SCHOOL SUPERINTENDENT'S REPORT.
To the School Directors and Citizens of Thetford:
In accordance with the law I herewith submit my third annual Report as Superintendent of Schools for the school year ending June 30, 1921.
Nine schools have been maintained in town for a period of thirty-four weeks each. One-hundred-eighty pupils have been enrolled in the schools, eighty-three boys and ninety- seven girls. Of these pupils thirty-seven were between six and eight years of age; one-hundred-forty-one' between eight and sixteen years, while two pupils were over sixteen years of age.
The per cent of attendance was 89 per cent of what it would have been had there been no absences. The per cent of attendance in the other town in this District was as fol- lows : Sharon 95 per cent ; Norwich 94 per cent; Strafford 92 per cent; West Fairlee 89 per cent. Thus we see that Thet- ford tied with West Fairlee for last place as regards attend- ance at school. This is partly explained by the epidemic of mumps that swept over this town last fall and winter. It is worthy of note however, that the per cent of attendance shows a good substantial gain over last year, which is a very satisfactory indication. Among the Thetford Schools the Center school ranked first with an attendance of 94 per cent, while the other schools ranked in the following order: Rice's Mills, No. Thetford, East Thetford, Post Mills, Potato Hill, Hill, Union Village and Stevens.
The following pupils have attended school for the full year without an absent mark: Marion Clark and Ralph Barker of Center school; Eva, Vera and Warren Barrett also Ernest Sawyer of Rices Mills school, Florence Bragg of the Hill; Marion Simons of Post Mills and Edith Church of No. Thetford. I think Mr. and Mrs. Barrett should be com- plimented upon the unusually fine record of HAVING THREE CHILDREN IN THE SCHOOLS WITH PERFECT ATTENDANCE FOR THE YEAR.
Eighty cases of truancy have been reported by the teachers which is altogether too many for a town the size of Thetford to have to report. An effort will be made to cor- rect this condition at the outset of the new school year, and we expect to find all good citizens back of the school author- ities in their effort.
37
The Superintendent has made one hundred twenty- six reported visits to the schools of this town during the year.
Conveyance or board of thirty-one pupils of the town for a part or the whole of the school year, has cost the town $1662.25 a part of which will be rebated by the State. This expense will be considerably lessoned for the coming year as it is now proposed to re-open two more of the rural schools.
The town rebates from the State for the past year were : on account of advanced instruction, $380 ; transportation and board, $326.34; on trained teachers employed, $845; on cur- rent expenses, $122.62; making a total rebate from the State of $1673.96.
The best speller from each school in town met in a spell- ing contest at the Center last May. Claudia Sykes of the Center school and Carrie Bacon of the Stevens school were declared the town Champions and later represented this town at the Orange county Spelling Contest held at Chelsea. Both of the above spellers made a very creditable showing at the county contest, but the county winners were boys from Williamstown and Randolph.
At the close of the spring term an exhibit of school work and Town Graduation Exercises was held at Thetford Cen- ter, which was largely attended by the townspeople. The following pupils were graduated and presented Certificates to that effect, which will admit to any High School or Acad- emy in the State without examination: Rodney Blake, Edith Church, Willa Greene, Lois Brown, Carrie Bacon, Jennie Clark, Miriam Sanborn, Doris Biathow, Rosa Bragg, George Turner, Frank Barker, George Bond, Murray Sargent, Charles Bacon, Bertram Sargent, Willard Vaughan and Myron Robinson. Nearly all these young people plan to en- roll in the Academy or some good High School this fall, thus fitting to become useful men and women of the future, of whom the town may justly be proud.
For the past year Mrs. Alice Fifield has instructed all the children in town in Music. Mrs. Fifield has given one hundred twenty lessons during the year and satisfactory results have been obtained. Uniform singing books were provided and all songs have been learned with full under- standing of key and time problems, various kinds of notes and syllables in each case. We have introduced the study of the lives of two famous musicians Bach and Handel. By the
-
38
use of a drill chart the children can explain: the staff; var- ious time signs; different kinds of notes and rests; some marks of expression; signatures through four sharps and four flats ; the dot ; the tie; the slur ; the hold; as well as vari- ous time values. Children have had some practice in singing scales and simple intervals, as well as having had some drill for ear training they have also done considerable written work, including naming of syllables, writing music from dic- tation, naming keys, and placing pars, with reference to given time signs. This has been a very profitable year to the children, and I have recommended to the Board that this work be continued.
I have made and placed in the hands of each Director a carefully prepared summary of the condition and needs of every school in town, with suggestions toward repairs and and corrections. The Board are very carefully considering this report and I trust that they may have your loyal sup- port in any sane plan they may propose and adopt to better the condition of the schools of this town. Standard schools for Vermont will be our big job for the next few years and when the plan is made clear to the people of Thetford I trust that some reasonable program may be adopted by the town to extend over a period of vears which will place all schools of the town in the STANDARD class without any burden being felt in the carrying out of the program.
Since starting this Report I have been notified that I have been elected Superintendent of Schools at Waterbury, Vt. I have accepted the appointment as it is quite a promo- tion. I wish to take this opportunity to thank the people of Thetford for their friendliness toward me, which has made my work in your schools a real pleasure. I wish also to thank the Directors for their kindness and courtesy, as well as the teachers for their cooperation and support. I never ex- nect to labor in more congenial communities, or with better Directors and teachers. I want every boy and girl in the schools to remember I am always their friend, and will be glad to aid them at any time if the opportunity arises. I wish to bespeak the same cordial support for my successor which you have accorded me. Again thanking you, this re- port is
Respectfully submitted,
So. Strafford, Vt., July 8; 1921.
