No. 32.


With profound sorrow this department announces the death of Colonel Harry Rankin Smith, former Commander of the First West Virginia Infantry, at Clarksburg, West Virginia, July 15, 1922.


Colonel Smith was a patriotic citizen, and an enthusiastic National Guardsman, beloved by all those with whom he came in contact, and especially by those he commanded, among whom was our present Governor, Hon. Ephraim F. Morgan. He was a genial and kindly man, frank and sincere and very considerate of the welfare of his subordinates.


Colonel Smith, son of Ashabel G. and Anna Rankin Smith, was born in Uniontown, Pa., February 22, 1870. The family moved to Clarksburg the same year. He was reared in Clarksburg; attended the West Virginia University and was a member of the Cadet Corps. On his return to Clarksburg he helped to organize Com- pany "K," W. V. N. G., served as Sergeant, 2nd Lieutenant, 1st Lieutenant and Captain. In May, 1898, Company "K" was taken into United States' Service for the Spanish American War, as Company "D," 1st W. Va. Volunteers, with Captain Smith in com- mand. At the close of the War the Company returned to Home Station and the National Guard was reorganized with Captain Smith promoted to Major, January 7, 1899; promoted Lieutenant Colonel, January 10, 1901, and filled this assignment until after the death of Colonel, Clarence L. Smith, when he was promoted to Colonel, June 1, 1901, and commanded the regiment until 1912, when, because of ill health, he resigned. His interest in the Na- tional Guard and military affairs never ceased. He attended numer- ous Camps where the regiment was stationed and on the outbreak of the World War entered the Officers' Training Camp at Ft. Ben- jamin Harrison, but the training was too strenuous for his bodily strength and compelled him to return home.


Both the old and new members of the West Virginia National Guard realize that they have lost a true and faithful friend, and join his relatives and friends in mourning their loss.

STATE OF WEST VIRGINIA, ADJUTANT GENERAL'S OFFICE, Charleston, July 18, 1922.


General Order


No. 33.


1. The Field training of the West Virginia National Guard for 1922, will be held at Camp Knox, Kentucky, from August 6 to August 20, in- clusive.


2. Transportation :- Railway transportation will be furnished by the U. S. P. & D. Officer. The transportation requests will be executed in duplicate, and the puplicate turned in to the U. S. P. & D. Officer on ar- rival at Camp Knox Transportation in and around Camp will be furn- ished by the Camp Quartermaster. No transportation will be taken to Camp.


3. Uniforms :- Troops will be completely uniformed (except overcoats) including both wool and cotton o. d .; two pair shoes, and have at least two changes of underwear and three pairs woolen socks (government issued preferred ). No uniforms or equipment will be issued at Camp Knox without special authority from Headquarters, Fifth Corps Area.


4. Records :- All organizations will take to Camp all their records, training manuals and a supply of stationery.


5. Equipment :- All units will take to Camp Knox their personal equipment and arms as authorized by Organization and Equipment Table including one pounders, Stokes-mortars, machine guns, carts and harness, but excluding escort wagons and harness, rolling kitchens and trucks. Tentage (except shelter tents) cots, bed-sacks, ranges and kitchen utensils will be left at Home Station.


Vaccination :- If possible all officers and enlisted men should be 6.


immunized against small pox and typhoid fever before going to camp. The commanding officer of each organization will cause a physical exam- ination of the members of his unit, to ascertain the presence of con- tagious or infectious diseases, to be made by a competent Physician not more than forty-eight hours before entraining.


7. Ammunition will not be taken to camp.


8. Medical supplies will be furnished by the Camp Commander, in accordance with Par. 693-695, N. G. R. The Medical Officer with each section will purchase necessary emergency supplies for the trip from Home Station to Camp Knox.


9. Subsistence :- The Commanding Officer of each unit will be respon- sible for the subsistence of his command for the going journey. No subsistence will be furnished at Camp Knox for August 6. An allowance of 40c per meal has been authorized for the purchase of cooked meals and liquid coffee. Receipted bills, in duplicate, for these meals will be presented to Major C. A. Wood, U. S. P. & D. Officer on arrival at Camp Knox, for re-imbursement. (b) Duplicate bills will be taken for necessary expenses incurred enroute for baggage transfer, etc., the same presented to the U. S. P. & D. Officer at Camp Knox for payment.

11. Guards will be placed at doors and strict train discipline maintained during journey.


12. An advance party will be detailed to proceed to Camp Knox on August 1, to prepare camp for the troops.


13. The U. S. P. & D. Officer will make papyment for services rendered under this order.


14. The travel, pay and subsistence enjoined is necessary in the pub- lic service.

1. General Order No. 33, July 18, c. s. is hereby revoked.


2. Pursuant to authority of the Commanding General, Fifth Corps Area, a Field Camp of Instruction, under command of Col. W. E. Eubank, for the 150th Infantry, less the First Battalion and Band Section, Service Company, will be held at Nitro, West Virginia, August 6, to August 20. inclusive, to be hereafter designated as Camp Morgan.


3. Pursuant to authority of the Commanding General, Fifth Corps Area, a Field Camp of Instruction, under command of Lieut. Col. T. C. Davis, for the First Battalion, 150th Infantry, Band Section, Service Company, 150th Infantry, and Company "A" 104th M. P. Bn., will be held at Barrackville, West Virginia, from August 6, to August 20, inclu- sive, to be hereafter designated as Camp Reed.


4. Transportation :- Railway transportation will be furnished by the U. S. P. & D. Officer of West Virginia. Transportation requests will be executed in duplicate, and the duplicate turned in to the U. S. P. & D. Officer on arrival at Camp.


5. Uniforms :- Troops will be completely uniformed (except overcoats) including both woolen and cotton o. d .; 2 pair shces, and have at least two changes of underwear and three pair woolen socks (government issue preferred ).
