Annual Report of the Board of Selectmen


To the Citizens of Attleborough :


We desire to congratulate the town upon its con- tinued prosperity and growth. Viewed from any angle we can see nothing in the way to impede progress or to hinder our prosperity. With a class of citizens, taken as a whole, whose character and personnel cannot be ex- celled, with spacious new school houses being built and rapidly filled, with the sewer system nearly completed, giving evidence of our welfare in the health and sani- tary conditions of the people; with a well-equipped and splendidly housed fire department, giving evidence of our care and protection for the lives and property of our citizens; with a small but efficient police department. which would be a credit to any town. and in which we have confidence that the laws will be impartially en- forced ; with a small number of police officers, as the best recommendation that our citizens are peaceful and law- abiding ; with all of these things, Attleborough is forging ahead. We trust that the taxpayers and voters of the town will give careful consideration to our recommenda- tions for 1913.


Increased Expenses.


During the year 1912 the Selectmen have been called upon to pay some unusually large bills. prin- cipally in our election expenses, the care of the trees. the expense of the committee on townt government, and lighting the Casino at Capron Park. in fact. every ex-

pense of the town not specifically provided for had to be taken out of the Current and Incidental appropriation. In a town the size of Attleborough there must of neces- sity be an increase in current expenses.


Many towns make a special appropriation for the care of shade trees and the suppression of gypsy moths and elm beetles, and for election expenses, but we have deemed it better judgment to have these bills paid out of the Current and Incidental account because we sim- plify the bookkeeping and have a chance to consult with the men in charge of the work.


The business of the departments has been conducted with strict economy. Not a dollar has been spent un- necessarily. We recommend the sum of $17,000 and re- ceipts for the Current and Incidental appropriation for the year 1913.


Police Department.


For the Police Department we recommend the sum of $7,500 and receipts of the department, the same amount that was appropriated last year, and which, we feel, will be sufficient.


Street Lighting.


In regard to the question of street lighting, the Selectmen feel that, if possible, some arrangement should be made for either all-night service, such as in vogue in many places, or an early morning service for the con- venience and safety of those who are obliged to be out going to work, and for the many who, by the nature of their business, must be out at an early hour with teams, especially in the winter. If the price will not be pro- hibitive we would prefer the all-night service. During the past year we made arrangements with the Attleboro Steam & Electric Company to change many of the arc

lights for incandescents. We consider them a great im- provement. Our streets are very well lighted and the whole lighting system is very satisfactory.


Last year the sum of $16,000 was appropriated, and at the present time we are spending that amount. As there are a few demands for new lights in our streets, we recommend that the sum of $16,300 be appropriated for 1913, provided the same hours of service are con- tinued. If a new schedule is adopted more money will be necessary. We will endeavor to get an estimate from the electric light company which will show the cost of the different propositions before the appropriations are made.


Street Department.


During the past year the Street Department was badly handicapped in the center of the town by the digging up of nearly all the streets by the contractors engaged in the laying of sewer pipes. Large quantities of material dug from the trenches was apparently left on the surface of the streets, but the continued rains, snow and frost have caused many of the streets to get into very poor condition.


Permanent Improvements.


We believe that the time has arrived when the main streets of the town must have a more serviceable mate- rial, even than macadam, to stand the great amount of wear caused by the automobile and other vehicles of the present day. Therefore, we recommend that a start be made, as soon as connections are made with the sewer, to permanently improve Park street, South Main street, Union street and North Main street, either with brick or some other form of paving. This is in the nature of a per- manent improvement, and we recommend that the sum

of $15,000 be appropriated, to be paid for at the rate of $5,000 each year.


General Street Appropriation.


For the general appropriation for highways and bridges we recommend that the sum of $20,000 be appro- priated. Last year a large amount of work was done outside of the districts where sewer pipes were laid, and this year a large number of streets near the center of the town will have to be taken care of after the sewer connections are made.


Sidewalk Construction.


The sidewalks in our town have been extended to a considerable distance in every direction. We recommend the same appropriations as last year, namely, $3,000 for concrete work under the Betterment Act. We recom- mend the same appropriation for curbing, namely, $3,000, and we also recommend that the Selectmen be authorized to set curbing on any street in town where the abuttors will agree to pay one-half of the cost.


Insurance of Buildings. 1


On account of the building of the new High School, the new Tiffany School, and other policies that expire this year, the Selectmen recommend that the sum of,- $3,000 be appropriated for the insurance of town build- ings.


Soldiers' Relief.


There are several of the old soldiers and their de- pendants who are still with us, needing our aid and sympathy. Last year the sum of $2,500 was appropriated for Soldiers' Relief. We recommend that the same

amount be appropriated for 1913. We also recommend the usual appropriation of $300 for Memorial Day.


New Building Laws.


We recommend that the town appoint a committee to present to the town a Code of Building Laws, and to extend the present Fire District. We also recommend that the town appoint a Building Inspector.


On the following pages will be found every one of the appropriations and expenditures for the year 1912. and we sincerely hope they will meet with approval. We believe that all the officials of the various departments have done their best to give the people an honest and economical administration.
