The Collector shall be paid the sum of $3,500.00 per - annum for the collection of all taxes and assessments.


The Town of Milford shall pay all expenses incurred by the Collector in law and equity in collection of said taxes and assessments.


The Town of Milford shall pay all expenses of the Col- lector's office, excepting clerk hire, which expense shall be paid by the Collector from his own salary.

Article 4.


Voted : That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. In pursuance to a vote passed at the adjourned Town Meeting, March 13, 1935, the inhabitants of the Town of Milford qualified by law to vote in Town Affairs, met in Town Hall on the above date and proceeded as follows:


The Meeting was called to order by John T. McLough- lin, Moderator at 8 o'clock P. M.


Article 20.


Voted : That the Town raise and appropriate the sum of Fifty-five hundred dollars ($5,500.00), for the purpose of rebuilding a part of Cedar Street, from the end of the 1934 lay out, to the Hopkinton Town Line, and mainten- ance of the same, said money to be used in connection with money allotted by the State and the County for that purpose, the work to be done under the supervision of the Selectmen and the Highway Surveyor, the unem-

ployed who are not eligible for E.R.A. work or Welfare Aid to be given preference in said work.


Voted : To pass over the remainder of the article.


Article 21.


Voted : That the Town raise and appropriate the sum of Five thousand dollars ($5,000.00), for the purpose of rebuilding or re-surfacing Medway Street, and mainten- ance of the same, said money to be used in connection with money allotted by the State and the County for that purpose, the work to be done under the supervision of the Selectmen and the Highway Surveyor, the unemployed not eligible for E.R.A. work or Welfare Aid to be given preference in said work.

Voted : To raise and appropriate the sum of Seven hun- dred and eighty dollars ($780.00), for the purpose of paying for clerk hire in the Town Clerk's Department, to be effective as of January 1, 1935, the beginning of the fiscal year.


Voted : To pass over the remainder of the article.


Article 24.


Voted: To raise and appropriate the sum of Six hun- dred and thirty-five dollars ($635.00), for the purpose of paying the expenses in connection with the taking of the Decennial Census.


Voted : To pass over the remainder of the article.


Article 25.


Voted: That there be appropriated the sum of Sixty- five thousand dollars ($65,000.00), for the purpose of constructing additional sewage disposal works, in accord- ance with plans drawn by F. A. Barbour, Engineer of the Sewage Commission, and to meet said appropriation, that the amount of Four thousand dollars ($4,000.00) be

raised in the tax levy of the current year, and that the Treasurer be and hereby is authorized to borrow a sum not to exceed Sixty-one thousand dollars ($61,000.00) and to issue bonds on notes of the Town therefor, said bonds or notes to be payable in accordance with the pro- visions of Chapter 44, General Laws, Tercentenary Edi- tion. Any money received from the Federal Government on account of such project shall be applied to meet the appropriation herein made, the whole loan shall be paid in not more than ten years, or at such period as may be determined by the Treasurer with the approval of the Selectmen.


That a Committee of ten Town Meeting Members, two from each of the five precincts be appointed by the Meet- ing to act with the Sewer Board in an advisory capacity in carrying out the project.


The vote on article 25 was determined by a standing vote of precinct members as follows: Yes: Precinct 1 - 29; Precinct 2- 7; Precinct 3 - 28; Precinct 4 - 32; Precinct 5-29; Town Meeting Members at large - 12; Total -137. No: Precinct 1-2; Precinct 2 - 21; Pre- cinct 3 - 1; Precinct 4 - 2; Precinct 5 - 2; Town Meeting Members at large - 0; Total - 28.


The following were appointed members of the Commit- tee to act with the Sewer Board in an advisory capacity in carrying out the project :


Precinct 1 - Philip Cenedella, John F. Power; Pre- cinct 2 - Attilio Guerrieri, Joseph Rosenfeld; Precinct 3 - John E. Higgiston, Elbert M. Crockett; Precinct 4 - John C. Lynch, Jr., William K. Coombs; Precinct 5 - James T. Slattery, Gilbert C. Eastman.


