Rates of Postage.


FIRST-CLASS MATTER .- On letters, or sealed packages, or on any hand-writing or drawing scaled or unsealed, except local or drop let- ters, three cents for each half ounce or frac- tion thereof. On local or drop letters, at of- fices where free delivery by carriers is estah- lished, two cents for each half ounce or frac- tion thereof. On same at offices where free delivery is not established, one cent for each half ounce or fraction thereof. Postal cards one cent ; return postals two cents.


SECOND-CLASS MATTER embraces all news- papers, magazines and periodicals, exclusively in print, and regularly issued at stated periods as often as four times a year from a known office of publication. The rate of postage is two cents a pound or fraction thereof. Extra copies not sent as specimens are not entitled to be mailed at the pound rates.


THIRD-CLASS MATTER embraces books, transient newspapers and periodicals and other printed matter, proof-sheets, corrected proof-sheets, and manuscript copy accom- panying the same. The rate of postage is one cent for each two ounces or fractional part thereof. There may be written on any printed matter of the third-class a dedication or inscription that does not partake of the na- ture of a personal correspondence. The char- acter of such correspondence is not ascribed to the signature of the sender, to prices added upon quotations, or to commercial papers, partly printed, such as papers of legal pro- cedure, deeds of all kinds, way bills, in- voices, &c.


FOURTH-CLASS MATTER embraces all mail- able matter not embraced in the other three classes. ' The rate of postage is one cent per ounce or fraction thereof.


POSTAL CARDS .- Postal cards in writing, if not delivered in thirty days, are sent to the dead-letter office; the printed ones are de- stroyed. An ordinary printed business card may be sent through the mails when prepaid by a one-cent postage stamp; but such card must contain absolutely no written matter ex- cept the address.


Legal Rate of Interest.


The legal rate of interest is 6 per cent. in all the States and territories except Louisiana, in which it is 5 per cent .; Dakota, Georgia, Kansas, Michigan, Minnesota, New Jersey, New York, South Carolina and Wisconsin, in which it is 7 per cent .; Alabama, Florida and Texas, in which it is 8 per cent, ; Arizona,


California, Colorado, Idaho, Montana, Ne- braska, Nevada, Oregon, Utah and Washing- ton Territory, in which it is 10 per cent., and Wyoming Territory, in which it is 12 per cent.
