The force consists of one chief, one captain, one lieutenant, four sergeants, 85 regular policemen and 100 supernumeraries. For the year ending April 1, 1898, the police made 6,867 arrests-of whom 2.006 were tried by police court : 2,609 were drunkards; 260 assaults: 248 thefts; 40 burglaries, etc .; breach of peace, 817; vagrants, 588.
The police force of Hartford was organized and uni- formed July, 1860. A night watch had been previous- ly maintained since March, 1815.

Ax ordinance was passed by the City Council, Oct. 10, 1864, creating a paid Fire Department, and on the 24th of the same month the first Board of Fire Com- missioners was elected. This new department took possession of fire apparatus, December 1st, 1864.
The Department consists of one Chief Engineer; sal- ary $2,500; three assistant Engineers, $850; eight steam fire engines, two spare hose carriages, four wagons, one chemical engine, two hook and ladder trucks, and forty-two horses. The propeller companies having 14 . men each, the horse engine companies 13 men each, officers included; the hook and ladder trucks a fore- man and 20 men. At the present time there are 16,000 feet of serviceable Hose in the Department.
Superintendent of Telegraph system, salary, $1,700; Assistant Superintendent, $1,000; Engineer's, $1,200; Assistant Engineer's, Engine Driver's, Truck Driver's and Steamers' Tillermen, $900; Permanent Substitute, $1,000; Hose Driver's and Truck Tillerman, $850; Firemen - bunker, $225; lodge in the houses of the Company to which they respectively belong: Foremen $300: other call men of the Department, $200 each annually; Linemen, $800; Bunkers, $225.
Telegraphic Fire Alarm, costing $11,000, and bell tower over 70 feet in height, and new fire bell of 8,175 lbs. weight, erected in 1881 at an expense of $807.52 to replace the one that became cracked, which weighed 9,000 lbs. that was erected in 1867 at an expense of $9,091, with 29 miles of wire, 51 signal boxes, 17 gongs. Telephonic communication between the nine stations. In May, 1897, there were 50 miles of wire and 96 call boxes.

Surveys for these works were commenced Oct. 1858; ground broke June, 1854 and first pumping of water, Oct. 28, 1855. The engines and pumps were used in supplying water to the Garden Street Reservoir from the Connecticut river up to Jan. 2, 1867, at 2 P. M., at which time water from West Hartford was substituted.
Pumps were started Oct. 8, 1891, 2.30 P.M., and run till Dec. 8th; they were also run Dec. 22d to the 30th inst., to supply a large part of the city, owing to the failure in the supply of the reservoirs. Its hourly ca- pacity is 154,000 gallons for delivering at reservoir, which is at an elevation of 125 feet above the river, and 1§ miles distant from it. The load upon the engine at low water, and with a full Reservoir, is 11,984 pounds.
The pier in the river, to protect the receiving pipe, is where at low water, there is 12 feet in depth, the water running into a well 140 feet from the river.
The ORIGINAL GARDEN STREET RESERVOIR, 97-175 Garden street, is connected by 6,879 feet of 16 inch iron pipe, with Pumps on Water st .; holds 8,600,000 gallons. Garden st. West Il'fd The head is as follows :- Reservoir. Reservoir.

THE WEST HARTFORD RESERVOIR WAS completed and water furnished the city therefrom at 2 o'clock P. M., January 2d, 1867, at which time the pumps ceased working, and have been used since only occasionally.
The receipts from Water Rents collected for the year ending March 1, 1898, amounted to $288,576.22; from sale of pipe, etc., $5,117.11; cash on hand, March 1, 1898, $14,485.88; total receipts, $258,128.71. Disburse- ments as follows: Construction, $66,705.80; repairs, $16,507.60; current expenses, $39,083.74; interest on water bonds, $48,862.47; redemption of water bonds, $45,000.00; cash on hand, $46,969.60; total disburse- ments, $258,128.71.
Total consumption of water for the year ending March 1, 1869, when it was all measured at the pump- ing works, was 700,000,000 gallons. Under the direct distribution from the West Hartford reservoir during 1876 was 1,808,500,000 gallons, equal to 4,954,795 gal- lons per day. During the drought of 1879 the average daily supply from Sept. 22, 1879, to Jan. 28, 1880. pumped from the river, for use in the eastern part of the city, was 8,298,815 gallons, which shows an average daily supply to the city of 6,000,000 gallons; in 1897 the average daily supply was 10,000,000 gallons.

GEER'S HARTFORD CITY DIRECTORY.
Reservoir No. 1 is five miles from City Hall, and at high water flows 82 acres. Its capacity of 34 feet in depth is 145,985,548 United States gallons. The alti- tude of the reservoir at top water above low water of Connecticut River is 260 feet, and gives a head at the City Hall of 135 feet over the old works.
Reservoir No. 2 is 12 miles beyond Reservoir No. 1, covering a water surface of 49 acres with 41 feet depth and capacity of 283,694,375 gallons. Forty acres of land was purchased in 1890 for additional water shed.
Reservoir No. 3, is located about one mile northwest- erly from Reservoir No. 1, and was completed October 80, 1875, with a capacity, when filled to depth of 86 feet, of 145,595,829 gallons, covering 25 42-100 acres at top water line. Total cost $59,117.78.