Voted : To pass over the remainder of the article. Article 26.


Voted: To raise and appropriate the sum of Seventy- five dollars ($75.00) to pay for an unpaid bill of the Board of Health Department.

Voted : That the Clerk of this meeting notify the Clerk of each Department of the Town to furnish an itemized list of the annual expenditures of his department to each member of the Finance Committee, and to each Town Meeting Member on or before January 10th, of each year.


The Moderator appointed the following Committees on Rules : Rule 1 - Town Meeting Member at Large - Walter L. Adams; Precinct 1, William H. Cahill; Pre- cinct 2, Angelo Barbadoro; Precinct 3, William J. Moore; Precinct 4, Alfred E. Daigle ; Precinct 5, Chas. W. Gould. Rule 2. George W. Billings, Edward J. Burke, Joseph A. Visconti.


The Clerk of the Meeting was directed to call the at- tention of the heads of all Town Departments to the provisions of Chapter 44, Section 31, General Laws, T. C. Edition which reads as follows :


No department of any city or town, except Boston, shall incur liability in excess of the appropriation made for the use of such department, except in cases of extreme emergency involving the health or safety of persons or property, and then only by a vote in a city of two thirds of the members of the city council, and in a town by a vote of two thirds of the selectmen.


A motion was made and seconded to take up Article 1. The motion was defeated.

The Town Clerk read a report of the Selectmen on the laying out of Della Street. A motion to accept and al- low the report of the Selectmen and raise and appropri- ate the sum of Two thousand dollars ($2,000.00), for the

purpose of laying out and constructing said street was defeated.


A motion to reconsider the motion whereby it was voted to pass over Article 28 was defeated. Article 31.


A motion to appoint a Committee of ten, two from each precinct and two members at large, making a Commit- tee of twelve to take into consideration the provisions of the Police Bill and make an investigation. The motion was defeated.


Voted to accept an act passed by the Geenral Court in the current year (Chapter 58, Acts of 1935) entitled -"An Act Providing Retirement Allowances and Death Benefit Based on Annuity and Pension Contribution, for Regular Police Officers of the Town of Milford." The vote was taken by ballot by precincts and by use of the check list. A Committee distributed, sorted and counted the ballots. Result of the ballot: Yes - 148; No - 41. Total - 189.

Voted: To raise and appropriate the sum of Two thou- sand dollars ($2,000.00) for the purpose of carrying out . the provisions of the Police Retirement Act (chapter 58, Acts of 1935).

MEETING TO FILL VACANCY IN BOARD OF HEALTH COMMONWEALTH OF MASSACHUSETTS


Milford, April 30, 1935.

At a joint meeting of the Selectmen and the Members of the Board of Health held on the above date for the pur- pose of filling a vacancy in the Board of Health caused by the resignation of John F. Adams, the said Members of the Selectmen and Board of Health proceeded as fol- lows: Lyndhurst A. MacGregor, Chairman of the Select- men, was chosen Chairman of the meeting, Dennis J. Sul- livan, Clerk of the Selectmen was chosen as Secretary of the meeting. A ballot was taken for the choice of a mem- ber of the Board of Health.


Result of the ballot J. Curtis Nutter had three votes, Thomas Mullen had one vote, John Kennedy had one vote. Total vote : five, J. Curtis Nutter was declared as chosen to fill vacancy in the Board of Health.

Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in Town Affairs, to meet in the Town Hall, on Monday, the twentieth day of May, A.D. 1935, at 8 o'clock in the evening, then and there to act upon the following articles, namely :-


Article 1. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to petition the Emergency Finance Board to approve of the Town borrowing money from the Commonwealth for or- dinary maintenance expenses, an amount not exceeding. in the aggregate a total amount represented by tax titles taken or purchased by the Town and held by it, in accord- ance with the provisions of Chapter 49 of the Acts of 1933, or take any action in relation thereto.


