REPORT OF TRUSTEES OF THETFORD PUBLIC LIBRARY


For some years Thetford has made an appropiation of $35.00 a year for the support of the Town Library. Of this money $10.00 has been paid the Librarian, $10.00 for the use of the Latham Memorial Library and this has left $15.00 for the purchase of new books. Some of the time the money for new books has not been expended and the money has been accumulating. This year this has all been used and $80.00 spent for books and the librarian paid up to July 1920 and the rent of the Latham Library is also paid to that date. The Town now has quite a sizable Library of its own books and having the use of the Latham Library gives us a much better collection than is usually found outside of the large towns. The books have been carefully selected and are free for the use of any person of the town.

REPORT OF DISTRICT HEALTH OFFICER


There were 96 cases of contagious diseases reported to this office during the year. A case of small pox was discovered in the west part of the town during the month of September. My attention being called to the character of the eruption together with the history that the patient previously had chicken pox, was most suspicious. I visited this family at once, and found a typical case of small pox, in a mild form. I was able to trace the source of the disease to Worcester, Vt., where several cases existed, with no suspicion that the disease was small pox. The early discovery of the Thetford case probably prevented a wide spread epidemic, a rigid quarantine and vaccination soon had the disease under control. Four cases subsequently developed in the family in Thetford, with no fatalities.


This experience emphasizes the importance of the reporting of all diseases of a suspicious character to the Health Officer, without delay. There is ample proof that a most severe and even fatal epidemic may start from a single mild case, of any of the group of contagious diseases.


There has been more than the usual interest taken in health problems the past year "The Child's Welfare Con- ference" held in connection with the fair at Post Mills was most successful, and again demonstrates that no matter how far apart the opinions of people may be on problems in general, they are all of one mind when it comes to the question of improving the public health, and the conser- vation of human lives.


I recommend to the people of my native town; that interest in health matters so splendidly supported, should not be allowed to become dormant. Local organizations and public spirited citizens should in every way possible promote these important issues, and to this cause I am anxious to assist you always.


Sanitary inspections of the summer schools, which includes the source of the milk and water supplies, has been made. I found the sanitary arrangements at these schools, con-

structed along modern lines and citizens would do well to pattern after them in the caring for human waste, and the disposal of garbage, thereby preventing the spread of disease through fly contamination.

The legal voters of the Town of Thetford are hereby notified and warned to meet at the Town House in said Thetford, Tuesday, March 1st, 1921, A. D. at 10 o'clock a. m. to transact the following business.


Art. 1. To elect a moderator.


Art. 2. To elect a Town Clerk.


Art. 3. To hear and act upon the reports of the several Town Officers.


Art. 4. To see if the Town will authorize and empower the selectmen to appoint a road commissioner, or elect by ballot, and to elect all necessary Town Officers.


Art. 5. To raise a tax to pay the indebtedness of the Town and to pay current expenses.


Art. 6. To raise a highway tax.


Art. 7. To raise a school tax.


Art. 8. To see if the Town will vote money for the benefit of the Grand Army Memorial Day.


Art. 9. To see if the Town will vote any money to take advantage of the State highway aid law, and if so,how much.


Art. 10. Shall license be granted for the sale of in- toxicating liquors in Town.


Art. 11. Shall license of fifth class be granted in Town.


Art. 12. To elect a Town library commission for five years.


Art. 13. To see what action the Town will take, if any in regard to a memorial to the soldiers of the world war.
