ANNUAL TOWN MEETING, MARCH 11, 1935 COMMONWEALTH OF MASSACHUSETTS

At a legal meeting of the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs, held on this eleventh day of March, A.D. 1935, at eight o'clock in the evening, the said inhabitants proceeded as follows :


The meeting was called to order by the Moderator. The Town Clerk proceeded to read the Warrant.


After the reading of Articles 1 and 2, it was Voted : To dispense with the reading of the remainder of the Articles in the Warrant.


The Clerk called the roll of Town Meeting Members. There were 209 Town Meeting Members recorded as being present.


Article 1. Voted: To accept the reports of all Town Officers as printed in the Annual Town Report.


Article 2. Voted: That the Moderator appoint a Com- mittee to draw up a set of rules for procedure and that they be submitted to the Meeting.


The following Committee was appointed: Hon. P. Eugene Casey, Walter L. Adams, John F. Curran.

REPORT OF MILFORD FINANCE COMMISSION ON APPRO- PRIATIONS FOR 1935


To the Town Meeting Members and Voters of Milford :


After several weeks of study and hearing of depart- ment heads, on their requirements for the year 1935, we have set up the amounts that follow as fair and just appropriations for keeping the business of the Town running on as efficient a scale as we can afford.


We have taken into consideration the fact that our appropriations must be approved by the State Emerg- ency Finance Board,-that because of the split tax pay-

ment method to be used this year the tax rate must be fixed by April 30th, and that no additions to this year's budget may be made after that date; also that the tax burden is increasingly hard to meet and should be kept as low as is possible.


We have made no recommendations in the cases of Unpaid Bills of 1934, because we feel that each depart- ment should so plan their operations that there should be no unpaid balances, except in unusual cases of emerg- ency, which may better be explained direct to the voters by the department heads.


In order that you may have information available for comparison of amounts, we have placed in a column at the LEFT of the department name the amount of actual expense of that department for 1934, and in a column at the RIGHT of the name the amount we recommend for 1935. We have subdivided the amounts and have ex- plained in footnotes any great differences, so you may know what is contemplated.

In pursuance to a vote passed at the Town Meeting, March 11, 1935, the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs, met in Town Hall, on the above date and proceeded as follows :

The Meeting was called to order at 8 o'clock P. M. by John T. McLoughlin, Moderator.


The Town Meeting Members from Precinct 1 gave notice in writing that they had chosen by ballot Charles F. Gillon to fill vacancy in the three year term of Town Meeting Members, caused by John F. Adams, Chairman of Board of Health, becoming a Town Meeting Member at large.


The Town Meeting Members from Precinct 3, gave notice in writing that they had chosen by ballot Bessie H. Johnson, to fill vacancy in the one year term of Town Meeting Members caused by Emerson Robinson, Chair- man of the Trustees of Vernon Grove Cemetery, becom- ing a Town Meeting Member at large.


Article 2. The Chairman of the Board of Public Wel- fare withdrew his amendment made at the meeting March 11, 1935, to raise and appropriate the sum of One hundred and fifteen thousand dollars ($115,000.00), for Public Welfare.

Continuation of the Report of the Finance Committee.


Article 7. We recommend that this be passed over, because it is already included under Article 2.


Article 11. We recommend that the sum of $15,000 be raised and appropriated for the purpose of furnish- ing the new High School addition.


Article 12. The Finance Committee recommend the insurance of Town property under a blanket policy, but have not sufficient information under the Article to make definite recommendations as to an appropriation.

Article 13. We recommend that the sum of $100. be raised and appropriated.


Article 15. The Finance Committee makes no recom- mendations on this Article.


Article 16. As there is now a competent committee that is considering an appropriate war memorial, we feel that until this committee makes its report no action should be taken on this Article.


Article 17. We recommend that this Article be passed over, because we feel that all the town can afford in 1935 has been appropriated for playgrounds.


Article 18. We recommend that favorable action be taken, because the injury was received in line of duty.


Article 19. We recommend that the Article be passed over, because we feel the town should not assume this expense in 1935. We also feel that it is improbable the State Emergency Finance Board would pass it.


Article 20. We recommend the appropriation of $5,000. for Cedar Street construction.


Article 21. We recommend the appropriation of $2,500 for Medway Road construction.


Article 22. As funds are not available from State and County for this project in 1935, we recommend the Ar- ticle be passed over and taken up in 1936.


Article 23. We recommend that favorable action be taken on this Article.


Article 24. We recommend favorable action, because the taking of this census is required by Massachusetts law.


Article 25. We recommend that $65,000 be raised and appropriated and the town be bounded as suggested in the Article, but the money be used only for materials, tools, trucking and engineering fees. We further recom- mend that the Board of Selectmen act in an advisory capacity with the Sewer Board in the carrying out of the project.

Article 28. We recommend favorable action on this Article, in accordance with the Massachusetts law, which has been accepted by the Town.


Article 30. The Finance Committee favors the accept- ance of the street as a Public Way, and that it be made passable, but with no considerable expenditure of money, until the proper sewerage has been installed.


Article 31. We recommend that favorable action be .taken on this Article.


Article 32. The Finance Commitee recommends that $2,000 be raised and appropriated to start this pension fund.

Under Article. 2 it was voted to raise and appropriate the sum of Fifteen hundred dollars for Workmen's Com- pensation and Public Liabilities Policies (Premium), the same to be placed through local agents or brokers.


Unanimous consent was requested for presentation of a resolution. Voted to grant the request.


RESOLUTION


JOINT RESOLUTION MEMORIALIZING CONGRESS TO USE GRANITE IN THE CONSTRUCTION OF PUBLIC BUILDINGS WHEREAS, the FEDERAL Government is contemplat- ing an extensive public works program, under which many public buildings will be erected throughout the United States and ;


WHEREAS, the present status of unemployment in the granite industry in the State of Massachusetts and other granite producing states is deplorable, it being estimated that from eighty to eighty-five per cent of granite em- ployees are on Federal Relief ; and


WHEREAS, the greater portion of the cost of finished granite is incurred by labor; and

WHEREAS, the quality and durability of granite build- ings unquestionably excels that of buildings constructed of inferior materials; and


WHEREAS, from the standpoint of economy and pru- dent policy it is advisable that lasting and durable ma- terials be used in the construction of public buildings : NOW, BE IT THEREFORE RESOLVED by the Citizens of Milford, Massachusetts, in Town Meeting assembled this eleventh day of March, 1935, that Congress be re- spectfully urged and petitioned to enact Legislation, or to otherwise take appropriate action to require that gran- ite be used in the construction of public buildings to be erected under the public works program; and that the Moderator and Town Clerk be instructed to send copies of this Resolution to the President, Vice President, Sec- retary of the Treasury of the United States, and to the Member of Congress from the State of Massachusetts.


Voted to accept and adopt the resolution. Unanimous vote.


Article 3.


Voted : That all personal and real estate taxes become due and payable, in two equal instalments, on July 1st, 1935, and on October 1st, 1935.


On all taxes remaining unpaid after November 1, 1935, interest shall be paid at the following rates, computed from October 1st, 1935: at the rate of six per cent per annum, and, by way of penalty, at the additional rate of two per cent per annum on the amount of all taxes in ex- cess of $300.00 assessed to any tax payer, whose taxes remain unpaid after December 31, 1935.