Article 2. To see if the Town will vote to rescind the votes passed at the Annual Town Meeting, March 11-13- 18, 1935, whereby it was Voted : To raise and appropriate for

R. A. and to accept such increase in the grant, and to provide by borrowing or otherwise any sum of money that is required to be raised by the Town for the cost of said furnishings and equipment, or take any action in relation thereto.


Article 5. To see if the Town will vote to amend a vote passed under Article 25 of the warrant at the ad- journed Town Meeting, March 18, 1935, whereby it was Voted: To pay the loan authorized under said vote for constructing additional sewage works in not more than ten years, by providing that the whole loan shall be paid in not more than thirty years or at such earlier period as may be determined by the Treasurer, with the ap- proval of the Selectmen, or take any action in relation thereto.


Article 6. To see if the Town will vote to amend a vote passed at the annual Town Meeting, March 6, 1931, whereby it was Voted : To establish a reserve police force consisting of three men, by providing that said force shall consist of six men, or take any action in relation thereto.

And you are hereby directed to serve This Warrant by posting up attested copies thereof at each of the Public Meeting Houses, in each voting precinct and at the Post Office in said Town; also cause an attested copy to be published in the Milford Daily News, a newspaper pub- lished in said Town, Two Sabbaths at least before the time set for said meeting.


Hereof Fail Not, and make due return of this warrant with your doings thereon to the Clerk of said Town, at. the time of meeting aforesaid.

At a legal meeting of the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs, held this twentieth day of May, A. D. 1935, at eight o'clock in the evening, the said inhabitants proceeded as follows :


The meeting was called to order by John T. McLough- lin, Moderator, at eight o'clock P. M.


There were 127 Town Meeting Members present, said number constituting a quorum.


The Town Clerk read the warrant and the Officer's re- turn thereon.


Article 1.


Voted: That the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow for general maintenance expenses of the Town the sum of Forty-thousand ($40,000.00) Dollars, but in no event a sum in excess of the amount of tax titles taken or held by the Town, and to issue a note or notes of the Town therefor, all in accordance with the provisions of Chapter 49 of the Acts of 1935. The said sum of Forty thousand ($40,000.00) Dollars is hereby appropriated for use by the assessors as available funds in determining the tax rate for the current year. Standing vote Yes : 117; No : 0.

All money re- ceived from the Federal Government under the National Industrial Recovery Act on account of such project shall be applied to meet the appropriation, herein made, and to meet the balance of said appropriation, the Town Treasurer, with the approval of the Selectmen, shall be, and hereby is, authorized to borrow a sum not to exceed $15,000.00 and to issue bonds or notes of the Town there- for, said bonds or notes to be payable in accordance with the provisions of Chapter 366 of the Acts of 1933 as amended. The whole loan shall be paid in not more than twenty years or at such earlier period as may be de- termined by the Treasurer, with the approval of the Se- lectmen.


The motion was amended to read that the whole loan shall be paid in not more than ten years or at such earlier period as may be determined by the Treasurer, with the aproval of the Selectmen.


The amendment was lost, and it was Voted:

Voted: To amend the vote passed under Article 25 of the Warrant at the adjourned Town meeting, March 18, 1935, whereby the loan authorized under said vote for constructing additional sewage works, was made pay- able in not more than ten years, by providing that the whole of said loan shall be paid in not more than thirty years or at such earlier period as may be determined by the Treasurer, with the approval of the Selectmen. Standing vote Yes : 79; No, 34.


Voted : To pass over the remainder of the article. Article 6.


A motion was made, That the vote of the Town, estab- lishing the number of Reserve Police at three men be amended by establishing the Reserve Police Force at six men, so that hereafter the Reserve Police Force of the Town consist of six men.


A motion to adjourn was lost, standing vote Yes: 46; No : 72.


A motion to dissolve the warrant was lost.


The original motion that the vote of the Town, estab- lishing the number of reserve police at three men, be amended by establishing the Reserve Police Force at six
