POLICE DEPARTMENT RETIREMENT SYSTEM REPORT
To the Voters of Milford:
Following the adoption of the Pension and Retirement System for the Milford Police Department, the following board was named to administer the system:
Frank A. Bixby John J. Moloney
B. J. Clancey, Town Treasurer, ex-officio.
This board met and organized with F. A. Bixby as chairman and B. J. Clancey as clerk and treasurer.
The retirement system began operations as of April 1, 1935, under provisions of Chapter 58, Acts of 1935, the system being a joint contributory system by the town and the members of the Police Department.
The board appointed H. A. Garabedian of Boston as actuary for the system and his first valuation and sta- tistical report, and the report of the treasurer are ap- pended hereto.

ACTUARY'S REPORT ON THE VALUATION OF THE ASSETS AND LIABILITIES CREATED BY THE ACT AS OF APRIL 1, 1935

Milford Police Department Retirement Board, Milford, Massachusetts.
Gentlemen:
I submit herewith the report on the valuation of the assets and liabilities created by the Milford Police De- partment Retirement Act and the rates of contributions as required under Sections 14 and 15 of the Act. ,
The report covers the entire force of the eleven regu- lar police officers who were employed by the town on a full-time basis on April 1, 1935.
Until the first valuation the Act prescribed that the normal contribution should be 3.82% and that the ac- crued liability contributions should be 5.20% of the reg- ular annual compensation of all members. The rates as determined by the actuarial valuation herein are 2.60% and 2.55% for the normal and accrued liability contri- butions respectively.
As compared with rates of contributions of other systems covering types of general municipal employees the normal rate of contribution is somewhat high and the

accrued liability contribution is distinctly low. The omission of an assumed withdrawal rate and the inclusion of a high rate of accidental death which is characteristic of the experience of police officers, are contributing factors toward the higher normal contri- bution rate. The low accrued liability contribution rate is due to the low average duration of prior service since, with but one exception, no regular police service was incurred prior to 1922.
The valuation is based upon the mortality, service and interest tables adopted by the Retirement Board and produces a total present value of all the pension benefits contemplated by the Act on account of these eleven offi- cers with prior service credit amounting to $19,513.00 as of April 1, 1935. The contributions to the Pension Accumulation Fund required by the Town for the nine- month period from April 1, 1935, to December 31, 1935, as determined by this valuation, are as follows, based upon the annual payroll of $20,606.00 :
Normal Contribution-three-fourths of 2.60% of annual payroll $402.00
Accrued Liability Contribution-three-fourths
of 2.55% of annual payroll 395.00
Total-three-fourths of 5.15% of annual payroll $797.00
Based upon the rates of contribution prescribed in the Act and including also an appropriation to the Ex- pense Fund the actual total appropriation by the Town for 1935 was $2,000. Any portion of this appropriation not required for expenses in 1935 should be credited to the Pension, Accumulation Fund. The excess of this credit over the total contribution of $797 as determined by this valuation will serve to shorten the period over which accrued liability contributions will be required.
In any consideration of the financial status of the sys- tem from the actuarial viewpoint it must be kept in mind

that for so small an exposure of persons there is little likelihood that actual events will exactly follow the ex- pected contingencies provided for in the underlying assumptions and that such departures from expected results may result in material variations in future valu- ations of the system.
A statement of the actuarial valuation with amounts of contributions and a list of the eleven officers included in the valuation are appended.

To the Honorable Board of Selectmen and Voters of Milford:
Herewith I submit my annual report of the financial transactions of the Town of Milford for the year ending December 31, 1935.
Included is a detailed report of the receipts from all sources of income, a detailed report of the expenditures of each Department and Account, a Recapitulation and Estimate table showing the Appropriations, Receipts and Transfers, Expenditures, Balance December 31, 1935, and the estimated cost as submitted by each De- partment for the coming year. Included also is the usual Balance Sheet, a table showing the salaries paid Town Officers and also a detailed summary of the Net Funded or Fixed Debt of the Town.
During the past year the books and accounts of the Town were audited by the State Division of Accounts and were found to be in good order.
