SCHOOL SUPERINTENDENT'S REPORT
To the School Directors and Citizens of Thetford:
In accordance with law I herewith submit my annual report as Superintendent of Schools, this report embracing the period from July 1, 1919, to July 1, 1920.
Eleven schools have been maintained for a period of thirty-four weeks each. One hundred eight-two pupils were enrolled in these schools,-ninety boys and ninety- two girls. These pupils were divided in the eight grades as follows :- First grade 30; Second grade 28; Third grade 21; Fourth grade 21; Fifth grade 17; Sixth grade 25; Seventh grade 19; Eighth grade 21.
The actual attendance was 86% of what it would have been had there been no absences. The per cent of at- tendance in the schools of the other towns of this district were as follows :- West Fairlee 85%; Sharon 89%; Strafford 90%; Norwich 92%. Thus we see that Thetford occupied the fourth place, which was probably due to an epidemic of whooping-cough. Among the Thetford schools the Judd school ranked highest in per cent of attendance, while the

other schools ranked in the order named: Center, Rice's Mills, Swanee Bean, Post Mills, Potato Hill, Hill, Union Village, North, Stevens, and East.
The following pupils have attended the full year WITHOUT AN ABSENT MARK: Norman Ackerman, Post Mills; Ruth Emerson and Beatrice Emerson, Stevens; Doris Clark, Marion Clark and Cephas Clucky, Center.
Free Tuition Certificates were granted upon examina- tion to Claudia Sykes, Beatrice .Emerson, John Kinsman, Gordon Colton, Hervey Noyes, Laurence McKnight, Wal- lace Emerson, Linn Martin, Maxwell Palmer and Hattie Young. The following pupils were not reported as re- ceiving Free Tuition Certificates last year, as they were conditioned in some subject. These conditions have now been removed by special examination and Certificates granted: Phyllis Wheelock, Susie Cadwell, Vernon Sargent, Geo. Boyd, Chauncey Colton, Reginald Cross and Floyd Judd.
Thirty-two cases of truancy have been reported by the teachers.
The Superintendent has made one hundred thirty-two reported visits to the schools of this town during the year.
Conveyance has been furnished to six pupils for one term only; to nine pupils for two terms only; to seven pupils for the entire year. The total expense for trans- portation was $728, a part of which will be rebated by the State. The total rebates from the state for the past year for advanced instruction, transportation and board of pupils, on account of trained teachers and on current ex- penses was $1524.04.
Special emphasis has been placed upon Reading in the first four grades this year, with very pleasing results in most schools. We have urged that beginners be taught both ''sight" and "sound," and special seat readers were pro- vided beside the regular text books. Many first graders have read five books during the year, and a few have read as many as nine books. As we learn to read by reading, and as the ability to read fluently is absolutely necessary

to success after the fourth grade is reached, you will readily see that these children are much better prepared to go on with the last four grades work after the good year's work which they have done. We shall continue this work, laying much stress upon silent reading.
Oral spelling has been emphasized in the Grammar grades. Spelling contests have selected the best spellers in each school; town contests have selected the winners from each town; county contests from each county,-all have been reported from time to time through the columns of the local papers. We plan to do special work on the geography of Vermont this coming year.
Years ago the Republic of France presented to this country the colossal Statue of Liberty which stands in New York harbor. It was presented as a memorial of their friendly feeling toward the people of this country, and as an expression of their confidence in the stability of the American government. Now the SCHOOL CHILDREN OF AMERICA are presenting a gigantic statue to France, to be erected on the banks of the Marne. The children in nearly all the schools of Thetford have contributed gen- erously to the fund that is to erect this Statue. This mem- ory will always be a source of pleasure to them, and it is entirely possible that some of our boys and girls may some day stand beside this great Statue and feel proud that they had a part in its erection.
Last September I offered a large banner to the school in this District which should have the best attendance each term. The Turnpike school in Norwich has kept the banner for the entire year, with an almost PERFECT attendance. In September 1920 this banner goes to the Judd school in Thetford which has done a trifle better for the past term. I am sure we would all like to have this banner come to our local school in the near future. Parents, won't you aid your children to win this banner by keeping them in school EVERY DAY ?. A recent survey made by the Bureau of Education at Washington places Vermont in the. thirty- eighth place as regards attendance at school. This simply

means that our children are not at school as regularly as they should be. Regularity means being at school EVERY DAY. I wonder if we realize the irreparable evil of irregularity. MAKING SCHOOL A BUSINESS for the child is the standard to be perseveringly aimed at. Regu- larity and Reliability are two assets which any boy or girl need not be ashamed to possess.
Parents, WON'T you plan to visit your school at least ONCE during this year?
