This report completes fifteen years I have served you as Collector of Taxes. In that time, I have collected and paid over to the Town Treasurer, promptly and cor- rectly, over $3,650,000.00.

Report of the Superintendent of Streets


To the Honorable Board of Selectmen of the Town of Attleborough :


Gentlemen :- I herewith submit my ninth annual re- port as Superintendent of Streets for the year ending De- cember 31, 1912.


The department has added to its equipment three horses and one double tip cart at a cost of six hundred dollars. This amount was taken from the general appro- priation of $14,000. and is $4,000 less than the appropria- tion for the year 1910.


It was deemed advisable not to do any new work on the streets in the center, as there were more than twenty miles of sewer pipe to be installed during the year ; this work having been performed. the streets were in bad con- dition. and consequently it will require a larger appro- priation the ensuing year.


The work has been performed under the direction of the same foreman as in 1911, namely, Charles Weymouth, Assistant Superintendent of Streets. Joseph Siddall, who- has formerly had charge of sidewalks, has also built a number of new streets this year under special appro- priation.


Henry Lord has had charge of the work in the south part of the town, and Charles Howarth has at -. tended to the work in South Attleboro.


The department employs two regular foremen, five teamsters. two shovelers and one street cleaner, who are employed permanently : also one street cleaner, who is employed for eight months.


The department has at the present time eight horses and the other equipment of the department is the same

as we had last year. All streets have been scraped and the gutters cleaned in the usual manner.


The following streets were improved in the north division, so-called :


North avenue was gravelled from the North Attle- boro line, a distance of 1,911 feet, and 270 yards of gravel were used.


North Main street was gravelled from Bates corner, going south, a distance of 1,200 feet ; 330 yards of gravel were used.


Bank street was gravelled from Leroy street to the bridge, a distance of 418 feet ; 210 yards of gravel were used.


Hodges street was gravelled from Mechanics street to Elizabeth street, a distnce of 1.030 feet ; 397 yards of gravel were used.


Benefit street was gravelled from Oak street, 630 feet going north ; 389 yards of gravel were used.


Richardson avenue was gravelled a distance of 1,400 feet : 369 yards of gravel were used.


Howard avenue was brought to grade and gravelled from Park street to Garden street, a distance of 229 feet ; 247 yards of gravel were used on this street.


East street was gravelled from South Main street to Union street, a distance of 200 feet ; 114 yards of gravel were used.


Carpenter street was gravelled from Pine street to Union street, a distance of 275 feet : 104 yards of gravel were used.


Mulberry street was gravelled from South Main street to Lafayette street, a distance of 250 feet: 160 yards of gravel were used.


Olive street was gravelled from Garden to the west end of the street, a distance of 150 feet.


Spring street was gravelled from South Main street to Riverside avenue, a distance of 400 feet, and the num -- ber of yards of gravel used on this street was 274.

Holman street was macadamized from Brook street for a distance of 250 feet, going towards the center of the town. On account of the poor material in this street it was necessary to construct a sub-drain and crushed stone was placed on the street twenty inches deep. Num- ber of loads of poor material removed from street, 104. Number of loads of crushed stone used, 140.

South Division.


The work in this division has been performed as fol- lows: The brush has been cut from all the streets in town.


South Main street has been gravelled from Tiffany street to Thurber avenue, also from the corner of Knight avenue to Atwell's curve, a distance of 2,854 feet. Num- ber of loads of gravel used on this street, 1,664.


Thacher street was cut and brought to grade from Lamb street to the river bridge, a distance of 1,250 feet. Number of loads of gravel used, 604.


Locust street was brought to grade from South Main street, a distance of 650 feet, to the Grange Hall. Num- ber of loads of gravel used, 961.


The sidewalk was constructed on South Main street, from Church street to Knight avenue, a distance of 1,000 feet : 300 loads of ashes were used in this work.


Other streets were generally improved.


Southwest Division.


The work in the southwest division was performed as

follows: All streets were scraped, gutters cleaned and brush cut in this division.


Highland avenue was gravelled a distance of 1,230 feet. Number of loads of gravel used, 348.


McMann street was gravelled a distance of 370 feet. Number of loads of gravel used on this street, 46.


Robinson avenue was repaired a distance of 300 feet. Number of loads of gravel used. 42.


West street was repaired a distance of 500 feet and sidewalk resurfaced a distance of 1.200 feet.


Washington street sidewalk resurfaced a distance of 700 feet.


Newport avenue sidewalk resurfaced a distance of 1,500 feet.


Number of loads of crushed stone used on sidewalk. 186.


Number of loads of gravel used on sidewalk. 140.


Cumberland avenue catch basins repaired. Brown street culvert has also been repaired : also Mendon ave- nue. Bacon street and Turner street have been repaired. Number of loads of gravel used on these streets, 262.


A new fence was built on Pond street, 780 feet in length, and 22 feet of 8-inch pipe for a drain was laid on Turner street. Number of loads of waste material re- moved, 186.


Bridges, Culverts and Catch Basins.


The following bridges were covered with 2-inch plank : Tiffany street, Read street and Maple street, and the sidewalk on Olive street bridge: also the County street bridge, near the R. I. line, has been repaired.


Three new catch basins have been built, one in Park street, one in Olive street. and one in County street. All other catch basins have been cleaned in the fall and in the spring.

Thacher Brook Drain and Ten Mile River.


