they shall become a part of the constitution of this Church.


Sec. 3 But it is expressly provided that no Alterations or Amendments can ever be made in this Constitution which would conflict with Chap. 2, Sec. 1 as long as two regular members can be found who are opposed to such change.

Pastors


In accordance with the provision of this reccord, I here- by state, that on the first of June 1874, I entered upon the duties as pastor of the Liverpool charge, and in connection therewith, of this, St. Michaels Con. also, it being a part of the Liverpool charge.


For seven years I served it as pastor, resigning June Ist. 1881.


While pastor I organized and instructed two large and in- teresting classes of Catecumeus, These instructions were fol- lowed with a protracted effort, for the benefit of each class, and all others who could be influenced thereby.


The first of these meetings was held in Feb. 1875, and re- sulted in the hopefull conversion of all my catecumens, and many others of the community.

The meetings was closed with confirmation and communion exercises when some thirty odd persons were received into the Ch.


The second of these meetings, was held in Nov. 1878 and resulted in the hopeful conversion of my second and last class of catecumens, in connection with this congregation, and many others of the community.


This meeting I also closed, with confirmation and communion services, when 28 persons, mostly young were received into church membership.


Prior to our resignation, many of these moved out of the bounds of the congregation. Some were regularly dismissed, others failed to take with them their certificates of dismissal, and some we fear have neglected their christian cuties and privoleges but the large majority of those remaining in ourmidst are yet actively and faithfully engaged in the work of the Master.


Some repairs at the ch. and graveyard were made for an ac- count of which wee minutes.


Isaac Troutman being the only member or individual in the community, who refused to do any thing at all toward these re- pairs, and all becuase of some difference of opinion between himself and the other brethren of the council. Upon asuming the duties of pastor I found the interests of the congregation much neglected, and in a dad condition. We have done what we could to bring them forward. We purchased a new church rec- cord, into which I have transcribed all official acts of my labors, and as much as could be collected from the old Reccord. The German part of the old raccord, I had translated by Ir. Simon Wirt of Millersburg, Pa. which translation is still pre- served in this book.


We held two communion Seasons each year, spring and fall, some of which presious seasons of blessing & influence to Cods children.


We close our labors, with the prayer, that a successor, after Gods own heart, may be spedily procured and the work of the Lord go forward prosperously under his pastoral care,

Report of St. Michaels Congregation S. Edward Herring, Pastor


I took charge of this congregation on the first of October 1881 and served it one year in Connection with five other Con- gregations Composing the Liverpool Charge. Having served the congregations but one year I have nothing of Special or general importance to report. I preached during the year 11 Sermons and five funeral discourses.


The Congregation so far as I know is in a prosperous cond- ition; peace and harmony exists among the people. A new Church is badly needed and will we hope in the near be built. The people or members in this Congregation are not Killed with lib- erality. Stinginess with most of them seems to be a leading characteristic of their Christian life. May the lord make them more liberal.
