ANNUAL REPORT OF THE BOARD OF SELECTMEN


On March 5, 1935, this Board took office for the sec- ond consecutive year and organized with Mr. MacGregor as Chairman, Mr. Gardella, the Chairman since his first election to the Board, desiring to be relieved on account of the demands of his own business.


The duties of the Selectmen, in common with those of the other Town officers, have increased tremendously in recent years, necessitating special meetings almost weekly, and numerous conferences and consultations arising out of the matters involved. Aside from these general matters, which are too numerous to mention in this Report, we will refer to some of the more important matters which arose during the year.


I.


Two years ago, the Selectmen inaugurated a survey of the fire insurance on Town buildings, the amount of coverage and the cost to the Town. We are glad to say that during the year this survey was completed and a new system was adopted, resulting in increased insur- ance at lower costs. This was done through the coopera- tion of the local agents and their companies. An appraisal was made of Town buildings by a competent insurance appraiser and architect; rates on all build- ings were checked and reductions obtained on nearly all of them; and a so-called schedule form was suggested, and after conferences with all departments placing in- surance, it was decided to adjust the insurance in ac- cordance with the appraised values and reform all existing policies with the schedule form. All money appropriated for insurance by all departments was pooled, and with approximately $1,200.00 return pre-

miums on existing insurance due to reductions in rate, the additional insurance and renewals were written for as long a term as was possible with available funds. When the plan is completed, some one hundred fifty policies will be reduced to about five or ten. The neces- sary additional insurance has been distributed among all agents in Town, and the reduction in the number of policies has and will further be reduced without loss to any agent.


It is the ultimate plan to have all policies issued for a five year period with one-fifth of the insurance expir- ing each year, thus taking advantage of the saving by writing policies for five years at four times an annual premium and thereby reducing the annual appropriations to a minimum; that is, one-fifth of the total insurance can be written for five years at less than all insurance can be written for one year. Heretofore, each department has included in its budget an amount for insurance, and under this new plan, one appropriation will be made to take care of all fire insurance.


In round numbers, under the old plan, the Town has covered for $253,460.00 at an annual cost of $2,100.00, but under the new system the Town will be covered for $795,309.00 at an annual cost of $4,215.00. Put in an- other way, for about twice the cost, the Town is covered for over three times as much. This does not include the new high school addition which will be added in the same proportion.


II.


The P. W. A. Act of 1933, under which the high school addition was constructed, had expired, but antici- pating that the Federal Government would continue its policy of stimulating public works in 1935, by a grant of a fractional part of the cost, the Selectmen formulated and submitted the following projects for consideration :


1. May 28, 1935, Imhoff Trickler Unit at Sewage Plant.


2. May 28, 1935, Athletic Field.

3. June 19, 1935, Comprehensive scheme for con- struction of sidewalks throughout Town.


4. June 19, 1935, Cedar Swamp Pond Improvement.


On January 29, 1935, all four projects had been submitted to His Excellency the Governor in response to his invitation to the towns throughout the state to submit their data to him as a basis for his request of the Federal Government for Massachusetts' share of the fund to be asked of the incoming Congress.