A special appropriation of $200 was made for the purpose of cleaning the river and the Thacher Brook Drain. The drain has been cleaned from a point north of the Taunton branch of the N. Y., N. H. & H. R. R. to Maple street. The Ten Mile River has been cleaned from R. Wolfenden & Sons' establishment to Cliff street bridge.


Street Oiling and Sprinkling.


The streets were sprinkled at intervals during the first two weeks in April, and during the remainder of the year oil was used. Oil was purchased from different con- cerns as follows :

Monument square and Park street to Bronson block have received four applications of oil.


Work Performed Under Special Appropriation.


Maple Street.


Maple street has been brought to grade and made uniform width of 40 feet, from the Speedway to Dwyer's store, a distance of 650 feet. This street has also been widened from Park street to a point 400 feet west. This work required the building of a bank wall six feet high and 250 feet long ; a fence was also built over the wall. A sidewalk was built on one side of the street the entire length. Number of loads of gravel used on this street, 2,012.


Solomon Street.


The work on this street consisted of cutting and gravelling the length of street improved, from Maple street to East street, a distance of 600 feet. Number of loads of gravel used on this street, 675.


Manchester Street.


The work on this street was performed in the follow- ing manner. The street was made 40 feet wide and

brought to grade from Ellis street to Garden street. A fence was built on the north side of the street. Number of loads of gravel used on this street, 166.


Garden Street.


This street was formerly called Wigwam, Henry and Eden streets, but the name has since been changed to Garden street. The street was worked to grade from Newman's storehouse to Olive street, a distance of 800 feet. Number of loads of gravel used on this street, 780. There were two catch basins built in this street and 26 feet of 8-inch pipe laid.


Brownell Street.


This street was worked to grade from Martin street to James street, a distance of 675 feet. Number of loads of material used on this street, 1,960. A sidewalk was built on the north side of the street.


Jefferson Street.


This street was worked to grade from Fourth street to Fifth street. Number of feet of street improved, 400. Number of loads of gravel used on this street, 622. A sidewalk was made on the west side of the street, and the number of loads of ashes used, 46.


State Street.


This street was worked to grade from Elizabeth street to John street, and a sidewalk constructed on one side. Length of street improved, 238 feet. Number of loads of material used, 435.


Water Street.


Water street was worked to grade from West street to the bridge over the Ten Mile River. The bridge was

covered with two-inch plank and 100 feet of fence was built. Number of feet of street improved, 481. Number of loads of gravel and ashes used on street, 1,664. Ten feet of 8-inch pipe was used to convey water from gutter to the river.


Twelfth Street.


This street has been worked to grade from County street to Robert street. Length of street, 240 feet. Side- walks were built on the north side of the street and 126 loads of gravel were used on this street.


Robert Street.


This street was graded from Olive street to Thir- teenth street. Number of loads of gravel used on this street, 2,III. Number of feet of street improved, 1,590. Sidewalks were built on both sides. Number of loads of ashes used on sidewalks, 310. Number of loads of crushed stone used on sidewalk, 26.


Park Street.


An appropriation was made to build a new street from a point near George street to a point near Frank Cummings' residence, thus straightening the street. The distance of street improved, 500 feet. The work on this street was let by contract to Joseph McCra. Number of yards of filling required to complete the work performed on this street, 1,000. This street was brought to grade with gravel and then macadamized from a point opposite the Cummings Homestead to a point near Mr. Call's resi- dence, a distance of 2,775 feet. Number of yards of crushed stone placed on street, 2,875. Number of loads of gravel used on this street, 290.


South Avenue.


This street has been macadamized a distance of 2,200 feet. On account of the very poor material in this

street it was necessary to remove a large quantity of sub- soil and replace with stone, thus forming a sub-drain, after which the street was macadamized. Number of loads of field stone used, 910. Number of loads of crushed stone used, 2,558. Number of loads of gravel used, 514.


Newport Avenue.


This street was macadamized beginning at Wash- ington street and finishing at a point near May street in South Attleboro. a distance of 2.400 feet. Number of loads of gravel used on street. 245. Number of yards of crushed stone used on street, 1,898.


River Street.


This street was brought to grade beginning at Tur- ner street and finishing at the Rhode Island line. a dis- tance of 700 feet. Number of loads of gravel used in this street. 360.


Bliss School Lot.


A special appropriation was made for the purpose of curbing the sidewalk in front of the school lot and concreting the walk. The gutters were paved and 323 feet of curbing were set. also 235 yards of concrete was placed on the sidewalk.


Atwood Street.


This street has been brought to grade beginning at James street and finishing at a point 360 feet distant, near the Thacher Brook Drain. Number of yards of ma- terial used in this street. 375. Sidewalks were built on both sides of street. Number of feet of sidewalk con- structed. 712. Number of feet of street improved by covering drain. 586. Number of loads of filling used on this work. 680. Number of loads of crushed stone used for grout. 41 : 450 bricks were used for manholes : 165

cords of field stone in building wall; 440 bags of cement were used to make the grout.


Play Grounds.


A large amount of work has been performed on the grounds in the following manner: 69 large rocks have been blasted and carted from the grounds; 1,135 loads of dirt were required to bring the grounds up to grade, after which the grounds were ploughed, harrowed and seeded.


Speedway.


The work of this street consisted of building two re- taining walls in the Thacher Brook Drain, the stones being laid in cement. Steel rails were placed on the walls four feet on centers, and wooden forms were placed on the irons, after which five inches of concrete were allowed to get hard, then filling was placed on the con- crete 21/2 feet deep, thus forming a sidewalk; three man- holes were left over the drain to allow for cleaning the same when necessary.
